1 VACANCY ANNOUNCEMENT Leadership and Management Development (LMD) Expert SECO-WCO-Global Trade Facilitation Programme (GTFP) Introduction to the WCO Customs administrations (CA) in developing countries perform a range of important functions on behalf of their governments including revenue collection, trade facilitation, community protection, and national security. Their compliance with international standards and capacity to simplify and harmonize customs formalities are key for the competitiveness of their State s economy, for the improvement of the investment climate and for the further development of international Trade. Investing in the reform and modernization of customs has therefore become a key development priority in recent years and has resulted in significant amounts of development assistance being provided to CAs throughout the world. The World Customs Organization (WCO) is an independent intergovernmental body whose mission is to enhance the effectiveness and efficiency of Customs services across the globe. Its members are responsible for the processing of over 98% of global trade. It has developed a comprehensive capacity building agenda to support members in their modernization efforts, in particular through sustainable organizational development and tailor made technical assistance. The WCO is a so-called Annex D organization and supports its Members in the implementation of the World Trade Organization s Trade Facilitation Agreement (TFA). Programme Background One of the main goals of the Trade Promotion Division of Switzerland s State Secretariat for Economic Affairs (SECO) is to create favorable framework conditions for trade. SECO, therefore, supports partner countries, middle-income countries in a first place, to apply different international agreements efficiently and to facilitate trade. Well-functioning institutions, such as CAs, are key to achieve this objective. SECO has contracted the WCO to plan and implement a trade facilitation programme for some of their priority partner countries. This EUR programme has started and will be delivered over the course of 4 years. The beneficiary countries of this programme are in a first set: Bolivia, Colombia, Peru and Uzbekistan. Other countries may join the programme at a later stage, subject to the decision of SECO and the WCO. The programme will allow full-fledged interventions for the main beneficiary countries but also ad-hoc assistance for other SECO partner countries, in particular EFTA partners with a free trade agreement in force. These activities will be agreed between SECO and the WCO during the programme s inception or implementation phase.

2 The overall objective of this programme is to contribute to fostering and facilitating international trade trough strengthening compliance of selected developing SECO partner countries, in particular CAs, with international standards and best practices for the importation, exportation and transit of commercial goods. The purpose of the intervention is to strengthen the organizational and technical capacities of beneficiary CAs, to successfully lead, plan and implement sustainable and transparent customs reforms, with involvement of relevant stakeholders, and apply international standards and best practices in particular those of the WCO and the WTO related to trade facilitation. The programme will pursue three outcomes, thus responding to the main challenges identified in the area of Trade Facilitation: Outcome 1: Organizational Development - Sustainable management of customs reforms and modernization by beneficiary CA trough enhanced organizational development capacities. Institutional strengthening of CAs through leadership and management development, improvement of strategic planning of reforms, the introduction of competency based human resources management and the improvement of stakeholder relations, in particular those of the private sector. Outcome 2: Trade Facilitation Facilitated and enhanced trade through modern and efficient customs procedures compliant with international standards and best practices. Improving of compliance capacity through specialized capacity building and training for CAs and relevant stakeholders in international standards and best practices related to trade facilitation. Potential Outcome 3: Performance measurement - A comprehensive performance measurement tool for CAs is developed. Providing Customs managements with a tool to measure the performance of Customs in a more comprehensive and transparent manner. Thereby, the programme contributes to achieving the 2030-UN Sustainable Development goal 8 - Sustained, inclusive and sustainable economic growth. The 4-years comprehensive capacity building programme is made to assist the beneficiary CAs and, where relevant, other fiscal administrations and stakeholders (including the private sector) involved in the clearance of commercial goods at the border. A full time Programme Management Team consisting of a Programme Manager, a Senior Trade Facilitation Expert and a Programme Assistant will be established at the WCO Secretariat in Brussels, Belgium. For the leadership and management development part of the programme an LMD Expert will be contracted for 2 years to support the further development of the WCO Leadership and Management (LMD) Programme. 2 / 5

3 Main Functions Reporting to the Programme Manager on operational aspects and coordinating with the WCO LMD Programme manager, the LMD Expert will focus on the following key activities: Programme Implementation Plan, organize and conduct LMD Top Executive Retreats (TER) and LMD Workshops to achieve Programme s objectives and outputs. Develop and implement new material for the LMD Programme: o Updated material for the 10-days LMD Workshop o Material for a new middle management LMD Workshop, as well as a train-the-trainer for this workshop. o An LMD e-learning platform o An LMD Monitoring and Evaluation tool o Translation of LMD material into Spanish and Russian Organization and delivery of tailor-made activities, liaising closely with beneficiaries to define the specific needs: o Organizational support / consultancy o Team coaching o Individual coaching Permanent education of (pre-) accredited LMD experts to deliver the programme activities and achieve the Programme s objectives and outputs. Communications Work closely together with the LMD Programme Manager on the development and delivery of the LMD activities for the GTFP programme. Establish and maintain a network of contacts in beneficiary institutions and within the LMD (pre-) accredited Experts community to support implementation activities. Support the GTFP Programme Manager with the provision of content for necessary programme reports and both internal and external communications for all LMD related activities. Support to Experts Mobilize experts to deliver LMD assistance and capacity building activities under the Programme. Ensure that experts are well briefed in the technical aims of their activities and that they are provided with access to the relevant WCO tools and instruments and are utilizing them appropriately. Debrief experts after each intervention and ensure the quality of their reports. Qualifications The WCO is seeking a Customs official with broad knowledge of the Customs environment and with proven experience in facilitation and development of workshops in the area of Leadership and Management Development. Experience in a management role of at least 3 years is required. Other qualifications: 3 / 5

4 Demonstrated knowledge, expertise and experience in the development of workshops and other trainings/support in the area of LMD, as well from a content point of view as from a facilitation point of view. Expertise in the use of e-platforms for communication between participants, facilitators. Knowledge and experience to innovate new concepts for learning and sharing of best practices with the use of social media. Experience in modernization of CAs on a strategic level. Experience in reporting and planning and organization of events. International exposure in the field of capacity building. Good understanding of the principles of sustainable development through capacity building in the area of leadership and management development. Personal leadership and high level of integrity. Strong interpersonal skills, writing and communication skills and team-orientation. (Pre-) Accreditation as a WCO LMD Programme expert. English and French are the official languages of the WCO. However, for this post, applicants must be proficient in drafting and speaking English. Candidates with good working knowledge in Spanish and/or Russian will be privileged. Conditions and Remuneration Work place: WCO Secretariat in Brussels, Belgium. The selected candidate will get a 2 years short-term contract.. Date of commencement to be negotiated, the sooner the better. Probationary period of 6 months. Full-time employment (37.6 hours weekly) and 30 days paid annual leave. Removal costs (max. 2 X 4000 EUR) funded. Travel to beneficiary countries required. Provision of a visa support letter for the candidate and his/her legally recognized partner and children. No visa assistance for other family members. Salary to be negotiated based on experience, max. 6000/month. The contract will be exempt from income tax in Belgium, however it is the applicant s responsibility to verify his / her tax obligations outside of this arrangement. Medical insurance will be provided for the candidate only. Medical insurance arrangements for the official living partner and children are the personal responsibility of the candidate and are to be arranged independently by the candidate.
