6 Job Descriptions 1 INTRODUCTION This document contains an extensive job description of each Avion Training staff member. The job descriptions are supplementary on the OM of Avion Training and are in this case, under responsibility of the HT. The amendment procedure is the same as the procedure described in the OM. In this document staff members are stated between brackets at the end of some bullets under tasks or competences. This means the task or competence must be discussed with this staff member, before executing it. Revision 0 Page 6-21

7 2 ACCOUNTABLE MANAGER 2.1 ENTRY REQUIREMENTS Demonstrable knowledge of applicable air law Demonstrable knowledge of the flight school s valid documentation Demonstrable knowledge of the compliance and safety system Sufficient financial resources 2.2 RESPONSIBILITY 2.3 TASKS The AM has authority to ensure that all training activities can be financed and carried out to the standards required by the Turkish CAA. Beside this the AM has overall responsibility for the Management System, including the Safety accountability and the frequency, format and structure of the internal Management Evaluation activities. The AM will have the ultimate responsibility for ensuring, through the Compliance Monitoring Manager, that corrective action re-establishes compliance with the standard required by the Authority and any additional requirements established by Avion Training. Beside this the AM is responsible for pilot provisioning and the marketing and sales department. Determine: o the number and types of training aircraft that will be used (HT) o the number of flight and ground instructors that will be employed (HT) o the number of classrooms and other types of training facilities (synthetic training devices, etc.) intended for use (HT) o The supporting infrastructure (staff offices, operations room, briefing rooms, rest rooms, hangars, etc. (HT) o The planned number of students (by month and course) (Board) o The capital expenditure necessary to provide the planned facilities o The costs associated with running each of the courses for which approval is sought o Income forecasts for the period of approval o A forecast Financial operating statement for the business for which approval is sought o Details of any other financial trading arrangement on which the viability of the approved organization may be dependent Ensure that sufficient resources are allocated to the combined safety manager and compliance monitoring manager function. 8 3 HEAD OF TRAINING 3.1 ENTRY REQUIREMENTS The HT shall be nominated. The HT shall have extensive experience as an instructor in the areas relevant for the training provided by the ATO and shall possess sound managerial capability. He should hold or have held in the 3 years prior to first appointment as HT, a professional pilot licenses and associated ratings or certificates issued in accordance with Part-FCL, related to the flight training courses provided. 3.2 RESPONSIBILITY 3.3 TASK The nominated head of training (HT) has the overall responsibility to ensure that the training is in compliance with Part-FCL. He must ensure the satisfactory integration of flight training in an aircraft or a flight simulation training device (FSTD) and theoretical knowledge instruction. He is also responsible for supervising the progress of individual students. He is also responsible for supervising the progress of individual students and the selection process. 10 4 CHIEF FLIGHT INSTRUCTOR 4.1 ENTRY REQUIREMENTS The CFI should have completed 1000 hours of flight time as pilot-in-command (PIC). At least 500 hours include flying instructional duties related to the flying course provided of which 200 hours may be accounted for as instrument ground time. The CFI shall hold the highest professional pilot licence and associated ratings related to the flight training courses conducted and hold an instructor certificate with the privilege to instruct for at least one of the training courses provided. 4.2 RESPONSIBILITY 4.3 TASK Avion Training nominated a CFI (conform the procedure described in the work procedures document) who is responsible for the supervision of flight and flight simulation training instructors and for the standardisation of all flight instruction and flight simulation instruction. The CFI may delegate standardization and supervision to the flight instructors. The CFI is ultimately responsible for ensuring quality and standards in all training areas, including theoretical training. Remark: Avion Training performs groundschool during the practical training. These groundschools are given under the direct responsibility of the CFI. In case instructor is mentioned in the tasks below the following instructors are meant: flight instructors, synthetic instructors and instructors performing groundschool lessons. 12 5 CHIEF THEORETICAL KNOWLEDGE INSTRUCTOR 5.1 ENTRY REQUIREMENTS The CTKI shall have extensive experience as a theoretical knowledge instructor in the areas relevant for the training provided by Avion Training. 5.2 RESPONSIBILITY 5.3 TASK Avion Training shall nominate a CTKI (conform the procedure described in the work procedures document) who shall be responsible for the supervision of all theoretical knowledge instructors and for the standardisation of all theoretical knowledge instruction Remark: Avion Training performs groundschool during the practical training. These groundschools are given under the responsibility of the CFI. Remark: in case theoretical knowledge instructor is mentioned in the tasks below the following instructors are meant: instructors performing theoretical lessons not being part of the practical phase. Without permission of the HT the amount of flight instruction hours will not exceed 200 hours a year. The instruction flights will also be used to check the theoretical knowledge of students and give ground instructors feedback about this. 14 6 COMPLIANCE MONITORING MANAGER 6.1 ENTRY REQUIREMENTS Be able to demonstrate relevant knowledge, background and appropriate experience related to the activities of the organization; including knowledge and experience in compliance monitoring