2 STAR Reporting STAR (STaff Automated Reporting) is the reporting of Licensed and Non-Licensed staff data, using data from school districts locally maintained systems, which has been converted to the Minnesota Department of Education (MDE) specified file formats. Much of the data required by STAR is currently maintained in a district s personnel/payroll and student/scheduling systems. Reporting Protocol School districts, Charter Schools, Academies for the Deaf/Blind, Intermediate Districts, Education Districts, Service Cooperative and other Cooperatives organized under Joint Powers Agreement should be reported via the STAR system. The due date for error-free submission to the Minnesota Department of Education is November 22, 2010 and again on April 11, STAR System Overview Username & Password. If your username has not changed since last year it is still valid. Your password carries forward from year to year unless you forget it. Update STAR Contact Information. To update the STAR contact for your district go to: Regional Authorization. If you gave Region IV RMIC authorization to access STAR data last year that authorization is still effective this year unless you decide to withdraw it. ***Important Dates*** Data on your employees should be entered as a snapshot of your employees assigned work as of October 1 st. The second snapshot date is scheduled for March 1 st. 3 There are three files that make up the STAR data to be reported. 1. LA File - Licensed Staff Employment File 2. LB File - Licensed Staff Assignment File 3. NA File - Non-Licensed Employment & Assignment File The STAR Manual details what data is to be included in each of the above three files. The STAR manual can be downloaded from the MDE at: ex.html STAR Reporting Process Print the STAR manual from the MDE website (see website above) Assemble LA, LB and NA data needed from payroll and student systems Review Data Update Data Import Data Create STAR files using SMART HR Log into the STAR Web Edit System Upload Files you created in SMART HR Run Edit(s) View and Print Report(s) Review Edit Report Error free? Data is automatically submitted Not error free? Make changes and repeat above process STAR Reporting in SMART HR MN Payroll Setup MN Setup Validation Codes Use the MN Setup Validation Codes window to make changes to school number data. The school numbers that you can access in the drop down list box (DDLB) are maintained in the table STAR_SCHOOL. If your district builds a new school you will need to come here to add that value to the table. Be certain that any changes you make in this table are valid codes which you received from the MN Department of Education (MDE). Region IV RMIC 3 Fall 2010/Spring 2011

4 Review STAR Data. The first thing you will do when you re ready to process STAR is print the edit reports. These will have last year s submission date in them. The reports will show you what information you have to clean up and correct prior to importing any new-year data. MN Agency Reporting MN STAR Reporting MN STAR Reporting Window Defined Fiscal Year (Required). Verify that this says March or October. Select the radio button for the submission you are working on. Select STAR Report(s) and File(s). Click on the Print Report(s) box for: Licensed Assignment. The report lists employee name, SSN, file folder #, school #, assignment code and description, periods per week, length of period, grade level, pupil count and mode of teaching. This report selection will print a second report showing any licensed staff data errors found. Licensed Employment Data. This report lists employee name, SSN, File Folder #, Birth date, ethnic code, gender, full or part-time status, termination code and date, days worked, new staff code, years experience, base salary, education level and out-of-district assignment. This report selection will print a second report showing any licensed data errors found. Non-licensed Employment Data. The report lists employee name, ID, SSN, birth date, ethnic code, gender, full or part-time status, new staff code, school #, employee classification and description, hours worked per week. This report selection will print a second report showing any non-licensed staff data errors found. Print Errors Only. This option prints only the errors found. Region IV RMIC 4 Fall 2010/Spring 2011

5 STAR Processing Update STAR School. The school number used for STAR reporting is found in the validation table called STAR_SCHOOL. If your district has had changes in the past year that need to be updated you can make those changes by going to this table. MN Payroll Setup MN Setup Validation Codes STAR_SCHOOL Update Employee Information. Use the MN Employee Info window to make changes to employee information. This screen can be used to update/correct error messages found on the edit reports. Insert information for new employees and change information for existing employees. MN Employee Information MN Employee Info Status Changes Tab All casual employees, such as coaches, and substitute teachers should have a Secondary Status of 07 or 08. Enter this on the basic tab. Using a 07 or 08 will exclude the employee for STAR reporting. Do NOT use Pay Status or 07 or 08 for long-term substitutes. Note: Run the MN Additional Reports MN Employee Status Report to verify employees using status codes 07 and 08. Region IV RMIC 5 Fall 2010/Spring 2011

