1 Version Sustainable Development Goals in FCA s work Call for bids and Terms of Reference Introduction This document includes the Terms of Reference (ToR) for desk research and editing process on Sustainable Development Goals in FCA s work. FCA has done a fair amount of work in relation to the Sustainable Development Goals. For example, they feature in global strategy as well as in global program and reporting. The Agenda 2030 and the Sustainable Development Goals (SDGs) are a universal platform to both support and rethink development. They form an essential part of the policy context guiding FCA's work. FCA s work is fully in support of the agenda s universality, applied to all countries, to all people, with an implicit recognition of international collective action. FCA s programme specifically promotes the interconnectedness of the SDGs. It contributes broadly to the SDG framework, both specific goals and interrelated goals (specifically it contributes to at least 10 of the goals and altogether 22 targets). Having said that, there may be further synergies to be explored to improve consistency of how FCA reflects on and contributes to the SDGs. This process explores suggestions on how things could be improved and effectiveness increased. Some challenges to be addressed: There is an increasing internal and external need to be able to reflect, communicate and influence on SDG related progress locally, nationally, regionally and internationally. Even though FCA has lots to offer, currently FCA response to SDG is more reactive than proactive, for example in responding to donor related questions or other initiatives. SDGs are conceptually co-owned at FCA, with modality heads and thematic advisory keeping up some level of reporting; a stocktaking exercise would bring those resources and the joint knowledge together; FCA Head Office and countries are programmatically operating on 100%, so there are limited human resources available for any SDG related, additional action Purpose, Objectives, and Output In order to address the challenges above, FCA will start a light and flexible process to improve FCA readiness to reflect, communicate, influence, and report on SDGs. Specifically: 1. Increase common understanding of the SDGs and the Agenda 2030 within FCA 2. Continue to increase clarity on how FCA s work contributes to the SDGs 3. Strengthen readily available advocacy messages in relation to specific SDGs/ a combination of SDGs and the SDG framework Agenda more generally.

2 Specifically, the process main outputs are: 1. Well documented desk research on SDG state of play, including SDG and Agenda 2030 relation, main donor and international organizations policies on SDGs, main follow up mechanisms on different levels; Outputs: documented list of available SDG resources (including summary of why and how the resource is relevant). 2. Summary paper: FCA and SDGs / Agenda 2030; why are they relevant to FCA; how FCA contributes to them; difference between agenda 2030 and SDGs; relation to other relevant global policy processes (compacts /WHS etc.); main progress tracking / SDG monitoring 3. Short specific issue / theme papers a. SDG: Advocacy Recommendations (max 5 pages) b. FCA for international donors (max 2 pages) c. SDG reporting summary per theme and cross-theme linkages (2 pager per theme) d. FCA's communication (guidance package max 2 pages) e. Ideas / script notes for SDG short video / visualisation Deliverable Inception report / documented desk research Draft summary paper (output 2 above) Final introductory paper and material for short specific papers TOTAL DURATION after 5 work days after 10 work days after 15 work days 15 work days Duration Scope and Methods This is a small scale activity with somewhat limited financial and human resources. The timeline is somewhat flexible, however, may be tied to the SDG related High Level Political Forum July 2019, which has a substantive overlap of specific SDGs and FCA s work and themes. This process, document development and editing writing shall apply standard methods used for this kind of desk research. Literature review and desk study are essential. Political decisions and policy documents should be part of this review. In addition, it is desirable that the consultant works through primary sources, i.e. includes key informant interviews with stakeholders and FCA staff. Secondary information (through other civil society actors, peace support actors, international civil society etc.) shall be used, but should be assessed carefully in terms of its applicability and validity. FCA aspires to reduce travel as much as possible. Other methods than face-to face meetings should be considered.

3 Required qualifications and experience for candidates and requested attachments The bidder shall have sufficient economic and financial standing, technical capacity and professional ability to deliver required services. The bidder shall be legally registered in the country of location. If required by FCA, the bidder whose tender is accepted shall further provide evidence satisfactory to FCA of his / her eligibility through certificates issued by competent authorities in the country of establishment or operation. Before entering into an agreement with the selected bidder, the bidder shall, if requested, submit to FCA the financial statements of two previous years. Before entering into a contract, the selected Bidder supplies information and certificates defined in The Act on the Contractor s Obligations and Liability that are no older than 3 months. These requirements are only applicable to bidders who are enterprises. Required expertise The successful implementation of the consultancy requires strong and proven expertise in programme and policy research as well as excellent analytical, writing, editing and presentation skills. To be eligible the candidates should have at least the following qualifications: University degree at the post-graduate level in relevant field of study (e.g. development, communications, education, social science, political studies). Solid knowledge and at least 5 years experience of NGO related advocacy, development cooperation or humanitarian programme development, assessments, methods and approaches. The candidate has a proven track record on SDG related work, such as advocacy, report production. Practical understanding of FCA s themes (quality education, peace, livelihood), modalities (humanitarian assistance, development cooperation, advocacy, investment) and sectors (civil society, public sector, private sector) as well as on rights-based approach. Excellent writing, editing and copy-editing skills in English; ability to speak, write and work in English; proven track record of advocacy report writing; Graphic and layout design and communication material production as considered an added plus. Familiarity with NGO cooperation in Finland and / or internationally The consultant(s) is (are) requested to attach a CV(s), name referees with contact details and provide references of similar consultancies. References shall include description of the service provided, lengths of contract and contact details of the customer. References are used in evaluation of the bids. The total duration of the consultancy has a range of person days. The assessment may be conducted by an individual consultant or a team. Maximum number of consultant work days of 15 applies in either case.

4 Selection criteria: Criteria used are: - Expertise and experience o experience in conducting similar assessments as sole consultant or team leader o demonstrated understanding of SDGs o demonstrated understanding of advocacy report writing o demonstrated understanding of FCA s key thematic areas (Right to Peace, Right to Quality Education, Right to Livelihood) and ability to identify cross-thematic synergies - Organization and methodology proposed o The understanding of the task o Appropriateness of the conceptual framework of the methodology proposed - Possibility to start in November Financial criteria (daily rates, complete financial offer, value for money) Qualitative award criteria Max points Expertise & experience e.g. 45 Organization & Methodology e.g. 25 Availability e.g. 10 Price factor: cheapest tender / this tender e.g. 20 Total score 100 Price The price shall include the daily consultancy fee (x days), as well other costs (travel etc.) if applicable. The maximum total budget for the consultancy is set at 8500 EUR excluding VAT, however competitive pricing will receive higher points as indicated above. FCA shall not cover insurances or any office or equipment costs of the consultant(s). No physical bids will be accepted.

5 The bids should include: CV Proposal narrative (free format) Budget (at VAT 0) including daily consultancy rate and travel costs (if relevant) At least one recommendation / reference for similar tasks No incomplete bid or late submission will be accepted. Exclusion from award of contracts Contracts may not be awarded to tenderers who, during the procurement procedure: Are guilty of misrepresentation in supplying the information required as a condition of participation and eligibility in the tender procedure or fail to supply this information. Perform, condone or tolerate corrupt, fraudulent, collusive or coercive practices, regardless of whether such practices can be attributed to this tender procedure; The consultant(s) is (are) requested to attach a CV(s), name referees with contact details and provide references of similar consultancies. References shall include description of the service provided, lengths of contract and contact details of the customer. References are used in evaluation of the bids.
