1 RETAIL LEASING CONSULTANT POSITION DESCRIPTION Position Title: Responsible To: Council Program: Retail Leasing Consultant Senior Consultant, Property Development Property Classification Level: Salaried, Level 8 Overview of Program Contribute to the creation of great places through the pursuit of new development opportunities and the promotion, management and redevelopment of Council s existing property assets Key Relationships / Interactions Internal External Staff members across the Property Program City of Adelaide (CoA) staff members across all Portfolios and Programs Elected Members Public & Community CoA Tenants External Service Contractor providers Key Stakeholders and Developers State and Federal Government

2 Primary Purpose As part of the Property Program the Retail Leasing Consultant is responsible for; To provide overall strategic retail leasing and management to the Central Market Arcade shopping centre complex. Ongoing liaison with Victoria Square Shopping Centre P/L (Under-lessor) and their agents including the current owner/centre manager with the aim of establishing a back to back leasing arrangement for traders. Act as Councils representative and be the day to day point of contact for Arcade traders and attend regular trader briefing sessions. Timely and accurate negotiation of existing and new leases including; production and execution of leases, renewals and lease reviews. Ensuring leasehold negotiations are managed professionally with the Council role as landlord represented in a positive and professional manner. Aim to maximise returns to Council from commercial tenancy negotiations. Working closely with Council Programmes and teams on negotiation of leases. Liaise with professionals including retailers, tenants, property agents, banks and lawyers. Tracking the progress of lease documentation, maintain a lease register Maintain accurate tenancy schedules and other property data through the Property Management System software platform. Preparation of monthly reports as required. Assisting with other Property Projects as required. Responsibilities The Retail Leasing Consultant is responsible for the following project deliveries: Lease, Estate and Financial Management:- Act as Councils representative and be the day to day point of contact for Arcade traders and attend regular trader briefing sessions Liaise with and be the interface with the Arcade Traders Association (including the Association President). Ongoing liaison with Victoria Square Shopping Centre P/L (Under-lessor) and their agents including the current owner/centre manager with the aim of establishing a back to back leasing arrangement for traders. Provide recommendations and conduct the negotiations relating to vacancy leasing, lease renewals and new lease rent reviews, along with other tenant negotiations required, in a timely and professional manner. Provide overall strategic retail leasing advice and management to the Central Market Arcade shopping centre complex. Participate in tenancy planning for the most efficient tenancy mix. Prepare and implement tenant retention strategies. Carry out market research identify trends and explore emerging trends. Salaried Retail Leasing Consultant October 2016 TBA - Current Page 2

3 Liaise with professionals including retailers, tenants, property agents, banks and lawyers. Manage any leasehold issue and undertake where necessary any dispute resolution process. Have input into the standard building lease document and continually review its contents for improvement. Manage lease documents ensuring all policies and procedures are adhered to throughout the legal process and any ancillary consultation process. Ensure that all leases and other documentation including Agreement to Lease and Disclosure Statement, Guarantees etc are fully executed, in place and a document register maintained to trace movement of all legal documents. Preparing documents for execution by Council. Preparation of income and expenditure budgets including property outgoings along with budget assumptions. Preparation of correspondence, reports including council/committee reports adhering to the monthly/fortnightly timetable and procedures. The preparation of monthly narrative reports including Financial data. The vacant space along with leasing programs and negotiations in hand. Details of any extraordinary expenditure and the reasons for that expenditure, and any future expenditure required. Proactively manage as key contact for the organisation, the fit out and tenancy process as the store moves into operation. Progenesis Property Management System:- Update and monitor all essential property data, into Council s property and asset management systems. Maintain accurate Tenancy Schedules by ensuring all critical lease and property data, dates, actions is accurately recorded in the property management system program. Community and Public Engagement:- Engage in and apply Council s Public Consultation process as required in accordance with statutory obligations and Council s Public Consultation Policy. Qualifications People Management Financial Skills & Acumen Technical Knowledge & Experience Project Management Innovation & Initiative Resource Management & Decision Making Professional Development Customer Commitment & Integrity A tertiary qualification in Business and/or Property related discipline and/or /or commensurate demonstrated experience in lieu of formal qualifications. Demonstrated ability to communicate with and assist people in order to manage work and resources across a range of projects and in a manner that supports professional development. Ability to liaise successfully with tenants and external business partners to ensure the Corporations interests are adhered too. Demonstrate leadership qualities with the ability to promote teamwork and high productivity amongst staff. Display an ability to perform duties without supervision and to work under pressure. Ability to provide input into budgets for Corporation managed properties and monitor budgets of income and expenditure. Will have proven experience in Commercial Real Estate Leasing and Management or similar service industry. Experience in real estate and leasing procedures. Knowledge of Property Management practices and Acts, regulations and legislation including knowledge of current Human Resources, OHS&W and financial management practices, obligations and associated legislation and regulations. An understanding of basic project management principles which underpin the timely development of strategies, projects and programs and assist in cross functional collaboration. Experience in applying/managing best practice business principles and practices to the development and delivery of strategies, development plans, initiatives, programs, policy and procedures for the management of major development initiatives, and monitoring and reporting on outcomes. Ability to effectively utilise allocated resources which includes planning, delegating and prioritising. Ability to prioritise and be flexible when responding to changing priorities and demands. A commitment to ongoing professional development and continuous learning. A commitment to internal and external customers demonstrated through the provision of timely, reliable and expert advice on matters within the area of responsibility. Sound knowledge of Microsoft Office, Excel & Access, Property Management and Asset Management Systems. A thorough understanding of practices, procedures and outcomes required of a records management system. A high level of organisational and time management skills.
