1 MABINTI TUSHIKE HATAMU (MTH) IMPROVING AND REDESIGNING OF MTH MODEL AND TRAINING TOOLKIT CONSULTANCY Terms of Reference December, 2018 IMPROVING AND REDESIGNING OF MTH MODEL AND TRAINING TOOLKIT SUMMARY Programme: Location: Mabinti Tushike Hatamu (MTH) Dar-es-salaam, Iringa and Ruvuma Project dates (Start/End): 2012/ /19 Restless Development goal/s: Thematic focus: Type of Consultancy: Methodological approach: SRHR HIV, GBV, Early Marriage and Teen Pregnancies Improving and Redesigning of project model and training toolkit Mixed methods PURPOSE OF THE CONSULTANCY: Restless Development is seeking candidates that will transform, inspire and create a high impact programme which has sustained results; we need someone who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence. The consultancy work will be conducted for the purpose of capturing the learnings based on our experience and feedback from the young people and community we work with for the past six years. The learnings will be used to improve our model and redesigning the training toolkit. The consultant is expected to review our past evaluations and progress reports and come up with a human-centered process for innovation. Therefore the consultant shall build a set of methods, which synthesising insights from our past and building prototypes for testing. Our expectation is within three-month time to have updated model and improved training toolkit ready for testing, both should align to our new strategy,

2 reflect our model for change and place our meaningful youth engagement model at the centre. The learnings and successes of the project will be shared with key stakeholders, including other Restless Development Hubs, in order to encourage others to learn from us and implement similar programmes to reduce vulnerability among young girls to HIV/AIDS, teen pregnancies, GBV and economic challenges. BACKGROUND: Restless Development (formerly Student Partnerships Worldwide) is a youth-led international development agency currently working in Africa, South Asia, Australia and the UK. In Tanzania, Restless Development focuses on delivering rights-based youth development initiatives in rural and urban Tanzania using peer-topeer education and youth volunteering to achieve its mission of placing young people at the forefront of change and development. In realizing our mission Restless Development has been implementing MTH project since 2012 with the aim of reducing vulnerability of adolescent out-of-school-girls to HIV and AIDS, unplanned pregnancy and genderbased violence. With a goal of demonstrating that by giving girls economic opportunities, life skills and knowledge, and by building their social capital and empowering support structures around them, it is possible to create a unique platform for girls empowerment. The programme is implemented in six districts of three Regions of Dar es Salaam, Ruvuma and Iringa. Below are the expected outcomes and key indicators for success of the MTH project; however, the redesigning should also reflect the wider ambitions of our programs such as meaningful youth engagement. 4 vulnerability to poverty APPROACH Our approach is summarized as below: The project is delivered at local level by female Community Volunteer Peer Educators aged The peer educators form and support the Girls Groups, platforms for out of school females to engage, support and ultimately independently lead the project. Each group has approximately out of school girls Volunteer peer educators facilitate discussions with key stakeholder groups including: men and boys; mothers; community leaders; religious leaders; local government officials and local development workers on girls and women's rights. Our volunteer peer educators manage the safe spaces (resource centres) Our partners are instrumental in sharing youth friendly information materials for girls to access within the resource centres We strengthen the existing Girls Groups to support girls to gain economic security and independence A needs analysis of the existing enterprises are carried out to inform the sector focus and technical support needed Volunteer peer educators and the girls themselves raise awareness of girls rights in their communities ACTIVITIES For the past 5 years, and as a result of our learning on this programme so far, the following activities with a dual focus on both livelihoods development and sexual and reproductive health education and awareness-raising are carried out: Provide peer education sessions to out-of- school girls on life skills and sexual and reproductive health and rights, and services available, for example HIV testing and counselling or access to family planning methods. Build capacity of the new out of school girls groups in areas of livelihoods. This is led in part by Restless Development and partly by the mentors as Livelihood training should always be delivered by specially trained team members with specific experience.

5 Provide advice and referrals for out of school girls to schools, local businesses, and institutes of further education, as well as vocational training from Restless Development. Train and provide follow-up support to service providers and duty bearers such as Local Government Authorities to ensure girls are able to access services, and claim their rights (family planning, gender based violence, livelihoods, and education) Provide information on access to services, sexual and reproductive health rights, job training and entrepreneurship, local advocacy campaigns, and school enrolment via our 9 youth information resource centres (IRC s). Girls competitions and community events to attract other girls to the programme and raise awareness on HIV and other SRHR issues to a wider group of girls in the community. The groups organise a number of community activities, which will be based on edutainment, so through fun and engaging activities which attract large groups of young people the peer educators can share messages on SRHR. This includes running clubs, sports competitions and art competitions for example Clinic Visits We train nurses on girls rights and the girls visit their clinics to receive information on HIV and other SRHR issues, the clinic also run Q&A sessions and identify girls who need services. This activity also improves relationships between girls and service providers. Parents, boys and girls seminars to raise awareness on girls rights and create understanding between girls, boys and parents as well as a reduction in inequality. Mother and girls meetings - This activity improves understanding and dialogue between mother and girls on issues of SRHR Networking, partnerships and stakeholder engagement Several stakeholders and networking partners were engaged during the programme. At the onset, the programme required the partners to work closely with relevant departments within the GOT, in order to achieve the impact required. We work very close with government officials from district to community level including CDOs, DMOs, Health providers, extension officers. We are also working with local CSOs in respective communities Baseline survey, Mid-line and progress reports Consultant will review all reports to get the learnings that will inform how to redesign the model and training toolkit. Geographic spread The programme is implemented in the 6 districts of 3 regions of Dar es salaam, Iringa and Ruvuma. The districts are Temeke, Namtumbo, Mbinga, Nyasa, Tunduru and Iringa Rural. Three wards per district, making 18 wards.