6 MN Employee Information MN Employee Info Supp Info Tab File folder number must be entered on all licensed employees. The file folder number is found on the Minnesota Teacher License. Note: The file folder number is the key used to link the student data to the data found in SMART HR. If a file folder number is not used on the student side that information will not come across to SMART HR during the import. File Folder Lookup on the MDE Website If you are missing a file folder number and do not have access to a copy of the teacher license you can lookup the information on the Minnesota Department of Education Website. 7 MN Employee Information MN Employee Info Basic Information Tab Use this window to verify information or make changes needed for STAR reporting. Beginning in districts are required to report both the Ethnic code and the Federal Race and Ethnicity codes for their employees. Multiple races can be indicated; a minimum of one race is required. If you report an individual as Hispanic/Latino you must also report one or more of the other five categories as a Y. According to federal guidance, individuals reported as Hispanic/Latino should be reported as American Indian or Alaska Native in the second set of requirements. However, you should always check with the individual being reported to ensure this is the closest designation appropriate for them. (Refer to Sec of the MDE STAR Manual for additional information.) Employee Basic Information (Social Security Card Info) First, Middle and Last. Enter employee s name as is appears on their social security card. SSN. Enter the employee s social security number. Note: Social Security numbers (SSN) are considered private information. If you have received permission from your employee you may send this information for STAR reporting. o If you have not received permission we recommend you set the Privacy field code to 01 SSN. Setting the privacy code for licensed employees means that will be reported in the SSN field. o Setting the privacy code for non-licensed employees means that a proxy number consisting of your district number and a 5-digit number that is internally assigned will be reported in the SSN field in the file. Example where 1234 is your district number. o REQUEST FOR A NON-LICENSED EMPLOYEE SOCIAL SECURITY NUMBER form can be found in the STAR Manual, Appendix F-1 towards the back of the manual. Birth Date. Enter the employee s date of birth. This is not a required field. Gender. Use the ddlb to select female or male. Language. Default is English. Region IV RMIC 7 Fall 2010/Spring 2011

8 Privacy. If the employee has indicated they would like to have their social security number (SSN), phone or address private in the database you can make that selection using the ddlb. Default is 00 with all dashes. Employee Type. Default is Employee. Select Supervisor if this employee will be authorized for approval items in SHR such as workers comp or timesheets. PERA Number. If the employee has been a member of Public Employees Retirement Association (PERA) enter the membership number in this field. For most new employees this field will remain blank. TRA Number. If the employee is a member of Teachers Retirement Association (TRA) enter the membership number in this field. Ethnic Code. Use the ddlb to select the employee s ethnicity code. This was used for STAR reporting it is being replaced. The old code will remain while we determine if it is used for any other kinds of reporting (i.e. EEOC reporting). SMART er Access. Select yes or no. The default is YES. Note: This field was previously called Prevent Web Access Ethnicity. Use the ddlb to select the employee s ethnicity code used for STAR reporting. Race(s). Check as many boxes as appropriate for the employee s race. At least one box must be checked. This is used for STAR reporting. NA FILE - LICENSED STAFF EMPLOYMENT DATA This file contains demographic data for all staff employed in positions for which the State Board of Teaching or the Minnesota Board of School Administrators requires licensure. It includes name, folder number, social security number (optional), gender, race, birth date, education level and salary, etc. These data are typically maintained on a district s personnel or payroll system. MN Employee Information MN STAR Employee Data Use the MN STAR Employee Data window to make changes to employee STAR information. This screen will be used to update/correct error messages found on the edit reports, insert information for new employees, change information and so on. Region IV RMIC 8 Fall 2010/Spring 2011

