1 ORGANISATIONAL ENVIRONMENT Able Australia is a secular non-profit organisation that provides services to people living with multiple disabilities including deafblindness, and youth and families who are experiencing disadvantage. Our vision is to create a community where the people we support are seen, heard, respected, valued and connected. We reach out to people, helping them achieve a quality of life that anyone in the community might expect and a feeling of worth, belonging and self-fulfilment. We are a community based organisation that aims to facilitate an improvement in social development and human services. 2 JOB PURPOSE To ensure that; This role involves managing Able Living (supported accommodation services), Able Lifestyle Choices, Family & Community Support Services, budgets, rosters and all staffing issues within a designated area in Victoria. This position supports Team Leaders and Disability Support Workers in assisting people with disabilities with their daily activities, by facilitating the development, enhancement and quality delivery of independent living activities through person-centred practice, especially person centred active support. The role of the is to manage staff, develop and implement programs aimed at achieving an individual s goals and aspirations and to enhance the individual s participation and inclusion in the community. This position manages the maintenance of a home-like environment within Able Australia accommodation facilities and the facilities within Able s Lifestyle Choices and other programs in collaboration with Team Leaders and the Facilities Manager to ensure that services are delivered in a manner consistent with Able Australia Policy and Procedure guidelines, organisational values, Victorian Disability Service standards, Occupational Health and Safety requirements and other relevant legislation. This position will also facilitate appropriate and timely involvement of advocacy for people with disabilities and their family / guardian and provide other assistance where required. KEY RESPONSIBILITIES Service Delivery and Financial Management Manage a geographical area of Able Living (supported accommodation support services), Able Lifestyle Choices and other programs to ensure the provision of developmental support to people with a disability in areas such as personal care, health and wellbeing, accessing the local community and developing their independent living skills. Consultation with relevant stakeholders in respect of service delivery and financial management. Manage the services budgets, rosters, staffing and ensure the application of person-centered practice. Ensure correct assessment processes for client s level of development and functioning are followed. Appropriately manage clients with complex behavioral needs, using contemporary best practices in behavior management approaches. 2

3 Ensure the appropriate administration and monitor the effects of medication, restrictive practices and other behavioral interventions in accordance with relevant legislation and departmental and organisational guidelines. Create and maintain an environment that empowers people with a disability. Establish and maintain effective links with clients networks and community resources, providing consultative, advisory, social and emotional support to clients. Manage area and team activities and provide direction and support to all staff through the Team Leaders. Prepare reports on program activity effectiveness in meeting client needs. Develop, maintain and grow Able Australia s operations within a designated area. Contribute to the development of communication and marketing material as required and is relevant for service delivery Contribute to the enhancement of service delivery quality improvement Ensure regular consultation with key stakeholders, Quality, Risk and Human Resources Coordinate and provide support to Team Leaders to deliver compliant behaviour support plans (BSP) for clients with relevant support needs and ensure all relevant legislations, standards and regulations are met As, assist staff to work within a positive behaviour support framework using the least restrictive practice, to work positively with complex behaviours Ensure that all appropriate documentation in regards to any restrictive practice, PCPs, system requirements are compliant, with audits 3

4 Leadership and Management Strategic and Operational Planning Provide leadership and support to: Lead and coordinate the implementation of NDIS within Area Help identify restrictive practices relating to personal, physical, environmental issues across Able Australia to fulfil organisational duty for the relevant state Maintain regular contact with key stakeholders, clients and families Consult with other key stakeholders as required Provide coaching to staff as required to better understand Able Australia s obligations Contribute to the development of ongoing education Ensure all practices and planning for the people we support are person-centred and support elimination of restrictive practices Coaching, training and mentoring staff as required and when capacity allows Participate in staff planning and recruitment, service training and staff appraisals. Contribute to the organisation and operational decision making and policy review and development Actively participate and contribute to the organisational plan for NDIS readiness, implementation and review Ensure all client documentation and system requirements meet the organisational requirements and disability standards Ensure team meetings, service meetings and other organisational meetings occur regularly, are supported and attended Actively participate in budget, strategic and operational planning processes Attend conferences and events to support and expand the Able Australia brand and expansion of service delivery. Ensure regular internal liaison with Human Resources and Learning and Development Coordinator (National) to ensure consistency of approach and avoidance of duplication Workplace Health & Safety Demonstrates an understanding of and commitment to Workplace Health and Safety policy and procedures. 4

5 Understands and adheres to emergency procedures for own work location and organisation premises. Identifies potential risks and hazards in the working environment and responds to them appropriately and in accordance with organisation policy and procedure. Reports all emergencies, hazards, incidents and near misses within defined timelines and following correct processes. Quality & Continuous Improvement Records all emergencies, hazards, incidents and near misses using the Tickit reporting system. Day to day practice demonstrates support for and compliance with organisation policies, procedures and relevant work instructions. Actively contribute towards ongoing quality improvement to enhance practice and consumer satisfaction. Participates fully in quality and continuous improvement activities and initiatives across the organisation. Promotes a culture of continuous improvement as an integral part of core practice. Supports and participates in relevant internal and external certification and auditing programmes. Seeks opportunities for improvement within own work practices and makes appropriate suggestions for organisational improvements using the Continuous Improvement System. Other duties Responsible for participating in providing back-up support for Team Leaders while they undertake OnCall duties (Able Australia after hours support) duties. Well-developed oral and written communication skills, particularly in the preparation of concise, well-researched reports, proposals and funding submissions Demonstrated ability to identify and work effectively with the broad spectrum of a non-profit organisation s stakeholders Demonstrated ability to respond appropriately to complex and sensitive issues and ensure the services and programs are consistently portrayed in strongly positive ways Experience in managing services for people with disabilities, preferably in an accommodation or a community services setting Demonstrated experience in the application of person-centred practice and an advanced understanding of working with behaviours of concern and the development of behaviour support plans. Demonstrated ability to effectively manage a team of staff across a number of sites, well developed communication, interpersonal and organisational skills plus a genuine and passionate commitment to ensuring the rights of people with disabilities to enjoy their lives within the community Strong organisational, interpersonal, relationship management, influencing and negotiation skills Competent level of problem solving and analytical skills Ability to work independently and as part of a team to achieve organisational objectives, including nationally 7

8 Knowledge: Knowledge of legislation and regulation covering delivery of disability services to relevant state legislation Knowledge of quality and compliance requirements across all state based services Sound understanding of NDIS framework Demonstrated understanding and application of person centred active support and plan principles Operational understanding or demonstrated experience of working with a client relationship management and workflow system (eg Carelink+) Experience: Experience within the disability services sector, NDIS/NDIA Demonstrated experience in service management and coordination and the delivery of disability service programs Qualifications & Training: A tertiary qualification in disability services, management or related field (highly desirable) Other: A current Drivers Licence in Victoria; A current Police Check; Organisational Relationships Reports to: National Manager, Disability Services Direct Reports: Approximately 6-7 FTEs (dependent on the Area) Internal Relationships: Peer s, Team Leaders, Human Resources, Learning and Development Coordinator and as required CEO, NMT, Board, National Office External Relationships: Participants, parents/guardians, Funding Bodies, Stakeholders, External Service Provider, Advocacy, OSP/OPP, Community Visitors, others as relevant key stakeholders in each state 8
