1 Vacancy Announcement VA17P065V01 Head of People Management and Organisational Development Posting date: 28 July 2017 Deadline for applications: 22 August 2017 Duty station: Start date: Contract duration: Eligible nationalities: Vienna, Austria As soon as possible 2 years with a possibility of extension All The International Centre for Migration Policy Development (ICMPD), an international organisation with its headquarters in Vienna, Austria, is looking for qualified candidates to fill the above-mentioned position. The Head of People Management and Organisational Development is responsible for the People Management and Organisational Development (PMOD) function of the ICMPD covering a full range of strategic and operational people management activities as well as organisational development and change management. The Head of PMOD acts as the main advisor to ICMPD on issues pertaining to organisation development, organisation design, jobs and people, enhancement of organisational culture and effective implementation of change. S/he implements a holistic approach ensuring that people, structures and organisational capacities are developed systematically to enhance organisational performance and adaptability. The Head of PMOD works across the ICMPD structures globally addressing issues in an integrated and proactive manner and ensuring cross-organisational effectiveness, efficiency and adherence to the regulatory framework of the ICMPD. The Head of PMOD develops functional structures and related jobs across the Organisation s HQ and remote offices, leads the development and implementation of an integrated approach to talent acquisition, people development and learning ensuring that the right talent is attracted, retained and developed in support of ICMPD s strategy and organisational goals. S/he conceptualises and implements new approaches and practices for the development of capabilities and skills, leadership, performance management and evaluation systems and ensures that ICMPD s reward systems are aligned with the organisational resources and responsive to market conditions. The Head of PMOD coordinates workforce planning and ensures timely and efficient People Management operations and services across ICMPD. The Head of PMOD leads the development and implementation of effective and efficient cross-organisational PM systems and processes and develops ICMPD s regulatory framework in the functional area of responsibility addressing gaps and ensuring innovation and application of best international practices, related standards and approaches. The Head of PMOD advices staff and managers on the implementation of ICMPD s Code of Conduct, facilitates work relationships and mediates work related conflicts. S/he advices on disciplinary measures in line with ICMPD s Staff Regulations and addresses issues related to staff welfare and staff security and safety.

2 The Head of PMOD leads and develops the staff of the PMOD Team directly supervising, mentoring and evaluating staff performance. S/he works closely with the Directors, Regional Coordinators and Heads of Units and Programmes and collaboratively with all ICMPD staff across all locations soliciting organisational effectiveness and achievement of results across the Organisation. The Head of PMOD works under the supervision of the Director of Management. Duties and Responsibilities 1.Function-related strategies, systems, capacities and processes: Contribute to formulation of ICMPD s organisational directions and strategies, work plans and strategic business processes. Provide substantive inputs to the formulation of strategic documents. As technical lead, substantively contribute to planning of organisational change and development. Participate in development of ICMPD s regulatory framework as pertains to functional field of responsibility. Contribute to cross-organisational initiatives to improve organisational effectiveness including implementation and improvement of cross-organisational processes and systems. Provide inputs to development of cross-functional policies. Conceptualise and develop function-related approaches, practices, policies and rules. Ensure inputs from key internal stakeholders. Plan and coordinate external expertise. Develop procedures and guidelines. Initiate and enhance constructive dialogue and collaboration within ICMPD in the functional area of responsibility. Enhance joint problem analysis and solving. Develop and improve workflows and systems in the functional areas of responsibility ensuring process optimisation and cross-systems effectiveness. Coordinate and oversee roll out and implementation of systems across ICMPD. Guide and oversee processes for a continuous assessment of results and impact within the area of work. Identify gaps and weaknesses and introduce readjustments to reflect changes in the operating environment, achieved results and learning outcomes. Positively communicate about change motivating for adaptation of new processes and approaches. 2. Organisational and people capacities, development and oversight: Formulate and implement a people and organisation development strategy in line with ICMPD s goals, priorities and strategies to ensure that the ICMPD has a fit-for-thefuture workforce, people capacities and structure. Plan an integrated ICMPD-wide as well as function-specific organisational design and structure. Ensure that detailed organisation charts are maintained and timely updated for work force planning, assessment and security management purposes. Design and carry out assessments, design and align functional structures, conduct job analysis and job design. Formulate and coordinate preparation/revisions/updates of job profiles. Design job profiles for senior roles in the ICMPD. Establish and oversee an efficient and transparent job classification system. 2