9 Licensed & Non-Licensed This information is view only. If any corrections or additions are needed in this area you will need to update by using maintenance windows in the SMART HR software found under the menu Group MN Employee Information. Licensed Data New Staff Code. Code used to identify the current employment status of all licensed staff. Note: If an employee was new last year, you will need to select 00-NONE in the New Staff Code field for this school year. If you don t you will get an error. Inactive/Transfer/Termination. Code used to identify why an individual became inactive, or their employment was terminated, since the prior year s STAR report. To be included on the licensed employment data report an employee must have a code of 00-Active in the field. Note: If the termination date is after October 1 st of the previous year the licensed employee s termination data will be reported. Select 99 to Exempt From Reporting. Termination Date. Record the termination date if the employee has terminated since October 1 st of last year SMART HR uses the TERMINATION DATE to determine if the employee needs to be reported in the STAR LA file. Note: The termination date does not get reported. It is only used to determine if an employee should be reported. Terminations and New Hires will be reported based on the following date logic: STAR YEAR Snapshot New Hires/ Terminations Oct 1 3/2/ /1/ Mar 1 3/2/2010-3/1/ Oct 1 3/2/ /1/ Mar 1 3/2/2011-3/1/2012 Highest Education Level. Code used to identify the highest level of education attained by the employee. Note: If a staff member changed lanes you will need to update this field. This is not automatically updated by the lane used in the TEACHERR rate table. Default Contract Days Licensed Days Worked. The number of days the employee is contracted to report to work. If the value for Default Contract Days is correct you do not need to enter anything in this field. Default Base Salary. If the TEACHER pay code is used for an employee the annual contract amount will display as a view only field. Note: If a rate table of TEACHERR is used the annual salary will not display on the STAR window but will display on the report and in the file. Do you need to include additional payments such as Longevity or an additional class period? See Sec of the MDE STAR manual for clarification of reportable salary. Actual Base Salary. If a pay code other then TEACHER is used for licensed staff you will need to enter the annual salary in this field. Examples are Superintendent or Principals. Region IV RMIC 9 Fall 2010/Spring 2011

10 Licensed Years of Experience. Supt Prin Teach Other. These fields are used to indicate the number of years of experience acquired by an individual serving in an assignment for which licensure is required (including out of state/country). Reported only if employed as a licensed school staff person for the first time in Minnesota and has previous experience in another state/country, or is returning to the Minnesota public school system after a break in service. File Folder. Displays the certified staff file folder number. View only. Note: If you need to update this field it is found in MN Employee Information MN Employee Info Supp Info, Folder Nbr field. Out of District Assignment. Code used to indicate that the licensed staff person has a contract with the reporting district and under that contract, provides service or assignments in another school district. Selecting Yes means your district holds the employee s contract and pays them but the staff member provides services to another school district. Selecting No means this person is your employee and all services are provided to your district. 2 nd Submission new employees who were reported as new in the first submission will be reported as new in the second submission also. This is because the employee is considered new for the entire school year. Non-Licensed Data Employed Prev Year. Checkmark the radio button if the employee was employed last year. New Hire. Use the radio buttons to indicate if the employee is was hired after 10/01/2008 but before 10/02/2010. Reporting Entity. Leave blank. LB FILE - LICENSED STAFF ASSIGNMENT This file contains the assignment data for all staff members serving in assignments in which the State Board of Teaching or the Minnesota Board of School Administrators requires licensure. This data is typically maintained on a district s student or scheduling system. School #. The official three-digit school number registered with MDE to identify a school within a district. School number is distinct from district number, even where the district consists of only one school. Assignment Code. The MDE code that best describes the course or function the staff person is assigned to teach or perform. Grouping. The group the assignment code falls into, such as SPECIAL EDUCATION. Description. The description of the assignment code, such as SPECIFIC DISABILITY, PHYSICAL DISABILITY. Grade Level. The most appropriate grade level of students taught in the assignment. Use specific grade levels whenever possible. Note: This is important for determining accurate teacher counts by grade. Periods Per Week. The number of periods each week that the assignment takes place. Pupil Count. The total number of pupils is reported for the instructional assignments listed below. Period Length. MDE considers the typical length of a class period to be between 45 and 60 minutes. This does not include passing time. It is required to report only exceptions to this length. 