5 CCAM-CAB-B MSD V4R & V4S Action Maintenance Support Device (MSD) Version 4 Rugged (V4R) Version 4 Semi-Rugged (V4S) Army maintainers will use this equipment at the platform/system under test to automatically test and diagnose highly complex Army communications and other electronic commodity equipment (missiles, aircraft, and ground vehicles), identify failed line replaceable units, verify their correct operation after repair, and support maintenance work, ordering, and parts requisitioning. Strategy Competitive-Full and Open Single Contract Award IDIQ Contract Type: Firm Fixed Price Period of Performance: Base contract is 5 years from the date of award Status All documents are being finalized. Projected Milestones Draft Solicitation: Early 1 st Quarter of FY18 Final Solicitation: Early 2nd Quarter of FY18 EDA: Late 3rd Quarter of FY18 Delivery: First Article Test 12 months after date of award 5

6 EXPRESS Terminology Evergreen: the path forward for EXPRESS BPAs Open Season: the season during which existing BPA holders can refresh their teams Evergreen On-Ramp: the anticipated on-ramping for new small business BPA holders Transition BPAs: the refreshed BPAs that will be issued to the current BPA holders upon the completion of FY18 Open Season Regreening: previous on-ramping for EXPRESS BPA holders 6

7 Evergreen and the Future of EXPRESS Evergreen is the current strategy to refresh the EXPRESS Program. Once the BPAs are awarded, EXPRESS BPA holders will not be allowed to add Team Members until 2.5 years after award of the BPA. 7

8 Evergreen Strategy Small Business Reserves will not be utilized for future actions Actions already solicited and in process will continue to the point of award. The remaining actions at RFI will be reviewed by the Contracting Officer. All actions will be screened with small business setaside being the preferred acquisition strategy. Setting aside actions is solely at the discretion of the Contracting Officer based on market research. 8

9 Evergreen Strategy (cont d) If the action cannot be fulfilled under the EXPRESS Program it will be solicited by one of the following: GSA Schedules (ebuy) Other Existing DOD Contracts OASIS Stand-Alone Contracts Actions will be in accordance with FAR 8 and at KO discretion 9

10 EXPRESS Blackout Period The blackout period for EXPRESS has changed to RFQ To assist industry we will be adding more information to our EXPRESS website. We will look at the RFI process for improvements 10

11 Holiday RFQ Schedule Actions will be staggered 15 December through 15 January No new EXPRESS TORFQs will be issued No EXPRESS proposals will be due 11

12 Projected Schedule of BPA Refresh Technical closing date is 2 November Evergreen BPA issued by 12 December 2017 Programmatic closing date is 14 November Evergreen BPA issued by 19 December 2017 B&A/Logistics Projected to start 08 November 2017 and close 12 December Evergreen BPA issued by 18 January 2018 *All domains are currently on schedule 12

13 Joint Ventures for EXPRESS EXPRESS is a BPA program based on GSA Schedules, therefore JVs are not allowed to be formed at the local level, i.e. the BPA or Task Order level. Under GSA Schedules, Schedule contract holders may form teams under the GSA Contractor Teaming Arrangement process. JVs may submit an offer to GSA for the JV itself to become a Schedule holder, however typically newly established JVs are unable to meet the solicitation requirements for holding a Schedule contract for the required timeframe. 17 Evergreen Changes Open Seasons for EXPRESS Once the BPAs are awarded, EXPRESS BPA holders will not be allowed to add Team Members until 2.5 years after award of the BPA. Addition/Deletion of Team Members or Labor Categories will not be allowed outside of Open Season EXCEPT on a case by case basis justification will be required and must be approved by the BPA KO DD254 There will not be an overarching DD254 included in the BPA All DD254 requirements will be annotated at the TO only 17

18 QASP Changes Quality Assurance Surveillance Plans will be Task Order Specific QASPs will be specific to the Task Order EXPRESS will provide a template to help with consistency across the program but each TO will have additional items that will align with the specific PWS requirements 18

21 Changes to Technical Domain Proposed Update to Technical Domain As Follows: There will now be two Technical domains in EXPRESS Technical Domain 1 - Non-R&D Engineering Services (A&AS and Other Professional Services) NAICS ($38.5M Size Standard) Technical Domain 2 - R&D Engineering Services NAICS (1,250 Employees Size Standard) All current Technical Doman BPA holders will be BPA holders in both domains 21