3 Maintain an up-to-date overview of the global workforce of the ICMPD. Analyse workforce needs to align them with structure, functional and growth requirements. Consult and coordinate work force planning and advice on assessment. Ensure alignment with portfolio/project level planning in collaboration with Head of CRM. Develop and lead initiatives and activities for developing talent ensuring strengthening and enhancement of core corporate capacities focusing on skills and competencies. Facilitate access to training innovation and external training and coaching services. Identify and promote talent through strategic succession planning. Enhance strategic talent acquisition by development and implementation of sourcing strategies and outreach and improvement of employer branding. Develop and implement economic and effective reward systems aligned with ICMPD s financial resources, market conditions and international best practices. Plan and oversee regular assessments/updates of salary scales, non-pay benefits and entitlements. Ensure transparent application of rewards to all staff. Oversees timely and efficient People Management operations and services across ICMPD in recruitment, contract administration and payroll management. Oversee accurate data quality and data management processes. 3. Management of performance, culture and organisational change: Oversee implementation of the ICMPD Staff Regulations and related policies and rules. Monitor the adherence to ICMPD s staff and managers to ICMPD s Code of Conduct and advice Director-General and Directors on issues related to its implementation. Provide insights and advice on ethics-related issues. Analyse, assess and provide insights on issues related to ICMPD s organisational culture. Conceptualize tools and ways such as staff surveys and culture audits, to capture and gauge issues for enhancing culture focusing on interconnectedness and impact of culture on organisational performance. Sensitize staff and managers, and guide on improvements. Develop change capabilities of the ICMPD and coach managers as sponsors and agents of change. Advice on planning of change and sequencing of organisation-wide or function-specific change processes and initiatives. Advice on effective change communication. Conduct change assessments. Develop and implement a fit-for-purpose performance management and evaluation system for the ICMPD applying state-of-the-art practices. Coordinate and oversee a timely and fair completion of performance assessment for all staff in ICMPD. Facilitate harmonious work relationships across the Organisation. Provide advice and support to resolution of disputes and to improvement of work relationships. Mediate in conflicts and coordinate formal conflict mediation as required. Advice on cases and implement disciplinary actions in line with Staff Regulations and rules. Advice staff and managers. Advice managers to address cases of nonperformance. Working closely with the Field Security Advisor to define and implement staff security and safety policies and processes. Participate in the security steering of ICMPD and in this role, act during emergencies and security incidents in line with the security SOPs. Address and advice on staff welfare issues related to work-related health issues, work facilities and promote a healthy work-life balance. Collaborate and advice supervisors on identify and address issues. 3

4 4. Team management: Guide and supervise the staff of the HROD team ensuring clarity of tasks and harmonious working relations within the team and drawing upon individual strengths and capacities. Ensure that management and communication processes are effective, efficient and transparent. Oversee staff appraisal and appraise the performance of direct supervisees according to ICMPD s performance management system. Mentor and motivate staff, develop staff skills and provide for conflict resolution. Assess needs and plan of human and financial resources for the HROD. Lead work planning in HROD and monitor progress. Ensure quality by monitoring and reviewing key work outputs. Guide and oversee day-to-day activities by taking decisions, sharing information, guiding the development of new initiatives. Address and solve operational bottlenecks. Keep the HROD team abreast with overall developments relating ICMPD s strategy, goals and results ensuring team commitment to organisational objectives. Organisational development initiatives such as on enhancement of culture conceptualised and supported by expert-advice and facilitation. ICMPD s change processes supported by expert-advice in planning and facilitation. Economic and effective reward systems in line with sector best practices and aligned with the organisational resources and responsive to market conditions developed and implemented. Timely and efficient People Management operations implemented and services delivered across the ICMPD. ICMPD s culture and performance enhanced by new approaches to development of leadership, managerial competencies and staff motivation and talent acquisition and retention launched. 4

5 Essential Qualifications Education: Advanced university degree (Master s level) in human resources, organizational development, public or business administration or a relevant field. Experience: A minimum of 10 years of experience in people and organisational development with up- to-date technical skills and knowledge and strategic level practical experience in developing the interplay between organisational development, organisational change and people management. A minimum of 5 years of work experience in a senior managerial role at the level of the post in an international organisation is a requirement. Experience in international context and in the management of multi-cultural networked and remote teams. Experience in strategic people management and in development of core HRM operations and processes. Strong technical experience in organisation design, planning and developing structures and jobs in international organisations. Conflict resolution experience combined with strong situation assessment, problemsolving and facilitation skills. Knowledge, skills, abilities: Proficiency in (verbal/written) English, proficiency in another major EU language, Russian, or Arabic is an asset. Excellent strategic thinking, planning and execution skills. The ability to anticipate and analyse complex organisational issues and to conceptualise and adapt OD and people implications to changing strategies and operating environment. Demonstrated expert-skills and extensive experience in conceptualizing, planning and leading change and organisational development in both managerial and expertroles in international organisations. Strong personal integrity, maturity and judgement. Excellent interpersonal and communication skills. Good organisational skills including managing conflicting priorities Strong managerial competencies and teambuilding abilities. Good understanding of ICMPD s mandate and activities.