6 METHODOLOGY: The consultant will have to present a complete methodological proposal and financial proposal of capturing the learnings to improve the model and redesigning of the training toolkit as part of the bidding process. This section should address the key aspects listed below Type of approach: Quantitative /Qualitative / Mixed; Data collection tools/sources; Data analysis methods; Sampling strategy; and Degree of stakeholders participation. Cost to undertake the proposal. DELIVERABLES The design advisor will meet the following deliverables in line with the agreed timetable (to be confirmed at the start of the consultancy): 1. An initial work plan with clear timeframes 2. Submission of finalised methodology and tools to Restless Development for approval prior to commencement of the work. 3. Plan for training of investigators (surveyors etc...) 4. Data/feedback analysis plan 5. Factsheet 2-3 pages (Summary of a prototype model which has key findings, learnings and recommendations in graph, tables and short sentence, quotes) 6. Submission of a full report draft in electronic format to Restless Development for feedback, in line with agreed timeframe and in accordance with the format prescribed by Restless Development. NB: The body of the report excluding annexes shall not be more than 30 pages. 7. Submission of comprehensive final report in electronic format to Restless Development, in line with the agreed timeframe, and in accordance with comments and feedback as presented by Restless Development team members. 8. Submission of all data/feedback to Restless Development before contract end-date. 9. A PowerPoint presentation should be made available to Restless Development delineating the findings - one which can be shared with for internal and external communication and will be use by consultant during presentation of the report to shake holders. 10. Submission of revised and updated MTH training toolkit PLANNED TIMELINES This section should detail the timeline for the overall assignment s process, including not just expected dates for the different stages of the work to be completed (Data collection for instance), but also very specific deadlines for milestones under each stage, and very importantly the submission dates for any deliverable described in the previous section of this ToR. Timeline is three months December/January to March, 2019 TECHNICAL SUPERVISION The Senior Leadership team as advisors will provide strategic insights to the process ensuring the work is focusing on those aspects, which are more relevant for the agency. SR Manager will oversee the activities by consultant in implementation of the redesigning process. And will be expected to present the main findings and recommendations of the work to the Leadership Team of Restless Development- Tanzania together with the programme team. SPECIFIC REQUIREMENTS Qualifications Master s degree in Sociology, Social health, population studies, public health and/or other related social science field. Skills, Knowledge and Experience At least 5 years professional experience at the national or international level in implementing and designing Gender Equality, Women and Girls Empowerment and leadership programmes Excellent skills in computer/information systems and design Demonstrated experience at a analyzing large scale data, preferably in regard to sexual right and youth based priorities. Demonstrated experience at analysing diverse forms of qualitative data (participatory research, key informant interviews, focus groups), preferably in regard to children s outcomes Excellent analytical skills and advanced quantitative skills Ability to organize own work and to carry out a research project with limited supervision according to deadlines Ability to speak and write fluently in English and kiswahili Willingness to undertake project-related travel Experience in leading multi-disciplinary teams to deliver quality products in high stress and short deadline situations;

8 Previous volunteer experience is an asset; Demonstrated experience in model and training toolkit design Excellent written and presentation skills (both English and Swahili ) Strong communication skills Must be a self-starter and be able to work independently with excellent demonstrated teamwork, coordination and facilitation skills; Ability to work in the multi-cultural team environment and to deliver under pressure/meet deadlines Ability to network with partners on various levels Desirable Current knowledge of key issues in international development policy, notably those related to multidimensional youth matters and social policies ASSIGNMENT LOCATION The work may take place randomly either in the following District: Temeke, Namtumbo, Tunduru, Mbinga, Nyasa and Iringa DC (Due to resource consultant may be forced to scientifically randomly sample some Districts out of all) TRAVEL ARRANGEMENTS All travel cost will be arranged by Restless Development or for consultant to be reimbursed as it will be agreed on. CONTRACTUAL ARRANGEMENTS For a successful consultant will enter a contract with restless Development which will have details abiding all parties.
