1 tent Board of Regents Non-Faculty Exempt Job Description Job Title: OTHER NON-ACAD ADMINISTRATOR Working Title: System Vice President of Research and Economic Development Department: 1PRES1-Executive Director Position No.: RE9994 FLSA Status: Overtime Exempt Job Purpose: The System Vice President for Research and Economic Development provides leadership for the development and implementation of the research agenda for the state's university system and acts as the system's chief research officer in the advancement of research and economic development initiatives. South Dakota is committed to ongoing development of a competitive research infrastructure which has required a change in the institutional and policy culture of the state. The System Vice President for Research and Economic Development leads in the development of research related policy and oversees its application among the system research units. The System Vice President is expected to ensure practices are performed within policies included in state and federal administrative regulations. The incumbent reports to the system's chief executive officer, the Executive Director of the Board of Regents. Essential % or of Secondary Time 1. Essential Job Job 30 Research Coordination, External Research and Economic Development Provides leadership and advance the research and scholarly goals in the Regental system. Works effectively with state government leadership including the Governor, Executive Agencies and legislators in making university research efforts effective for South Dakota. Works closely with the South Dakota EPSCor program, the Governor's Office of Economic Development and the private sector in defining and promoting the research agenda. Provides leadership to municipalities in developing and implementing a plan that will allow communities to better draw upon higher education expertise in strengthening economic development activities. Works with the state's EPSCoR program in developing the state's STEM research infrastructure. Promotes the linkage of South Dakota's public universities with the research opportunities available at the Sanford Underground Research Facility (SURF) and the prospective national deep underground science and engineering laboratory. Works with the federal appropriations process in securing research and development support.

Essential Job 40 Research and Economic Development Leadership and Administration Facilitates and strengthens system research infrastructure and competitiveness and advises the Executive Director and the Board on research and technology transfer progress and issues. Promotes excellence in research across the system, making research a priority that is linked to undergraduate and graduate education and the state's economic development initiatives. Plans, implements, and reviews research short- and long-term goals to include developing, implementing, and maintaining the system strategic plan for research. Ensures compliance with all BOR policies and guidelines, state and federal regulations, and any other regulation as they relate to research. Confers with management staff and meet with other system employees and the general public on a wide range of research issues. Attends meetings with various partners in the research infrastructure including the Council of Presidents and Board of Regent meetings. Represent South Dakota at regional and national research and economic development forums and meetings. Attends training, seminars and workshops as deemed necessary to effectively carry out the responsibilities of the position. Performs other related duties as assigned. 20 Institutional Research and Assessment Manages the system Institutional Research function including: routine and ad-hoc academic affairs reporting; routine and ad-hoc legislative inquires; and management of system and state level databases used for making broader policy decisions and system reporting. 10 Supervisory Leads the Research Affairs Council composed of research leadership from the system's universities, SD EPSCoR, and the Governor's Office of Economic Development and provides information to the other system councils as deemed appropriate. Fosters research collaboration among faculty throughout the system and encourage cooperative efforts between and among research personnel. Other Experience: Earned doctorate degree from a regionally accredited institution of higher education; five to ten years' experience with a minimum of at

3 least five of those years in administration (management) at a college or university preferred. An equivalent combination of education and experience may be acceptable to the hiring authority. Knowledge and understanding of research, measurement, and evaluation, strategic planning, advanced leadership skills and how higher education supports economic development; project management skills; knowledge and understanding of sponsored research and the administrative functions within higher education. Demonstrate strong interpersonal and communication skills that support consensus building and shared decision-making. Demonstrate ability to work with a diverse constituency to include research faculty, administrators, state policy makers, and the private sector in a wide range of disciplines. Demonstrate high integrity, vision, innovation, energy, and enthusiasm. Demonstrate ability to build and sustain collaborative partnerships with business and industry, state agencies, other universities and other organizations. Ability to work with multiple initiatives and multiple institutions simultaneously. Ability to understand the federal appropriations processes and the roles of federal and other sponsors in research and development.
