2 About us Ofgem is Great Britain s gas and electricity regulator. Our goal is to protect energy customers interests, now and in the future. We make sure competition encourages great customer service and bears down on companies prices and profits. We do this by scrutinising costs and checking that companies stick to the rules we set. If a company falls short, we act. Since 2010, we ve imposed over 100 million in fines. We also control the revenue that network companies earn from running gas and electricity grids. This way we make sure customers get value for money from a 6 billion a year programme to upgrade Britain s networks. And we are planning for the future too, with the rollout of smart metering over the next few years, and looking ahead to make sure there s enough capacity in the system to meet demand. About a third of our staff work in Ofgem E-Serve, a division that runs government environmental and social schemes. These include the Energy Companies Obligation, the Domestic and Non-Domestic Renewable Heat Incentives, the Renewables Obligation, the Feed-In Tariff scheme, and the Climate Change Levy exemption. The total value of these schemes is approximately 6 billion per year; our costs for administering them are just 0.6% of this. Our core purpose is to ensure that all consumers can get good value and service from energy markets. The decisions we make influence the way the future energy system will develop, affect confidence in the energy markets, determine the way that market participants do business and their profitability, and impact on Britain s post- Brexit trading arrangements with the EU. These are complex and often highly controversial decisions with multi-million pound consequences and direct impacts on the environment, energy security and the price which British customers pay. The successful candidate will play a vital leadership role within Wholesale Markets and Commercial, one of the three teams within the Systems and Networks Directorate. They will be responsible for all aspects of Offshore Transmission policy development, tender and transaction design & delivery alongside being responsible for licensing and ongoing monitoring and management of the OFTO licensees, as well as assuming line and team management responsibilities and providing support to the wider development of the Directorate. The Offshore Transmission regime plays a significant role in the introduction of competition to existing monopolies. It is an award winning regime which has demonstrated that significant savings can be achieved through implementing competition and Ofgem are leveraging from the success of this regime to 5

6 expanding competition to other areas of network regulation, including onshore transmission. The role is a high profile externally facing one with significant stakeholder management with project developers, bidders, financiers, external advisors and Senior Management within Ofgem. The role holder will be expected to understand and have had experience of complex transactions and project finance for regulated and/or social infrastructure. The role holder will be required to lead teams and procurement processes and be responsible for making recommendations to the Tender Review Committee for the appointment of Preferred Bidders. They will also be responsible for finalising the transaction and pricing for each OFTO which will require strong negotiation skills. Understanding finance structures and complex financial modelling will also be advantageous Key responsibilities The post holder will be responsible for the delivery of the end to end Offshore Transmission programme including; setting the direction and strategy for the Offshore Transmission regime; being the market lead for all external stakeholders and building strong relationships internally with Senior Management; delivering, and continually improving, a robust OFTO tender process for a multi-billion pipeline of energy infrastructure assets; being the commercial and financial lead for the OFTO tenders; ensuring that proposals for evaluation of bids received in the OFTO tenders are systematic and robust; apply scrutiny to evaluation outcomes using expert knowledge; ensuring robust monitoring and compliance of OFTO licensees; identifying and implementing future developments required or improvements to the Offshore Transmission regime; management of significant external advisory contracts; and building and leading a high performing team of 8-10 people. There is a large leadership element to this role and the successful candidate will be required to: 6

7 lead, manage, motivate and develop a team to ensure it has the necessary skills and capabilities it requires to deliver effectively; drive forward work against challenging deadlines; engage widely with a range of internal and external parties, to build consensus where possible and defend and explain controversial policies when necessary; and respond to changing priorities when necessary and manage risk. Because this role has a substantial leadership element, it is important for the successful candidate to be highly visible to the team. This will involve very regular presence in London (where the majority of the team is based) for Glasgow-based candidates and regular presence in the Glasgow office for London-based candidates. Key outputs and deliverables Chair the Tender Oversight Team Meeting and ensure evaluation outcomes are scrutinised and recommendations to Senior Management are robust Prepare decision reports to Senior Management and Tender Review Committee recommending evaluation outcomes Decide on future policy for Tender Round 6 and beyond including supporting analysis and recommendation to Senior Management Build and lead a high performing team, ensuring each individual within it is challenged and is focussed on their own development Work with wholesale markets and commercial senior management to foster a culture of high performance and continuous personal and professional development Ensure the team has a clear understanding of the purpose and value of their work and the skills and capabilities necessary to carry it out effectively while being willing to flex the timings and type of work as broader organisational needs dictate Ensure that outputs are delivered to a high quality, that deadlines are hit and that risks are appropriately identified and mitigated 7

Excellent communication, negotiation and stakeholder engagement skills with the ability to represent Ofgem effectively and influence at the highest levels (including in challenging situations). 4. Proven commercial/financial expertise and demonstrable track record of delivering complex transactions in the public or private sector. 8

9 5. Experience/knowledge of large scale procurement excercises in a infrastructure or PPP environment from either a Public Sector or Private Sector perspective. 6. Ability to assess through analysis the success or otherwise of policy decisions against its objectives. 7. Proven ability to identify risks, suggest mitigations and influence decision making. 8. An ability to see the linkages between different areas of work being undertaken across the organisation and to develop coherent cross organisation messages. 9. Degree level education in a relevant subject or equivalent experience. If you are transferring from another Government Department, and have 2 years continuous service your annual leave will be 30 days on joining. You will also receive 10.5 days public, Bank and privilege holiday. Please note the dates vary in England, Wales and Scotland.
