1 South Kitsap Fire and Rescue 1974 Fircrest Drive SE Port Orchard, WA FAX Job Description Job Title: Fleet Manager Division: Support Reports to: Assigned Assistant Chief Effective Date: 1/1/2019 Major Function and Purpose Plans, coordinates, and manages the District s Fleet Maintenance program for vehicles. As a member of the District s management team, participates in policy development, planning and oversight within the organization and cooperative endeavors with local, county, state and federal agencies. Interacts closely with other supervisors and managers. Directly supervises the District s Mechanics Emergency Vehicle Technicians (EVT s) and other staff as assigned. This is a collective bargaining position under South Kitsap Professional Firefighters, IAFF Local 2876 Non-Suppression. This position is not an emergency response position. This position may be required to report to work outside of regular working hours in the event of fleet maintenance emergencies. General Function Work is performed under the administrative direction of the assigned Assistant Chief and is assigned in terms of broad general objectives. This position exercises independent judgment, decision-making and initiative. Work is reviewed for effectiveness and compliance with District policy. All positions within South Kitsap Fire and Rescue are expected to adhere to the established policy and procedures of the District. Supervision Responsibilities Oversees mechanics are operating efficiently and safely, trained appropriately, and completing assigned tasks. 2 duties requested by a supervisor. Specific duties and responsibilities include, but are not limited to: Supervises, evaluates, and participates in the selection of assigned staff. Establishes work rules and performance standards and other expectations; initiates, recommends and implements disciplinary actions as warranted. Plans for training of subordinates in order to make full use of individual capabilities and to meet changing demands. Working with the District s training office, Fleet Manager provides ongoing feedback to assigned personnel and timely assistance with performance. Assigns all work to team and coordinates with completion lead(s). Implements and provides accurate documentation regarding preventative maintenance program and repairs to the District s vehicles. Tracks and schedules repair requests to ensure adequate repairs in a timely fashion, including contracts with outside vendors. Submits required reports and documentation of all maintenance work performed. Coordinates with Operations and Assistant Chief regarding apparatus repair and new apparatus specification development. Submits an annual divisional operating budget requests with documentation. Working with assigned Assistant Chief the Fleet Manager develops and maintains cost analysis and life expectancies for apparatus, and equipment and a 10 year capital apparatus replacement plan. Supervises and performs inspection, diagnoses, preventative maintenance, testing, and repairs on all types of apparatus and equipment. Ensures the procurement process, stocking of necessary parts, tools, and equipment. Plans fabrication of items needed for repairs, mounting of equipment, or upgrades of vehicles and equipment with District Mechanics. Implements programs and training to ensure safe daily operation of apparatus and equipment. Participates as member of the safety committee. Oversees transportation of vehicles to and from the shop for servicing as necessary. Ensures a clean and safe work area for all maintenance personnel. The Fleet Manager may respond to emergencies and breakdowns to assist with direct repairs of vehicles if necessary. Accepts training opportunities and additional responsibilities as the growth of the District may require, and as new technologies arise as a result of industry standard. 3 Establishes an enterprise environment accurately tracking shop time, parts inventory, and expendable shop products used on each vehicle. Other Job Duties: Performs related duties as assigned. Knowledge, Skills and Abilities Knowledge of: Methods and techniques of developing and conducting an effective fleet maintenance program. District policies and procedures, as well as City, State and Federal regulations specific to the District s Fleet Maintenance program. Computerized database, spreadsheet, invoicing, and word processing applications. Materials, tools and equipment used in Fleet Maintenance activities and the potential hazards associated with these operations. Knowledge of emergency vehicle specifications, maintenance, and repair. Principles and practices of program planning, coordinating, budget preparation, monitoring and evaluating. Management theory and practices and the abilities to effectively supervise, evaluate and coordinate the efforts of subordinates. Written and verbal communication tools to develop and present policies and training material. Skills and Ability: Represent the District in the community and with political leaders in a manner that is consistent with District policies, missions, and values. Solve problems and make decisions in stressful situations. Be adaptable and flexible to meet the needs of differing circumstances. Plan, organize, and implement programs to meet District needs. Make verbal presentations to staff and a variety of groups with diverse backgrounds. Express ideas clearly and concisely, both verbally and in writing. Perform assignments independently with minimal supervision, and as part of a team. 4 Establish and maintain cooperative and effective working relationships with co-workers, subordinates, and other organizational groups and individuals. Analyze situations quickly and objectively, determine a proper course of action, negotiate and problem solve. Understand and follow instructions and directions. Physically perform the essential functions of the position. Maintain minimum required certifications. Effectively coordinate, perform and complete duties and assignments in a timely manner. Working Conditions Most of the Fleet Managers work will be conducted in an office environment; however some work is performed outdoors and the Fleet Manager may be subject to temperature extremes in the performance of duties. On the job the employee may be exposed to loud noises, alarms, smoke or noxious fumes and to oil or other solvents. Wearing vision and hearing protection devices may be necessary. Contacts and Relationships The District s Fleet Manager has routine contact with a variety of tool suppliers and auto parts vendors. Physical Requirements Employees are required to bend, climb, crouch and may need to lift up to 100 pounds. Close vision and the dexterity to manipulate small tools in tight spaces is necessary. In addition, pulling and pushing may also be required. The Fleet Manager must have the ability to stand for long periods and will be required to operate heavy trucks or equipment and/or rotating machinery. Recruiting and Ongoing Requirements High school education or GED is required. An AA degree or higher in a related field is preferred. Candidate must have a combination of education and experience equal to five years in the repair and maintenance of emergency vehicles. Minimum 3 years management and/or supervision experience. Valid Washington State Driver License, with Class "B" commercial license with Air Brake and Tanker endorsements within six months of employment. Job Description: Fleet Manager Page 4 of 5

5 Must have obtained EVT Fire Apparatus and Ambulance Technician Level 3 certifications within three years of employment. Experience with Word processing, spreadsheet software and enterprise software related to documentation of fleet maintenance and repairs plus invoicing experience is preferred. Possess or be qualified to attain, within 30 days of employment, a valid first aid card No use of drugs or alcohol as required by DOT for maintaining the CDL.
