25 Truro and Penwith College Higher Level Skills Higher Level Skills Cornwall and the Isles of Scilly: 29.3% hold a qualification at NVQ Level 4 or above, against the national average of 37.4% (NOMIS, October 2016) LEP priority to achieve parity by 2020: will entail the up-skilling of 13,000 employed adults Benefits of Higher Level Skills: Productivity in a business is estimated to be 30% higher if the entire workforce has a higher level qualification/degree than if none do BIS Study 2013

Financial assistance to overcome barriers to participation Travel Expenses Childcare Assistance with Study Costs, i.e. fees, registration

27 Truro and Penwith College Higher Level Skills Participant Eligibility Aged 15 and above 80% should be employed or self-employed: - Definition: performing work for pay, profit or family gain on a zero-hour contract or above - There are no limitations for employer size or sector A maximum of 20% can be unemployed (rationale required) Without a relevant qualification at Level 4 There are no prior attainment requirements
