1 Our Guiding Principles: Respect each other and follow the law straight - conciliatory - peaceful and calm - kindhearted - united strong Position: Project Officer Emerging Leaders Program Program: Empowered Communities Classification: Full Time, Fixed Term until 30 th June 2019 (possible extension based on program funding) Location: Alice Springs based with travel to the NPY region Salary: $77, $83, (negotiable based on experience with additional benefits) Your Team: The NPY Empowered Communities (EC) Secretariat (the regional backbone organisation) is a critical component of the EC design and implementation. In the NPY region the Secretariat is focussed on supporting the Empowered Communities Regional Steering Committee (RSC) and all Anangu and Yarnangu (Anangu tjuta) in this important work. This support encompasses: Driving the Empowered Communities internal and external functions, including facilitation of strategy, communications, community engagement, negotiation, delivery oversight and data functions with and on behalf of the EC RSC and Anangutjuta of the NPY Lands. Facilitating the collective success of this regional effort, as the key operational unit for EC management and coordination; Working closely and collaboratively with a broad range of stakeholders and serving as a public ambassador and advocate for Empowered Communities. Your Reporting Line: Executive Manager - NPY EC Secretariat Your Role: The Empowered Communities Emerging Leaders Program is a new initiative that will deliver leadership training through structured workshops, small projects and personal development support to Anangu leaders aged years from across the tristate communities of the NPY region. The program is a pilot, aimed at testing and proving an approach to creating a pipeline for young talent to move into leadership and governance roles within local communities, councils and organisations, ensuring a balanced approach to cultural and contemporary concepts of leadership and authority. Your role will be to work closely with the NPY EC Secretariat Project Manager and Executive Manager in all aspects of the planning and delivery of the pilot program. This role will also involve working closely with a working group who will provide direction for the program, including; collaboration and oversight of a contracted facilitating partner; supporting the recruitment and ongoing participation of Anangu emerging leaders; meaningful involvement of senior Anangu leaders as role models and mentors; identification, facilitation and support of other expert presenters and community leaders. The Project Officer will also be responsible for all logistical and practical aspects plus coordinating the monitoring, evaluation and documentation of the program. This is a challenging role requiring substantial remote bush work in isolated and challenging terrain. A high level of responsibility, initiative, adaptability and cultural sensitivity

2 is required, along with a commitment to supporting Ananguled leadership and empowerment. Detailed Responsibilities: Ensure program content and methodology for delivery is based on the needs and ideas of Anangu participants, senior community leaders and the program working group to ensure that local needs and expectations are met. Use an action research approach to ensuring that feedback from participants and senior Anangu leaders is collected and incorporated into the design, refinement and delivery of successive workshops and activities. Work closely with contracted facilitating partner to deliver the program - defining clear roles and responsibilities, expected outcomes, timeframes and mechanisms for feedback and communication at all stages of the of EC Emerging Leaders pilot program. Elicit, consider, represent and integrate the broader Empowered Communities vision and goals, as well as the input of the NPY EC interim Regional Steering Committee and EC Secretariat, into the design, delivery and management of the Emerging Leaders pilot program Convene a working group of relevant stakeholders; facilitate meaningful input and delegation of tasks; seek feedback and direction from the working group in the design and delivery of the program. Liaise with guest presenters, local experts, specialised trainers and others who can positively contribute to the content and outcomes of the program, to ensure the optimal experience and outcomes for everyone. Organise all logistics for participants travel to/from various remote communities across the tristate; arrange accommodation, venue and catering for workshops in various locations (both remote and town-based setting) as well as where necessary planning and coordinating any financial support. Recruit and provide ongoing wrap-around support to participants ensuring adequate planning and practical assistance to attend workshops; provide regular, face-to-face support for project-work between workshops. Ideally becoming a trusted adviser and mentor for participants on their individual leadership journey s. Facilitate strong communication and peer support mechanisms amongst participants outside of the program structure actively building and encouraging cohesiveness and camaraderie amongst participants spread across the region, acknowledging the limited communications resources. Ensure that there is whole-of-community support for the program through involvement and participation of families, community leaders and partner organisations; provide regular updates to community and service providers in order to build regional support. Support the monitoring, evaluation and documentation of the pilot program - including reporting for funding purposes, collecting case studies, quotes and structured feedback over time. Reporting and information sharing to be as accessible and innovative as possible including appropriate use of audio-visual and interactive tools; Contribute to the broader work of EC through an understanding of and commitment to Anangu leadership and empowerment.

3 Your Skills & Experience: Demonstrated project management experience; commitment to developing, implementing and evaluating projects using an action research model and community development framework. Experience in community development, and/or leadership development with marginalised communities. Ability to work in a cross-cultural environment, including working in partnership with Anangu communities and taking direction from Anangu Management. Demonstrated ability to develop partnerships and good working relationships in a variety of settings; ability to facilitate multi stakeholder collaboration. Good written and verbal communication skills across diverse groups, from Anangu communities, staff and management to government and other non-government agencies. Willingness to travel to remote communities for extended periods of time. Remote work experience and an understanding of the issues that affect Aboriginal people in remote communities is preferred. Ability to work co-operatively in a team and with minimal supervision including being able to plan and use time effectively. Strong attention to detail; Well organised with excellent time management skills. Ability to multitask and prioritise work effectively; Proven to be motivated, proactive and willing to learn. A can do attitude with a focus on working as part of the team to get the job done Your Qualifications: A relevant tertiary qualification in Community Development or related human services, is highly desirable. Employment Conditions1: The employee is expected to work in a manner consistent with NPY Women s Council Values, Code of Conduct, Rules and advocacy positions. Positions at NPY Women s Council are subject to funding. As this is a pilot program there are no guarantees about ongoing or additional funding, although the aim is to demonstrate the value of the program as being worthy of future and ongoing funding. The employee must be prepared to participate in supervision and support, performance development including entering into a performance development plan. The employee is responsible and accountable for keeping accurate and complete records e.g. timesheets leave applications, bush passports in accordance with NPY Women s Council policies and procedures. 4 Remuneration: Base Salary: $77, $83, (negotiable based on experience) Superannuation (9.5%). Salary Packaging benefits to increase your weekly take home pay. Additional Benefits and Entitlements 5 weeks annual leave per annum with 17.5% leave loading. 3 weeks personal leave per annum. 3 days additional leave per annum as an Alice Springs based employee. Time off in Lieu (TOIL) provisions. Retention Bonus (Based on 12 Months Service) Special Conditions: Willingness to travel to and work in remote communities on an ad-hoc basis, including out of hours and overnight absences. Satisfactory criminal history check. Current Ochre Card (Northern Territory Working with Children check), DCSI Working with Children Check and/or a Western Australia Working with Children Check or preparedness to obtain. Current Australian manual driver s licence. A current First Aid certificate or a willingness to undertake training. Experience in operating a manual 4WD vehicle or a willingness to undertake training. A good level of health and fitness that matches the requirements of the role.
