Please find information in this pack to assist you in completing your application Context and Job Overview Greater Manchester is committed to becoming the first walking city region in the UK and seeks to create a walking movement across Greater Manchester, which sees more people walking every day. The approach is to: Invest in proven behaviour change programmes that promote walking ngage with businesses to encourage staff to walk to and from work Put walking and cycling route maps on websites and city apps Work with schools and workplaces to help them develop travel plans that promote active travel choices Provide coherent and consistent information and wayfinding to support travel and exploration on foot Work with communities to understand key walking destinations and local barriers to walking The Health and Care Partnership Board have invested 2million of Transformation funding to develop this aspect of the programme. The programme supports and complements Made to Move, the Mayor s Walking and Cycling Commissioner s strategy to provide substantial investment in the cycling and walking infrastructure. The Mayor decided in March 2018 to allocate 160 million of the government s Transforming Cities fund to the project, which brings the total spend on cycling and walking in Greater Manchester to around 15 per head. This funding is at the levels seen in great global cities such as Copenhagen and Amsterdam. Further funding streams are currently being identified in partnership with TfGM and the 10 local authorities. At the end of June 2018 this approach was progressed and consolidated into an innovative new plan to create a city-region-wide cycling and walking network made up of more than 1,000 miles of routes, including 75 miles of Dutch-style segregated bike lanes. The network named Beelines will be the largest joined-up network in the UK and has been developed with all 10 of the local authorities that make up Greater Manchester. Once built, the network will better connect every community in Greater Manchester. GM has also been announced as the world s first City Region committed to The Daily Mile by encouraging all its residents to get moving and adopt 15 minutes of physical activity every day. This has been launched with schools and will be increased with employers and communities. Together these initiatives aim to achieve a culture of walking and cycling and population level change in reducing inactivity levels and increasing participation in physical activity and sport across the population of GM. 3 Job Information Walking and Cycling Programme Manager Job Title: Hours: Package: Walking and Cycling Programme Manager 37 hours per week Salary 40,858 to 48,453 plus Local Government Pension Scheme, healthcare plan and training allowance. 4 Key Outcomes and Requirements of the Post Outcomes The Programme Manager will work with the GM Moving Strategic Manager and Walking and Cycling Programme Lead and partners across Greater Manchester to: Deliver a programme of transformational change, using insight, engagement, behaviour change and whole system approaches Reduce inactivity and increase participation in physical activity and sport Secure the greatest and fastest improvement to the health, wealth and wellbeing of the people of Greater Manchester Job Requirements Provide excellent strategic and programme management and systems to support delivery of the programme and the requirements of the Programme Board, ensuring the relevant and key stakeholders are directly involved and engaged in the processes, which need to be robust, but balance a need to be accountable and transparent with the desire for flexibility and to eliminate unnecessary bureaucracy Coordinate and drive the delivery of workstream plans and locality plans, ensuring that commitments to early priorities are met and that key risks and dependencies are clearly understood Drive programme delivery across the system by developing and effective programme management disciplines and progress monitoring reports that enable early spotting of variations, trigger support for partners and inform appropriate decision making nsure the evaluation processes are embedded in programme management, and realising benefits attributable to the programme, in the context of wide-ranging system changes Support the development of proposals for investment of time and/or money to support programme objectives, via the Transformation Fund and any other potential sources nsure that good practice and ideas arising from the work of the programme is highlighted and shared effectively across GM and through the Local Delivery Pilot Programme nationally Support co-ordination and delivery of change that is in scope of the programme To meet this challenge you will be an experienced strategic, programme or project manager able to successfully support activities and implement changes in a complex system. Ideally you will have experience of public sector health, but the experience we seek could be transferrable from roles across the NHS, local government, social housing, not for profit, management consulting or private health sectors.

5 Job Description The Programme Manager will establish and manage the systems for programme delivery and monitoring, to ensure the delivery of plans for walking and cycling in localities and with communities. The postholder will ensure programme standards are built in at every level, specifically including behaviour change methodology and high quality community engagement. The post holder is accountable for: Strategic Developing the Strategic Plan to deliver behaviour change that increases walking and cycling in GM Operational Promote and advance identified standards in the design, development and establishment of behaviour change models and approaches to walking and cycling Draw up programme plans and establish systems to track and monitor programme delivery that support localities and provide a coordinated overview Work closely with the leads in the localities to ensure systems support their needs as well as contributing to a GM collective picture With the Walking and Cycling Programme Lead and Communications Manager, support the delivery of campaigns, social movements, recruitment of cycling and walking champions, embed The Daily Mile in primary schools, and expand the concept across the life-course, in a variety of community and organization settings Co-create a range of digital tools, messages, incentive schemes to support everyday walking and cycling Develop tools and resources for cross sector workforces to raise awareness of benefits of walking and cycling and how they can promote with their customers Promote the ambitions of Greater Manchester in supporting operational excellence in Greater Manchester Transfer expertise and knowledge as appropriate, regarding innovation issues throughout the wider team and also externally to partners and lead providers including developing and delivering formal briefing/training to promote the work Forge positive and close working relationships with colleagues to achieve the objectives of GM and national partners Work in a matrix management style and foster close working relationships with other managers within Greater Manchester, including local authorities and CCGs

Assessment A/C /C Knowledge and experience of the public sector at a senior level, system transformation and public sector reform At least 4 years experience in strategic, programme and project management, and a proven personal track record of managing crossfunctional programmes through to delivery Must have an understanding of the background to and aims of current health transformation in GM Knowledge and experience of behaviour change methodology Knowledge of the impact of physical activity and inactivity on health and other outcomes Ability to analyse and interpret complex data and information and interpret the relevance to the success of the programme Ability to design, review and adjust programme plans to reflect the dynamic nature of a transformation programme xperience of financial and human resource management Demonstrable experience in complex stakeholder management and community engagement Skills Highly developed verbal and written communication skills with the ability to communicate on complex matters /T
