COMPANY OVERVIEW Central Highlands Water (CHW) is a regional Water Corporation based in Ballarat and delivers essential and sustainable water and wastewater services for a regional population of approximately 130,000. CHW provides fully integrated water services, in a true 'catchment-to-tap-to-catchment' approach. This involves the collection and storage of water, filtration and disinfection, delivery of water, and collection and treatment of wastewater including the beneficial use of recycled water. 2. PRIMARY ROLE OF POSITION The primary purpose of this role is to deliver CHW s business objectives by providing organisational leadership in; a) Strategic asset management; and b) Infrastructure planning. 3. POSITION AUTHORITY The position, whilst being highly self-sufficient has strategic and operational accountabilities to work under the broad direction of CHWs policies and key objectives for; a) Development and implementation of asset management policies, strategies and plans; and b) Providing strategic inputs into the development and recommended long term capital works program to ensure value for money outcomes for CHW customers and shareholders. 5. KEY ACCOUNTABILITIES Key accountabilities include; 5.1 Asset Management; i. Manage and lead the team and organisational culture in the continuing development and implementation of policies and strategies regarding CHW infrastructure to ensure it delivers upon business drivers and objectives including determination of asset life cycle, levels of service and effective maintenance levels, and definition of maintenance regimes for water and wastewater infrastructure. Provide strategic advice and support to other managers in the organisation to assist them in developing asset management/maintenance plans for assets under their control based on a sound understanding of condition assessment and criticality; Manage the implementation, review and reporting requirements of CHW s approved asset management improvement strategy and plans. Develop the asset management system to support the identification and implementation of asset life and performance optimisation (including but not limited to a reduction in energy and chemical use). v. Develop and maintain extensive networks and strategic alliances, with relevant industry, government and community groups, identifying program development opportunities, innovations and raising the profile of CHW in being a leader in asset management. 5.2 Infrastructure and Systems Planning i. Lead the team and support the organisation from the development of system master planning to service growth and ensure on going regulatory compliance by identifying innovative servicing solutions and improvements; Develop and maintain hydraulic and hydrological models for accurate assessment of current and future system performance of CHW systems and key assets/facilities; Develop, maintain and report on CHW s prioritised long term infrastructure capital works program based on agreed criteria supported by CHW risk framework and asset management plans; Positively influence the financial/capital decision making that is made to ensure that it is targeted, aligned and delivering fair value for money ; v. Prepare concept/functional designs for key projects on behalf of asset owners as key input into the capital works program and for the infrastructure delivery team; and Last Updated: 29/08/2014 Page 2 of 5

3 vi. Provide strategic infrastructure servicing advice to Land Development team and external stakeholders for large growth and development needs. 6. KEY SELECTION CRITERIA 6.1. Qualifications / Experience Essential i. Tertiary qualifications, at Bachelor degree level, in Civil Engineering or a related field Extensive experience in the planning, design and/or maintenance of utility infrastructure An extensive knowledge of the legislative and policy frameworks relating to asset management and the water industry; Experience in a senior team and/or organisational leadership and development role v. Strong knowledge and demonstrated experience in financial and economic analysis as it relates to asset management and infrastructure planning; vi. v Preferred Demonstrated experience in developing and implementing Asset Management Policy Strategy and Plans Proven experience in the building cross organisational and external relationships and networks together with the ability to effectively communicate with stakeholders and deliver cultural change i. Experience in using and developing asset management systems (i.e. Hansen) and supporting technology (i.e. mobile computing solutions) Post graduate qualifications in management or relevant technical disciplines Experience in managing complex business issues 7.
