HQ SACT VACANCY NOTICE Applications are now invited for the post of Principal Enterprise Policy SME, NATO Grade A- 2, on the staff of the Supreme Headquarters Allied Commander Transformation (SACT), a NATO Strategic Command in Norfolk, Virginia, USA. Contract: Salary: Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract. Starting basic salary (effective 1 January 2018) is USD per month to which relevant allowances will be added. 2 If you are a Subject Matter Expert in the CIS Enterprise Policy field with experience in CIS project management, looking to join a dynamic team working in a multinational environment, HQ SACT would be interested in hearing from you. Post Context ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO s posture, military structures, forces, capabilities and doctrines. The Capability Development Directorate (CAPDEV) comprises two Divisions Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements. The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes. The Communication Information Services (CIS) Branch leads the Core Services and Communication Services areas including IT Service Management and Deployable Communications Information System. Furthermore, the Branch leads the development of the NATO Enterprise Architecture for future C3 Information systems in accordance with approved NATO policy and links these architectures to the NDPP, the NSIP, and interoperability standards. This post will act as a Project Manager for Information Services projects. Reports to: Section Head (Programme Director Info Services) Principal Duties: He/she will a. Contribute to the development of Communications and Information Services (CIS): 1. Support the elicitation of requirements as needed by the Requirements Division. 2. Lead the development of capability programme, plans and ensures the delivery of programme outcomes by assessing throughout the life cycle the cost, scope, schedule, risk and performance. 3. Ensure coordination and synchronization with all SMEs supporting warfare development at the management level, especially with the users and the host nations. 4. Plan and lead acceptance with the support of JF Directorate relevant branches and in coordination with user and host nations.

3 5. Provide programme and project expertise for ACT Programme of Work (POW) activities in CIS, Cyber, COI Enabling, Information Management and infrastructure and COI Services. 6. In conjunction with the CIS Operating, Service Provisioning and Implementation Authorities, serve as a member of selected Integrated Coordination groups like the Capability Management Function and NATO HQ coordination groups (e.g. Integrated Project Steering Groups). 7. Provide for Enterprise Architecture and capability architecture development. b. on transformational aspect: 1. Support to the NATO Defence Planning Process (NDPP) Steps Provide CIS service definition within the NATO structure; development of Mid-Term Plans (MTP), execution of NATO Defence Planning Processes (NDPP). 3. Support Capability Development Plans. 4. Implement visions and concepts developed and approved by the NATO Military Committee. 5. Coordinate the integration of national solutions with those produced in NATO. 6. Engage with NATO, the Nations, Partners, Industry, Academia, IOs and NGOs through the Framework for Cooperative Interaction (FFCI) mechanism. 7. Sponsor R&D, Experimentation and POW to facilitate CIS capability architecture development. 8. Support technical requirements identification and validation, and solution concept development. 9. Coordination of C3 policies and directives for implementation in ACT and Division. Essential Qualifications a. University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline.

At least 8 years practical experience, through direct participation or the provision of advice, in projects associated with the design and/or implementation of Communications and Information Services. c. At least 5 years experience of managing CIS (specialists) staff, d. At least 5 years Project Management experience (Prince II preferred). Language English - SLP (Listening, Speaking, Reading and Writing) NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English. Desirable Qualifications Professional Experience a. Experience working in a NATO military commands, A/G/M/J6 or equivalent area. b. Recent operational experience in (JOINT) CIS planning of ex/missions. c. A broad knowledge of NATO CIS capabilities. Attributes/Competencies Managerial Responsibilities: a. He/she will provide continuity between capabilities within information services capabilities. Have oversight of the accomplishment of the capability architectures coherence outcomes. b. Support capability architects to standardize approach and to drive coherence and business change. c. He/she will manage and supervise the work of several entities (internal and external) including coordination and planning and will monitor the work and assess the outputs. Project management: Responsible for the management of projects, typically (but not exclusively) involving the development and implementation of business processes to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality. Professional Contacts: Interact and recommend on periodic basis with OF5 level and above. Have direct personal interaction at the management level of the projects and programme within the information services area. He/she will also have high level contacts outside of this Headquarters, especially with the NCIA and potentially with some representative of the NATO Nations. Therefore, motivation, persuasion and diplomacy will be important skills.
