1 Senior Director, Operations & Resource Management Location: [Asia & Pacific] [Bangladesh] Town/City: Dhaka Category: Field Operations Job Type: Open-ended, Full-time PURPOSE OF POSITION: As operations ministry leader in a national office, this person is responsible to operationalize the strategic ministry priorities into programming. Provide overall leadership, oversight and management support for all aspects of programming in the national office. Ensure all programmes are managed effectively and contribute to Child Well-Being Outcomes in line with the National Office Strategic priorities. Ensure that programmes meet community and donor accountability in line with World Visions policies and standards. Facilitate effective integration of various lines of ministry, and funding streams to achieve programme effectiveness. Responsible for ongoing relationships with the Support Office partners. This position is part of the Senior Management Team of the National office and significantly contributes to the strategic directions, organizational development, public engagement, quality and impact of the ministry. Works in close collaboration with other department heads to achieve strategic and operational priorities and standards. The position will lead the efforts of World Vision Bangladesh to increase and diversify its international funding base (grants & PNS contracts), ensure quality fund management, and proactively engage external partners, international donors and Support Offices. This position will also provide strategic and technical leadership and support to WV Bangladesh National Office in the area of financial resource development and external engagement. Assist National Director in resource development and execution of grants/pns contracts and develop systems to improve business planning and accountability. KEY RESPONSIBILITIES: Strategic Management: Provide strong and positive leadership to the operations department ensuring competent and motivated staff are hired

2 and retained. Support professional and personal development of staff through on-the-job coaching, identification of learning and training needs and opportunities. Ensure that programmes are managed and executed well as per plans within time and budgets, meeting donor and community accountability. Advise, approve, and monitor operations budgets, funding, expenditures and execution. Ensure programmes achieve Child Well-Being Outcomes in line with the strategic priorities and programme designs. Develop and implement strategies for intentional and mutual learning among operations staff between ADPs and between other regions (a wider geographical area). Facilitate the Programme Capability Review and the implementation of the operational aspects of the Organisational Capacity Plan (OCP). Provide oversight to operational risk management, including ensuring the implementation and maitenance of core security requirements. Model Christ-centered servant leadership and support spiritual development of his/her team. Act as a role model in advocating/promoting the organization and stakeholder transformation according to organizations vision and core values. Strategy Development and Planning: Contribute to the development of strategy, directions and key priorities of WV operations (short, medium and long). Develop a business plan for Operations in alignment with strategy and plans of other departments. Provide leadership and support, in close partnership with Ministry Quality team, for new programme development, improvement in programme quality and programme transition in line with business plan. Ensure the proper integration of Advocacy, HEA, sectoral programs and cross cutting themes (e,g, child protection) in programming across all funding types. In partnership with the finance unit, ensure planning and budgeting process is aligned and operating smoothly. Page 2/5

3 Resource Acquisition and Management: Ensure development and execution of a strategy to diversify the NO funding portfolio for WV, in terms of type and sources, especially from bilateral and multilateral sources, in close partnership with other NO Directors. Provide leadership in funding negotiations with Support Offices and other donors in coordination with other NO Directors and in alignment with RWG decisions. Manage donor concerns (government/private donors and support offices) ensuring proper resolutions for both parties have been reached. Proactively source and pursue a broad range of income opportunities (grants and contracts); concept note and proposal preparation; develop similar capacity in four WVB Regions. Conduct regular portfolio analysis of funding mix across the region, growth target setting & tracking, and facilitating broader engagement of WVB personnel. Developing a strategy to co-ordinate external engagement in-country and across the region, implementing recommendations to support greater resource acquisition, & building WV credibility through better external positioning and strategic partnering. Accountability and Quality Assurance: In close colloboration with functional heads, ensure provision of good quality services to programmes, and programmes in turn follow Partnership standards, policies and protocols, including all relevant sections of the Field Financial Manual. In close collaboration with P&C, ensure right programme staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development. Ensure that the programme staff based in remote locations receive care and support. Ensure adequate quality assurance processes to ensure that programmes meet defined programme quality standards including DME. Ensure that programmes have adequate management and technical support in areas pertaining to finance, sponsor relations, DME, technical sectors, procurement, security, IT, communications and all sectoral areas. Ensure that findings and recommendations from various accountability mechanisms such as Peer Reviews, Operational and Finance Audits, Programme evaluations, Programme Capability Reviews, are acted upon in a timely

4 and effective manner. Networking and Coordination: Maintain effective communications and pro-active relationships with Support Office partners, including visits by donors. In coordination with National Director, GAM Team Leader, and Support Offices, develop and maintain pro-active relationships with bilateral and multilateral representatives in country. In coordination with the National Director, develop and maintain good relationships with national government ministries, other NGOs and the development sector in general. In coordination with the Senior Management team work closely with regional office directors in relation to implementation of Partnership initiatives, capacity building of national office staff and knowledge sharing within the region. In coordination with the National Director, and programme staff, participate in national level coalitions on specific advocacy issues. In the spirit of twin citizenship, contribute to knowledge sharing and collaborative learning through internal avenues such as the Operations Leader CoP. Participate in building of networks to external agencies (donor agencies, government departments, SOs, other international organizations, etc) and to represent and promote the organization. Perform other duties as required KNOWLEDGE, SKILLS & ABILITIES: Master Degree in a relevant field Proficient in English Excellent communication skills, both verbal and written, as well as negotiation and administrative abilities.

Understanding Bangla will add value. 5-7 years of experience in providing operational leadership in more than one function or country. Minimum 3-5 years of experience in similar position with World Vision required.
