This includes a strong focus on leading staff and promoting the mission and values of CatholicCare through all aspects of the work. The role ensures that programs provide targeted support and make a difference to the lives of people and families who can have a variety of needs and circumstances. The position is expected to provide leadership in service planning, delivery and evaluation, through use of innovative and flexible approaches, and through promotion of and consistency with the practice framework. The position has overall responsibility for managing the human and financial resources for the programs to ensure greatest effectiveness and efficiency. The role leads the development of operational plans for Family Services and ensures the implementation of agreed plans and realisation of performance targets in all programs. The role will seek out and develop agreed partnerships with other organisations to facilitate service delivery. As a senior leader in the organisation, the role also contributes to the development and implementation of organisation strategic objectives. This includes working as part of the leadership team to drive change across the organisation. 1

Is responsible for the short to medium term (1-2 years) implementation of strategic solutions. Initiates programs/projects and ensures they are properly integrated and meet target delivery agreements. Communicates persuasively at all levels with staff, volunteers, clients and customers, and related stakeholders/groups and organisations both within and outside the organisation. Works with relevant parties/bodies to manage relationships constructively and consistently, exercising mature judgement to achieve balanced outcomes. Well-developed writing skills, understands multiple audiences and communicates relevantly. Able to present to a wide range of audiences. Extensive network of contacts across all relevant issues. FUNCTIONAL REQUIREMENTS KEY Strategic and Operational Planning Risk Develops strategic and operational plans for organisation or for a significant function within the organisation. Plans are aligned with the organisation's mission and direction and are linked to annual operating/budget plans and cycles. Opportunities for attracting clients and achieving growth are tested and built into approved plans. Provides input into contingency planning. Works collaboratively with other managers and relevant staff in the planning process. Ensures plans provide the framework within which the organisation/function must operate including the service, financial and community context. Balances risks and the compatibility of solutions with legislation, financial and other organisational constraints. Understands and determines the impact of decisions on the function or organisation and other parties, utilising a developed knowledge of the organisation and sector context. Ensures all reporting requirements are met and operational controls are in place to enable review of ongoing contract performance. Consults on when to seek external legal advice on contract provisions, providing relevant program and business information. Establishes policies and systems to enable effective contract management. Ensures operational managers and key staff can read, understand and interpret relevant contracts. For a diverse range of programs/projects or functional area, ensures people management activities are consistent with organisation values, policy and annual plans. Ensure recruitment, performance management, professional supervision and learning and development processes are in place and reflect team and organisation priorities. SELECTION CRITERIA Essential Knowledge Degree level qualifications in behavioural sciences, social sciences, education, management or related discipline. Either: o Post bachelor degree qualification e.g. Masters Degree, Post Graduate Certificate with minimum 3 years high, strategic level experience o Bachelor degree with minimum 5 years high, strategic level experience Thorough understanding of challenges affecting the delivery of high quality programs in the not-for-profit social services sector 4

5 Skills Highly developed critical thinking and analytical skills Proven ability to implement innovative service improvements especially in relation to growth Comprehensive project management skills and ability to lead agency wide project teams. Demonstrated success in managing staff and leading the achievement of high performance culture and the delivery of quality outcomes for clients. Sound financial management skills to ensure effective and efficient use of resources. Ability to assess and achieve compliance with relevant legislation, standards and codes of practice in Family Services Sound IT skills to support efficient business operations Superior oral and written communication Current unencumbered driver's licence. Willingness and ability to drive across the Wollongong Diocese and to travel to other locations as required. Behaviour Confidence in negotiating with and influencing strategically significant stakeholders at the most senior levels.
