1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SENR Programme Development Officer The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Assignment Details Assignment Title Programme Development Officer Organizational Context & Project Description Pursuant to Security Council resolution 2056 (2012), in 2013, the United Nations Security Council adopted an Integrated Strategy for the Sahel (UNISS), aimed at reducing the socio-economic vulnerability of 5 Nov 2018 Page 1 of 7

2 populations in 10 Sahel countries. Under the direct supervision of the Deputy Secretary-General, and in close collaboration with the United Nations Office for West Africa and the Sahel (UNOWAS) and the United Nations Development Group (UNDG), the Office of the Special Adviser for the Sahel (OSAS) is responsible for assisting the overall oversight and coordination of the implementation of the UNISS. The Special Adviser for the Sahel is mandated to bring more coherence and coordination of the multiplicity of strategies in the Sahel; monitor effective, comprehensive and integrated implementation of activities under the UNISS framework; liaise with the multiple actors in the Sahel region and articulate gaps and opportunities, including national and regional authorities, and contribute to changing the narrative on the Sahel through notably ensuring effective communication. The Special Adviser also facilitates the monitoring of the implementation of UNISS, in close collaboration with the UN system in the region. Under the supervision of the Policy Advisor and Head of Office, the UN Volunteer will work in the front office of the OSAS as a Programme Development Officer and support the work of the office in fulfilling the Special Adviser s mandate. No poverty UNV Focus Area Task description National capacity development via volunteer schemes Within the delegated authority and under the supervision of the Communication Officer, the UN Volunteer Programme Development Officer will: Communication and media Support the implementation of the communication plan: Collect relevant information, visuals and figures for the creation of communication tools Contribute to the drafting of articles Contribute to the messaging and infographics for social medias Support the development of the media relations Partnership Update and consolidate the database of journalists and media Contribute to the daily press review Contribute to prepare media advisory and press release Contribute to organize meetings with the press Support the role of the Communication Officer in partnership development and coordination with UN Agencies in the region and main stakeholders 5 Nov 2018 Page 2 of 7

3 Support the identification and mapping of potential partners in communication Support the organization of meeting with partners through the preparation of agendas, talking points, supporting documents, minutes and reports, etc. Identify key projects in the Sahel suitable to feed the Office of the Special Adviser to the Sahel (OSAS) s communication Resource mobilization Support identification and mapping of potential donors Research key information, field actors able to testimony (development workers, beneficiaries, community leaders ) and data useful for interactions with donors Create infographics and other visual material for external relations Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs As an active OSAS team member, efficient, timely, responsive, client-friendly and high-quality support rendered to OSAS and its beneficiaries in the accomplishment of her/his functions, including: In-depth understanding of the development landscape in the Sahel region in each of the 6 priorities of the Sahel Support Plan Highly effective, pro-active and reactive OSAS, regarded as a key actor for Sahel development by its partners and counterparts within and outside of the UN system High level of funding for the Sahel Support Plan OSAS has clear messages and a positive perception Propose excellent contents for communication 5 Nov 2018 Page 3 of 7

However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included ) and final repatriation (if applicable). Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. 6 - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
