The African Development Bank hereby invites Individual Junior Consultants to indicate their interest in participating in ORPF s assignment entitled Analysis of the Bank s Track-Record on Procurement. 2. The assignment comprises, a desk review of documents, conducting research of specific topics related to the Bank s procurement reform exercise using documents available in the Bank as well as the public domain and analyzing the available Bank statistics on procurement. 3. The Procurement and Fiduciary Services Department invites Individual Junior Consultants to indicate their interest in providing the above-described services. A shortlist will be prepared and one Junior Consultant will be recruited for this assignment. Interested Junior Consultants shall provide, in their CVs, information on their qualifications and experience demonstrating their ability to undertake this Assignment (documents, reference to similar services, experience in similar assignments, etc;). 4. The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank s Presidential Directive No. 02/2012 Concerning the Procedures for the Acquisition of Consulting Services funded by the Administrative or Capital Expenditure Budgets of the Bank Group, which is available on the Bank Intranet Website at intranet.afdb.org. Kindly, note that interest expressed by a Junior Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist. 5. The assignment shall be delivered at the Bank s headquarters in Abidjan and the estimated duration of services shall be six months, commencing on 01 February Expressions of interest must be received at the address below no later than 26 January 2015 at 17:00 hours local Abidjan time and must specifically mentioning the name of the assignment; namely, Analysis of the Bank s Track-Record on Procurement. 7. 2 A. Background 1. Background: The African Development Bank is undertaking a review of its procurement policies and procedures with a view to finding the basis to ensure that they remain in tune with the changing world situation and continue to effectively serve its borrowers. The ADB s Rules and Procedures for Procurement of s and Works and Rules and Procedures for the Use of Consultants were first drafted in the early eighties and while progressive reviews have essentially modified provisions, largely to encompass new methods as well as aspects of the Bank s oversight procedures in light of the changing circumstances, these have not altered the underlying policies. Instead, changes over time have been largely incremental, as the need arose, in response to new concerns, lending instruments, and innovations in the delivery of development assistance. While these changes have improved procurement processes and ensured acceptable fiduciary compliance, it is thought that they have actually resulted in making procurement, in the eyes of a number of borrowers and Bank staff, more complex and time-consuming, especially for projects that do not entail large and complex contracts. It is in this light that a comprehensive review is called-for, and as a fore-runner to this, ORPF would need to do a number of studies and research work involving examination of available background documents, analysis of information, identification of any gaps, generation of proposals on ways and means to fill the gaps, and thereby complete the database in support of the review. 2. The Bank envisages conducting various studies and research work to assess the current status of the Bank s support to its Regional Member Countries (RMC s) capacity development procurement reform activities and Use of Capacity Systems including application of domestic and regional preferences, in light of the fulfilment of its obligations under the Paris Declaration, the Accra Agenda for Action and the Busan Consensus, and seek to chart the way forward with respect to the development of future procurement policy. B. Objectives 3. The goal of this assignment is to undertake a literature review and examine the available procurement statistics in an attempt to analyse the Bank s track record on procurement. C. Scope of Assignment 4. The assignment shall be conducted with the required professionalism and due diligence, to achieve the set objectives as it seeks to increase ORPF s understanding of the various aspect of the subject. The exercise will comprise desk review of documents, conducting research of specific topics related to the Bank s procurement reform exercise using documents available in the Bank as well as the public domain and analysing the available Bank statistics on procurement. 5. The Junior Consultant will essentially be responsible for the documents review, the in-depth data mining, compilation of the data tables and the report writing. He/she will be guided and assisted in all these aspects by an experienced Procurement Specialist in ORPF. D. Duration & Reporting Requirements 6. The junior consultant will be required to submit a monthly report summarizing his activities and research findings at the end of each month of the assignment. Reports highlighting the analysis, findings, impact, conclusions, lessons and recommendations will constitute the output of this

3 exercise. He/She will also submit any other report that may be required by ORPF management. E. Bank Contribution and Supervision 7. This assignment will be undertaken under the direct supervision of the Director, ORPF. Messrs. Ashraf Ayad, Chief Procurement Officer and John Mensah-Quainoo, Procurement Specialist Consultant, will provide advisory support. F. Essential Specialized Skills/Knowledge/Competencies 8. One Junior Consultant will be recruited. He/She will be a professional holding as minimum a Masters Degree or equivalent, in a relevant discipline such as engineering, science, law, procurement, business, commerce, mathematics. He/She shall; (i) be nationals of Bank Member Country/Countries; (iii) have a minimum of one and a maximum of five years of relevant working experience; (iv) be less than 32 years of age; (iv) have working knowledge of the Bank s standard software (Word, Excel, Access, Power-point and Web-tools); and (v) have working knowledge of English or French language and practical knowledge of the other language. Knowledge of the general public procurement concepts, principles and the practices which govern international public procurement, procedures, processes as well as the workings of the Bank s Operations Project Cycle and implementation environment, will be an added advantage.