Demonstrable knowledge of applicable airlaw Demonstrable knowledge of the compliance and safety system 6.2 RESPONSIBILITY 6.3 TASK The CMM is responsible for the management of the Compliance Monitoring System and the ComplianceMonitoring & Safety Management Manual (CM&SMM) and for ensuring that the Compliance Assurance Program is properly implemented, maintained and continuously reviewed and improved. The primary role of the Compliance Monitoring Manager is to verify, by monitoring activities in the field of training, that the standards required by the Turkish CAA, and any additional requirements as established by Avion Training, are being carried out properly under the supervision of the HT, CFI and the CTKI. 15 7 AUDITOR/INSPECTOR 7.1 ENTRY REQUIREMENTS The auditor/flight inspector must have relevant knowledge and experience as an auditor/flight inspector and be acceptable to the Compliance Monitoring Manager. The Auditor/flight inspectors should not have any day-to-day involvement in the activity to be audited. 7.2 RESPONSIBILITY 7.3 TASK The auditor/inspectors are on behalf of the Compliance Monitoring Manager, responsible for performing audits of defined areas of the organization, as described in the Audit & Inspections Plan. Prepare and maintain audit/inspection checklists, relevant to the activity to be audited/inspected (CMM). Identify and record any concern or finding, and the evidence necessary to substantiate such concerns or findings. Initiate or recommend solutions to concerns or findings to the Compliance Monitoring Manager. Prepare and submit an audit/inspection report after each audit/inspection. 16 8 SAFETY MANAGER (SM) 8.1 ENTRY REQUIREMENTS Be able to demonstrate relevant knowledge, background and appropriate experience related to the activities of the organization; including knowledge and experience in safety management Demonstrable knowledge of applicable airlaw Demonstrable knowledge of the quality and safety system 8.2 RESPONSIBILITY 8.3 TASK The SM should act as the focal point and be responsible for the development, administration and maintenance of an effective safety management system. Facilitate hazard identification, risk analysis and management. Monitor the implementation of actions taken to mitigate risks, as listed in the safety action plan. Provide periodic reports on safety performance. Ensure maintenance of safety management documentation. Ensure that there is safety management training available and that it meets acceptable standards. Provide advice on safety matters. Ensure initiation and follow-up of internal occurrence / accident investigations. Review and edit the Safety Manual (AM, Turkish CAA, CMM) Initiate SAG and SRB meetings Guide the process of change management (new employee, new activities, new location etc.) Promote safety policy 8.4 DELEGATED TASKS Delegated to the SAG (if applicable): Investigation of occurrence reports. Providing personnel and students with flight safety related information. Monitor operational safety, which includes handling and follow-up of the Occurrence Reporting program (ref. OM A.3). Coordinate risk management and resolve identified risks. Assess the impact on safety of operational changes. Ensure that safety actions are implemented within agreed timescales. 17 9 PLANNING, LOGISTICS AND OPERATIONS MANAGER (PLO MANAGER) 9.1 ENTRY REQUIREMENTS The Planning, Logistics and Operations manager shall have relevant experience on the type of operation to be performed or shall have been involved in the training at Avion Training. 9.2 RESPONSIBILITY 9.3 TASK The PLO manager is responsible for all preparations regarding a smooth flight training operation (i.e. scheduling of instructors, students and aircraft), guarding the operation and taking care of the corresponding administrating actions. If necessary, planning and dispatch personnel are assisting him on location. They are responsible for performing all delegated tasks in a timely, effective and efficient matter under responsibility of the PLO manager and, in case of office related tasks, under the responsibility of the office manager. Checking the validity of aircraft documents Updating of flight preparation material Regularly checking read out of tracking system of airplanes To dispatch flights and monitor the flight program To check students documents after flight To feed fleet information to maintenance and planning personnel To exchange operational information amongst pilots and student pilots To assist in the investigation of flight operational irregularities, technical problems, incidents and accidents Daily planning of students, instructors and aircraft Monitoring duty times, flight times and rest times. 19 10 FLIGHT AND FLIGHT SIMULATION TRAINING INSTRUCTOR 10.1 ENTRY REQUIREMENTS The flight instructors and flight simulation training instructors shall hold the qualifications required by Part-FCL for the type of training that they are going to provide 10.2 RESPONSIBILITY 10.3 TASK The instructor (being flight or simulator training instructor) is responsible for a high quality and safe training of students Flight/simulator briefings. 20 11 THEORETICAL KNOWLEDGE INSTRUCTOR 11.1 ENTRY REQUIREMENTS The theoretical knowledge instructor shall have a practical background in aviation in the areas relevant for the training provided and have undergone a course of training in instructional techniques; or Previous experience in giving theoretical knowledge instruction and an appropriate theoretical background in the subject on which they will provide theoretical knowledge instruction. The theoretical knowledge instructors should, before appointment, prove their competency by giving a test lecture based on material they have developed for the subjects they are to teach RESPONSIBILITY 11.3 TASK The theoretical knowledge instructor is responsible for high quality teaching of the theoretical knowledge necessary for the type of flight training the student performs. Remark: The instructor that performs radiotelephony lessons is being looked at as being a TKI Theoreticalknowledge instruction Administrative tasks related to their theoretical instruction.
