Bookmark not defined. 1.0 Overview The Flood Mitigation Committee strives to define and embody the Association s vision of mitigation as an important element in the achievement of the Association s overall goals of reducing loss of life and damage to property from flooding, preserving the beneficial natural and cultural values of floodplains, and avoiding actions that exacerbate flooding. The current Co-chairs for the committee are:, CFM, Colorado Department of Public Safety;, CFM, Dewberry Committee Liaisons: Roxanne Gray, Wisconsin Emergency Management serves as Natural Hazards Mitigation Association Planning Committee Liaison to ASFPM, supports the EO with the NEMA Mitigation Alliance and the FEMA-ASFPM Mitigation Leadership Committee is a member of the SHMO-Net Allyson Hardin continues to serve on the FEMA Stakeholders group for mitigation planning and PPD 8 Section 2 of this work plan presents the specific items for that are to be accomplished by this committee and the work tasks required to complete these items. These items directly support Goals and Objectives for ASFPM for that are mitigationrelated. Page 1-1 Work Plan September 4, 2013

2 2.0 Task Outline The Mitigation Committee has the following ongoing work objectives: 1. Promote the development, implementation, and update of hazard mitigation plans. 2. Support the mitigation approaches and concepts set forth in the ASFPM s No Adverse Impact initiative. 3. Support the implementation of the programs set forth in the Disaster Mitigation Act of 2000 and support re-authorization activities. 4. Increase partnerships with other federal agencies, for-profit, and non-profit groups which have not historically been involved in flood mitigation but whose interests, authorities, and programs coincide with the committee s goals and objectives. 5. Facilitate greater committee participation in the accomplishment of the Committee s goals and objectives. 6. Assist the ASFPM s Training Committee with finding and promoting mitigation training opportunities. The Flood Mitigation Committee has highlighted these priority work items to accomplish in : 1. Encourage committee engagement through development of the Core Committee into leadership, policy support and technical assistance functions. 2. Review FEMA s July, 2013 HMA Guidance and review the draft HMGP White Paper producing an HMA Guidance White Paper in consultation with SHMO s and NFIP Coordinators. 3. Partner with the Non-structural Flood-proofing Committee and the Executive Office to successfully develop, market, and deliver Non-Structural Flood-proofing and Mitigation VI in Denver, August, 2014 The following are the detailed Task Summary sheets for accomplishing each of these tasks as well as other work which supports the Association s Goals and Objectives and furthers hazard mitigation nationally. ASFPM Goal and Objective Approximate Start/End Date: ongoing Liaisons SHMO Net Others/Volunteers Non-Structural Flood-proofing Detailed Task Description: A Core Leadership Group was established during Spring, 2013 of individuals expressing interest in a leadership role during the 2012 Conference. An introductory conference call was conducted in May, This Group s role will be expanded upon finalization of the Work plan. Those expressing interest in policy and technical issues both on the Core Leadership Group and the committee members at large will be added to an list serve so that more rapid queries can be made on fast-moving national policy issues requiring quick but global comment. We will engage committee members in furthering ASFPM Mitigation committee goals and tasks through solicitation of increased participation. Support committee workflow through participation in ASFPM board and committee conference calls and meetings as required. Conduct committee meeting at annual conference; appropriate workshops and through conference calls on specific issues. In addition, identify challenges the new guidance presents to subgrantees and state sponsoring programs. This effort is being staged to allow present SHMO s and NFIP Coordinators to provide specific feedback on the guidance released for the shortened fall, 2013 PDM and FMA grant application cycle. This will allow feedback and input from project sponsors to identify current guidance obstacles and potential solutions to better enable communities to develop strong mitigation applications, maximizing funding opportunities and successfully implement of strong, appropriate mitigation measures. 5 TASK 3: Support the 2014 Non-Structural Flood-Proofing VI Mitigation Workshop in Denver, CO August, Support the 2014 Non-Structural Flood-Proofing VI Mitigation Workshop in Denver, CO August, Approximate Start/End Date: October 1, 2013 to August 31, Program support Field Trip, local and state support Non-Structural Flood-proofing 240 Detailed Task Description: During Fall, 2014, work with the Non-Structural Flood-proofing committee and the Executive Office to develop an agenda outline, marketing, sponsorship and local coordination work plan for the workshop. Participate on regular conference calls, building a complete Agenda with speaker commitments by early Winter, Work with executive office to identify ways to increase participation in the conference, including a diversified agenda. Ensure that a marketing strategy is in place so that the conference can be marketed in multiple media through spring, 2014 and aggressively at the 2014 conference. Include several Floodproofing VI speakers in 2014 Annual Meeting in prominent sessions so that we can advertise, for more, come to Flood-Proofing and Mitigation VI in Denver, Approval of Workshop by EO and finalization of facility and date. National Mitigation Alliance Support Approximate Start/End Date: Liaisons Executive Office Unknown depends on Alliance activity Detailed Task Description: The National Mitigation Alliance was established in 2010, and the ASFPM has been selected as one of the tri-chairs to oversee and guide its development. The lead organization for the Alliance is the National Emergency Management Association (NEMA), and the other tri-chair is the National Hazard Mitigation Association (NHMA). Assisting in the development of the Alliance may take on different forms, such as attending meetings or teleconferences, participating in correspondence, or other activities. has been designated to serve NHMA as a liaison to ASFPM. Mills has also volunteered to serve on NHMA s strategic planning committee. This should support greater linkages to both organizations encouraging a consistent mitigation message to FEMA, Congress and other key decision makers and stakeholders. 9 TASK 4d: Continue to monitor implementation of Presidential Policy Directive 8 and the Mitigation Framework Presidential Policy Directive 8 Core Leadership Group Member TBD Executive Office Coastal Issues NAI Approximate Start/End Date: Detailed Task Description: Presidential Policy Directive 8 and the accompanying Framework will continue to shape how FEMA, State and communities prepare for, respond to, recover from and mitigate hazards. The Mitigation Committee will continue to provide feedback to the Executive Office on implementation of this policy. Completion Schedule: Written recommendations to ASFPM leadership as needed. 10 TASK 5: Support ASFPM on Mitigation-related emerging mitigation issues and legislation such as the 2013 Wildfire HMGP Proposed Legislation Support national policy and technical mitigation of lands impacted by severe wildfire posing an increased threat to streams, rivers and communities through landslides and debris flows, increased sedimentation and and more severe flooding Approximate Start/End Date: Support: EO SHMOs Detailed Task Description: Extreme wildfires have impacted states across the country, damaging watersheds, degrading water quality and increasing flood and debris flow risks to downstream properties and infrastructure. Post-wildfire flooding requires unique knowledge and resources, including the assessment of specific post-wildfire conditions and how they impact downstream areas, public education and risk communication, specialized engineering, funding, and the implementation of mitigation actions unique to post-wildfire watershed conditions. The mitigation committee will review best practices for post-wildfire mitigation, evaluate potential legislation, and provide the Executive Office with recommendations as to potential stances on legislation.
