Pact in Myanmar is currently seeking a motivated, experienced and dedicated candidate for the position of Senior Implementation Officer (Demand Generation). Position Title: Program/Department: Supervisor: Salary: Duty Station: Senior Implementation Officer (Demand Generation) Essential Health/ Program Implementation Department Technical Advisor (Demand Generation) Attractive, with generous staff benefits Hlaingtharyar Program Summary: Five-year programs to improve the quality, delivery, financing, and utilization of the Essential Package of Health Services (EPHS) among service providers at the lower levels of the health system, emphasizing results at the township level and below, resulting in improved maternal, neonatal, child health (MNCH) and TB outcomes. To achieve the goal, the Program will support Myanmar to achieve following results: Health system governance strengthened to improve the enabling environment for EPHS services Delivery of quality services in the EPHS improved by service providers at the township level and below Effective demand for quality EPHS services increased Position Summary: Under direct supervision of an assigned Technical Advisor (Demand Generation), the Senior Implementation Officer is responsible for regular day to day implementation, supervision, management, documentation, reporting of administrative, financial and program operation activities of project implemented in the respective township. In addition, the Senior Implementation Officer represents Pact in coordination with partner agencies and stakeholders of in the assigned Township. In collaboration with monitoring and evaluation staff, s/he will create a comprehensive and supportive supervision system for the project implemented within the township to support program quality monitoring. The Senior Implementation Officer will operationalize tools/resources and conduct regular program monitoring visits and in-depth project reviews. Partner agencies in township Technical advisor (Demand Generation), Township Team Grant & Operation Service Department M&E Department Regional Office Specific Duties and Responsibilities: 1. Management and Leadership On what Coordination and relationship building with external stakeholders and partner agencies general office administration, procurement and financial management of township office Policies and procedures compliance/improvement Regional government relations, external and internal visits Support the field implementation teams to set township yearly / monthly work plan and manage the team to achieve township project outputs in accordance with donor agreements timely and qualitatively. Ensure team members work closely together to achieve program activities and objectives without conflicting the community schedule Ensure that updated versions of key project documentation on policies and procedures, manuals and guidelines are available on township level and to follow on them. Ensure that program staff is familiar with relevant project documentation/s such as policies and guidelines. Ensure that mainstreaming of gender, accountability mechanism and Do-No-Harm are incorporated into project implementation. With assistance from Junior Program Officer, prepare and review budget projection plans including budget versus actual analysis monthly for any variance and respond as necessary for sound financial management of the Township Budget. Submit the financial requisitions and financial statements in approved budget lines. Keep all financial reports in auditable manner following donor and organizational policies and procedures Take full accountability to all reports submitted to relevant departments Maintain professional relationships with beneficiaries, partners and stakeholders. Lead township staff recruitment and staff performance review process in accordance with Pact policies and procedures. Provide coaching and timely feedback to staff members Ensure and alert for safety and security of township team members. Adhere to all of Pact s Code of Conduct policies including our Zero Tolerance Policy to Harassment, Sexual Exploitation and Abuse in the workplace. 3 Efficient and effective management of township activities as per approved work plan and budget Township activities at community level are delivered in line with Program Goals. Finance staff receive effective support Township finance and administrative system are operating according to standard procedures Files and documents are kept in the auditable manner and follow donor compliance. A well-organized and result-oriented Township office, functioning effectively and efficiently. Team work plan is developed in line with Township Work plan and targets are achieved to get Program objectives in qualitatively and quantitatively. 2. Coordination and Integration Develop, improve and sustain effective coordination with stakeholders, non-stakeholders, including partner agencies Liaise and coordinate with local authorities, government agencies, partner agencies and other stakeholders (CBOs / CSOs) to address issues related to overall program implementation and cohesion in assigned township Act as Pact s focal point of contact for partners at township level, and represent Pact in appropriate gatherings, meetings, forums, etc. at village and township level. Manage and support high level visits in assigned township Monthly Township meeting is conducted Effective and fruitful coordination and communication with stakeholders are developed, improved and sustained. Regular reports are generated and submitted to township level officials in a timely manner, as per guidance from Yangon. 3. Monitoring, Evaluating and Reporting Responsible for data collection, aggregation, analysis and reporting of routine M&E data of assigned township. Ensure timely preparation and delivery of all internal reports (program, financial and M&E) and submit a quality written monthly progress/narrative report with analysis results. Ensure adequate township program monitoring and evaluation to provide regular information on progress towards objectives and to assess the impact of the projects under the assigned township. Facilitate dialogue between different actors to seek solutions and ensure smooth functioning of the township program Prepare meeting minutes for coordination meetings with government officials and partner agencies and share those in a timely manner with Technical advisor (Demand Generation) VACANCY ANNOUNCEMENT (015-YGN/27/Dec/2018) Page 3 of 5

4 Expected Results Township's progress and impact meet the objectives of the project targets Township M&E files and documents are kept in a good data quality management system. Timely submission of all program, financial and M&E reports and meeting minutes to supervisor. 4. Quality improvement of project trainings and workshops Communicate with Technical advisor (Demand Generation) for technical guidance. Lead and assist in trainings and workshops together with team members, project orientation and essential health related Training. Reviewing the training and workshop outlines and report to make revision if necessary, after field testing. Provide coaching and timely feedback to staff members Provide necessary support and guidance for capacity building of Community Facilitators under his/her supervision; Expected Results Good training quality improvement mechanism in place. 5. Others Integrate the practice of Appreciative Planning and Action into program methodology and team building Ensure a harmonious and productive working environment in the office Maintain a friendly, professional and enabling working environment in the project office and facility at Township level, fulfilling the requirements set by Pact In coordination with the communications department ensure adequate township branding Other duties as requested by Supervisor. Appreciative Planning and Action is integrated into programming and team building Other tasks performed as needed Requirements and Qualifications: Bachelor s degree (preferably in health-related field) is required. Experience in MNCH and TB projects is preferable. 4 years of experience, preferably with an international development organization or in a similar context. Excellent coordination and collaboration skill with various stakeholders. Experience of working in complex social contexts and in rural activities is desirable. Good in English is required.