11 Mode of Teaching. Code used to indicate an alternative mode of instruction. 0 = Default is zero or blank for General Mode of Teaching I = Interactive Television (ITV) T = Team Teaching X = Extra Assignment NA FILE NON-LICENSED EMPLOYMENT & ASSIGNMENT FILE This file contains all the data for staff in positions not requiring licensure by the State Board of Teaching or Minnesota Board of School Administrators. The data is typically maintained on a district s personnel/payroll system. Non-Licensed Staff are those staff serving in a capacity that does not require licensure by the State Board of Teaching or Minnesota Board of School Administrators. Students that you pay should have a Lic Inactive/Term Status of 99. This will exclude them from STAR reporting. Enter on the MN Employee Information MN STAR Reporting window. The district determines coding of Lic/Non-lic Full-time. Y is full-time, N is part-time. For example: A staff member is full-time but is working part-time as a custodian and part-time as a bus driver. Report as Y for full-time. If the non-licensed staff member is new, report the Non-lic Newhire as Y. Note: If the employee was new last year but not this year you will need to change this field to N. School #. The official three-digit school number registered with MDE to identify a school within a district. School number is distinct from district number, even where the district consists of only one school. Employment Class. Employee classification is the code used to identify the general occupation of the employee. Description. Describe the employment class used for the employee classification. Hours Per Week. The typical number of hours the non-licensed staff person works per week, not including overtime. Report as of the week that includes October 1. UPDATING LICENSED OR NON-LICENSED ASSIGNMENTS MN EMPLOYEE INFORMATION / STAR Employee Data Any changes/additions/deletions to your licensed or non-licensed assignments are done on the STAR Employee Data window. If you have an assignment code that does not have a description to the right of the code, it is an old assignment code that is no longer valid and was deleted from the valid STAR assignment table. A new code must be entered. If an employee has terminated and still has assignments built, you will need to delete their assignment records or they will get reported. 12 The DDLB for the STAR licensed and non-licensed assignment codes has a grouping category which is based upon the headings found in the STAR manual. This will make it easier to find codes in the DDLB on the STAR Employee Data screen. Licensed: Non-licensed: Building STAR Information for Non-Employees There are times when your district may need to report an assignment for personnel that work in your district, but you do not process pay for in SMART HR. Examples might include Ed District, Service Cooperative, or Online Learning (OLL) staff. To build the assignment records go to: MN Employee Information MN New Hire Build the non-employee using the new hire screen in SMART HR. CAUTION Do not enter any data in the MN Paycheck data window for these employees. They should not have a retirement row nor be included in the demographic reporting to TRA or PERA. 13 MN Employee Information MN Employee Info Supp Tab Enter the file folder number in the Folder Nbr field and save. MN Employee Information STAR Employee Data Assignments are entered on this window. In the Lic Inactive/Term field select code 99 to keep the employee from being reported in the LA Employment Record. The employment record will be reported by the hiring district and the assignment file by your district. Importing Data If your student software has the ability to create the LB file, as the State requires, you can import that file into SMART HR. Your student person will need to create files and save them to media or put them in a shared directory you can access to import into SMART HR. MN Agency Reporting MN STAR Reporting An LB file can be imported for an individual school number at your district. You may choose to import only your high school teacher assignments and manually update the previous years elementary teacher assignments, as there are usually few changes at the elementary level. To import a STAR assignment file, click on the tab Import Assignment File. The following window will be displayed: Select a School Number to Delete/Import. Select the STAR school number from the drop down list box to import assignments for that school. DO NOT use the ALL option. This will delete all previous records for the school or ALL schools prior to the import. File to Import. When importing an assignment file, click on Browse and navigate to the desired assignment file. The file import requires the file to have an extension of.txt. 14 rename the file created by your student system by adding the.txt to the end of the file name before importing. Upon completion of the Delete/Import Assignments or Delete Only, a message will be displayed, Delete/Import completed successfully