1 Businesses - Issues and Needs Raise the profile of local businesses to other local businesses, local residents and visitors Address the limitations of access to broadband which is impacting on businesses Support businesses to remain viable and grow Support new business start ups and alternative/different business models eg community businesses Support traditional business sectors including agriculture and fishing Add more value to local products e.g. crafts, food and drink, fishing and also other products Provide business support appropriate to a micro business practical, based on experience, supportive, networked (the latter particularly in the rural areas where businesses are isolated) Develop the community business model Provide a holistic business support process that can range from the very practical eg filling out forms, doing photocopying to business planning, financial planning etc Jobs and Employment Create more local jobs to avoid the need for transport to work and training Target those in work but at risk of poverty self employed, low paid, those at risk from Welfare Reforms Target areas with particularly high unemployment and low income issues (Penzance, Porthleven and Newlyn) Need to provide support for childcare during school holidays in order to help people get into employment Skills and Training Make more of the natural and heritage assets as a route to skills, training and employment Work with other programmes/trusted local organisations and those with complex needs to create small steps and pathways to employment, skills and training Support community groups to grow their business skills in order to use community assets (people, buildings and other assets) productively and viably in support of economic activity Target areas with particularly high needs for skills development (Helston, Porthleven and Hayle) Transport Find innovative solutions to transport issues at affordable costs Address issues of access to services through innovative solutions, particularly in the rural areas e.g. taking services out instead of expecting people to come to a central point Young People Need access to transport, a greater awareness of what the opportunities might be and encouragement to want to aspire Vital to link education with an end product job type, training opportunities, starting a business 1

2 Energy Address issues of fuel poverty (housing and transport) and energy inefficient housing There are housing condition issues in the private rented sector but may be issues working in that sector and if improvements have implications for rent levels Cross cutting Needs to be a radically different take on securing community legacy A need for community chest type small grants schemes 2

3 SWOT Strengths Local creativity Good examples of local community led initiatives including recent Coastal Community Teams (Penzance, St Ives, Porthcurno, Porthleven) and others such as Bosavern Community Farm Strong tradition in fishing, farming and creative industries Exceptional natural assets coastline, AONB, Penwith Moors Mining World Heritage sites and other historic features including Scheduled Ancient Monuments Community Energy and Renewables groups Opportunities for volunteering linked to local assets e.g. natural environment Thriving farmers markets eg Sennen, Helston, Penzance Some areas of high skills e.g. Land s End CLLD cluster Delivery of the Living Well pioneer initiative in Penwith Local voluntary sector groups delivering a range of services that could be important to CLLD area eg Penwith Community Development Trust and its Community Stars and PEAT projects Helston and the Lizard Works as a successful model of intensive working with people to support them onto pathways to employment and training. Other examples include Lizard Pathways Opportunities SMART Homes and wellbeing working with RSLs, creating and capturing business benefits especially in more rural locations Community energy pilots Link with the Penzance Transformation Challenge Award place based pilot (and for which there will be a community based steering group) Links with Penwith First and Last proposed Landscape Partnership Initiative Supporting microbusinesses to provide local work opportunities Make more of Marine Renewables and the servicing industries to support this, this is different from Marine and General Renewables and more specialist More community Development workers in IMD areas (including working Weaknesses Houses in poor condition and highly energy inefficient People with complex needs in areas of high deprivation People in poorly paid employment/self employment and struggling to make ends meet Lack of business support appropriate to microbusinesses Access to markets for business especially those in the rural areas Invisibility of microbusinesses particularly in the rural area of West Penwith Lack of/patchy access to high speed broadband Local employment has not benefitted from the Wave Hub Crisis in the agricultural sector with consequent impacts within the supply chain Part time and low wage employment IMD cluster areas with high proportions of people with no qualifications e.g. Helston and Porthleven Cashflow for businesses can be a real problem Threats Impact of welfare reforms on people s incomes and cash flow, with knock on consequences on other aspects of their lives, likely to particularly hit people in the CLLD core areas Impact of zero hours contracts on incomes and managing budgets, particularly when linked to receipt of benefits People who are not in the system (eg with benefits/universal Credit) could be in danger of not being offered support and help Impact of welfare changes on fragility/viability of businesses and people who are working but with very low incomes Small businesses fail or remain in subsistence mode, and community facilities and initiatives that support these e.g. Farmer's markets fail 3

4 with RSLs) Building on the good work by the Cornwall Marine Network (Build a Boat) and WAC (soups, healthy lifestyles and access to employment) initiatives at Treneere, in other areas Working with existing Coastal Communities teams where there are opportunities to link residents and businesses in CLLD clusters into activities/projects Potential to build on the success of the Living Well Pioneer Initiative in Penwith Linking into the National Citizens Service initiative, working with young people in CLLD clusters Explore potential for innovative solutions to transport challenges and existing models like Wheels to Work Potential for CLLD to support apprenticeships through provision of transport solutions Use the skills and experience of successful retired business owners to mentor and work with existing businesses Helping a second adult in a household to get out to work A virtual shop to help businesses market their product Work experience for young people that inspires, provide a route to progressing into a job that would be locally available, can make use of previous students to come back to schools to talk to young people Bring in proven ideas and make sure it becomes good practice to transfer proven ideas from one place to another Community hubs providing holistic support Specialist Marine Renewables skills are sourced out of Cornwall Little job progression from HE in Cornwall because of lack of opportunity, students leave Cornwall or end up stacking shelves 4

5 CLLD Aim and Objectives Aim: Inspire and Aspire Stimulating inspirational, innovative and rounded pathways to better economic opportunities for people and businesses in the CLLD area of Objectives: Inspiring local community and business led solutions to transport challenges of accessing work and training opportunities and supporting business activities Assisting community and micro/small businesses, including self employed, to start up, consolidate and strengthen, grow and develop, in order to stimulate and support local employment and businesses Stimulating community led initiatives and community based projects, to work with people to build capacity, confidence and skills for progression towards and into employment and training Making the most of local skills and assets to help support jobs, training and skills development Developing meaningful and inspirational work experience and building the links between education, training and business for aspirational local career and work opportunities 5