Creating STAR Files After updates have been made and files have been imported, go back to the MN STAR Reporting window. Fiscal Year is required. Enter Fiscal Year Click in the Print Report box for each report you want to run. Default setting is all boxes checked. Proof the reports again after all changes have been made from the first set of reports that you ran and after the files from the student system have been imported. Licensed Assignment. The report lists employee name, SSN, file folder #, school #, assignment code and description, periods per week, length of period, grade level, pupil count and mode of teaching. This report selection will print a second report showing any licensed staff data errors found. Licensed Employment Data. This report lists employee name, SSN, File Folder #, birth date, ethnic code, gender, full or part-time status, termination code and date, days worked, new staff code, years experience, base salary, education level and out-of-district assignment. This report selection will print a second report showing any licensed data errors found. Non-Licensed Employment Data. The report lists employee name, ID, SSN, birth date, ethnic code, gender, full or part-time status, new staff code, school #, employee classification and description, hours worked per week. This report selection will print a second report showing any non-licensed staff data errors found. Print Errors Only. This allows you to print only the error listing. 15 After you create the reports, you will receive the following Print Manager window. You can preview your reports before you print them, change the printer setup, or change the page range to print only certain pages. Tip: Using the print manager box you can save the errors report into a file. Select Excel with headers as the file type. You can then sort and review it using Excel. After all the edits have been verified and updated and the reports look good you will be ready to create the STAR files. Click on each of the Create File boxes. 16 PERSONNEL MODULE Licensure Verification Education, Training & Licensing Reports NCLB Invalid Assignment/Licensure This report can help you determine if any of the employees have an invalid licensure and assignment combination before you upload your file to the STAR Web Edit System. This report uses a table supplied by the MDE with valid licensure/assignment combinations. 1. Region IV has downloaded your district s licensure information based on last years STAR reporting. Note: You must have imported licensure information for this report to work. 2. This report compares information reported on the STAR window, as of the date you run the report, to the licensure information recorded on the MN Employee Information MN Employee Info-Addl Licenses tab. If it doesn t find the licensure used in STAR on the licenses tab it displays it on this report for you to verify. Possible reasons employee will be displayed on this report: New employee and license assignment is valid you can manually update the licenses tab and these errors will go away Variance issued for the employee. Note: Variances are not included in the import file from MDE. Employee is listed as a community expert. Note: Community experts are not included in the import file from MDE. STAR Edits in SMART HR Listed below are some examples of valid edits. Below each edit is a solution telling you what information needs to be verified and how the update is entered on the STAR Employee Data window. Look up the employee id on the MN Employee Info or the MN Paycheck Data windows. The correction will sometimes require an update on one of the window tabs and may also need to be entered on the STAR Employee Data window. Employee s adjusted hire date is within the past year: No new staff code is entered. Solution: Go to the MN Employee Information MN STAR Employee Data window 1. Licensed Data - New Staff Code select from the drop down list. 2. Non-Licensed Data Check the radio button next to Employed Prev Year. 3. Inactive/Transfer/Termination. Select ACTIVE. Employee s adjusted hire date is not within the past year: No new staff code is entered. Solution: Go to the MN Employee Information MN STAR Employee Data window 1. Licensed Data - New Staff Code Select 00-None to blank out the field. 2. Inactive/Transfer/Termination. Select the termination code from the drop down list. 3. Termination Date Enter the date the employee terminated. 4. Non-Licensed Data Uncheck the radio button next to Employed Prev Year. Base Salary is zero. Solution: Enter the base salary on the STAR Employee Data window. This is found on the pay tab in the MN Paycheck Data window. Region IV RMIC 16 Fall 2010/Spring 2011

17 Active emp and no file folder number: No job classification entered. Employee will not be reported. Solution: Decide whether they should be reported or not. Either add licensed assignment records or non-licensed classification records or change the employee s status to one that is not reported. Employee has current status: AC. No assignment exists. Solution: Look up the employee s secondary status code on the MN Employee Info window. Status code 07 is active casual, status code 08 is active substitute; should this employee be changed to a status code 07 or 08? A secondary status other than 07 or 08 will be considered for STAR reporting. Job classification exists: Employee is not active, or has status or STAR term status Solution: Should this employee be reported on the licensed data? If so, verify that the most current row in the MN Employee Info Supp Info tab has a file folder number recorded. To remove this employee from STAR reporting go to the STAR Employee Data window and change the Lic/Inactive Term status code to 99 (exempt from reporting). File folder number is required. Solution: Look up the file folder number listed on the employee s MN Teaching License. If you do not have a copy of their license, call the MDE or go to their website at to look up the file folder number. To update the file folder number in SMART HR go to MN Employee Info Supp Info tab Folder Nbr field. Employee has current status: TR. An assignment exists. Employee will be reported. Solution: If the employee has been terminated, delete the assignment record(s) so they will not be reported. Employee has current status: TR. No STAR Termination date exists. Solution: Look up the employee s termination date (Last Date Worked field) on the MN Employee Info window. Enter the termination date on the STAR Employee Data window. Employee has current status: TR. No STAR Termination code exists. Solution: Update the termination code on the STAR Employee Data window using the termination codes found in the dropdown list box (ddlb). This is required for licensed staff. Employee has current status: LV. An assignment exists. Employee will be reported. Solution: Was the employee on leave as of 10/01/2010? If so the assignment code has to be deleted and they should not be reported. Were they working as of 10/01/2010? If they were verifying their assignment code and they will be reported for STAR. Employee has current status: TR. An assignment exists. Employee will be reported. Solution: Has the employee terminated employment? Is there a termination code and date recorded on the STAR Employee Data window? If the employee has terminated, delete the assignment record(s) so they will not be reported. Days worked is required. Solution: Enter the days worked on the STAR Employee Data window. Employee has STAR term date: mm/dd/yyyy. An assignment exists. Solution: Has the employee terminated? If so, delete the assignment record(s) so they are not reported. Make sure a termination code has been entered. Employee has Status 07. Employee has Status 08. Employment data will not be reported. Solution: Status code 07 is Active Casual. Status code 08 is Active Substitute. If this is not correct, go to MN Employee Info Status Changes tab and change the status code so the employee will be reported. If it is correct do not change the record. 18 Employee has STAR Termination Status: 99. Employment data will not be reported. Solution: Status code 99 is Exempt from Reporting. If this is not correct, go to MN Employee Data and change the status code so the employee will be reported. If it is correct do not change the record. Also update the status code on the STAR Employee Data window. Grade level is invalid. Solution: Refer to the STAR manual , Sec. 3-10, for clarification. Fix the information in the Employee STAR Data window. Assignment code is not a valid code. Solution: Refer to the STAR manual , Sec. 3-9, for clarification. 19 STAR CHECK LIST Run the STAR Reports, Review the ERRORS MN Agency Reporting, MN STAR Reporting The first thing you will do when you re ready to process STAR is print the edit reports. These reports will show you what information you have to clean up and correct prior to importing any new-year data. Run the reports: Licensed Assignment Data, Licensed Employment Data and Non-Licensed Employment Data. Print the error pages; this will alert you to the changes that need to be made because you are reporting a new fiscal year (2011). Remove the licensed new staff codes from the new hires you reported last year. To do this set the New Staff Code to 00 = None. Review the privacy settings on your new hires; this will determine the SSN reported in STAR. MN Employee Information MN Employee Info Basic Information Tab Privacy field Export Files from student system (if you will be importing them into SMART HR) Remind your Student person to export the STAR LB files off your student system as soon as possible. Run the NCLB Invalid Assignment/Licensure report If you have updated your licensure information, you may find this report helpful in determining if your employees have invalid licenses based on the STAR assignments you have assigned them. You can find this report in the Personnel Module Education, Training and Licensing Reports Group in SMART HR. MDE Submission After the edits are updated and the reports look good you need to create the files. Click on the MN Agency Reporting MN STAR Reporting window. On the STAR reporting tab click on the three Create File boxes. The three reports will automatically print as soon as you create the files.
