Your Career as a Public Housing Revitalization Specialist SNAP SHOT As a Public Housing Revitalization Specialist (PHRS), you support the mission of the Office of Public and Indian Housing (PIH) to ensure safe, decent, and affordable housing; create opportunities for residents' self-sufficiency and economic independence; and assure fiscal integrity by all program participants. The Office of Public Housing is responsible for the overall implementation, management, monitoring and oversight of the Public Housing programs at the national and local levels. You work in teams with other Public Housing Revitalization Specialists to support the day-to-day operations of Headquarters or field office(s) with technical assistance and advice. As a General Public Housing Revitalization Specialist, you perform a variety of work assignments, which may involve the interpretation of policies and procedures relating to PIH programs, and oversee all aspects of a PHA and grants. If you are a Facilities Management Public Housing Revitalization Specialist, you are considered a technical specialist and perform work assignments that specifically involve understanding policies and procedures related to the facilities management aspects of PIH programs. Your Expertise You review and evaluate assigned topics of a technical, administrative, or program nature (e.g., modernization, resident initiatives grant applications, environmental, audit findings resolutions, PHAs appeals, EHS certifications, Demo Dispo Conversion requests, and procurement and energy performance contracts) and utilize available computer equipment and data systems to maintain current PHA data, tracking PHA performance trends and compliance issues, and generating appropriate work products. If you are in Facilities Management, you use the Diagnosis, Problem Resolution, and Follow-up phases to review facilities management areas such as: General engineering matters related to maintenance activities, modernization programs (CIAP and Comp Grant), applicable Section 8 activities (Housing Quality Standards), 24 FR 85-36, Lead-Based Paint Poisoning Act, and Section 504. Previous Experience It is advantageous for the Public Housing Revitalization Specialist to have experience in the following areas: analyzing and evaluating program processes and procedures, analyzing data, writing reports, reviewing laws and regulations, and applying legal requirements. Key Duties and Responsibilities GENERAL ALL GS LEVELS The Public Housing Revitalization Specialist role involves a variety of duties and responsibilities pertaining to PIH programs. 7 The Importance of Mentoring Public Housing Revitalization Specialists gain a significant amount of valuable learning on the job. 8 Public Housing Revitalization Specialist GS-Levels Public Housing Revitalization Specialist GS-5 As a GS-5 Public Housing Revitalization Specialist, you serve as a trainee in the Office of Public and Indian Housing (PIH). The mission of PIH is to ensure safe, decent, and affordable housing; create opportunities for residents' self-sufficiency and economic independence; and assure fiscal integrity by all program participants. As an entry-level trainee, you assist senior specialists in a variety of tasks and are assigned routine aspects of Public Housing programs, primarily for developmental purposes. If you are a Public Housing Revitalization Specialist in Facilities Management, you perform work assignments that involve understanding policies and procedures related to the facilities management aspects of PIH programs. Major Duties and Responsibilities You assess and monitor performance of the Public Housing Agencies (PHAs) and participate in site visits and reviews, observe negotiations, gather data, and provide routine assistance. You develop reports, coordinate findings with higher-level staff members, and prepare recommendations for correction of observed deficiencies. You assist senior staff with assignments involving reviews and evaluations of assigned topics of a technical, administrative, or program nature (e.g., modernization, resident initiatives grant applications, environmental, audit findings resolutions, PHAs appeals, EHS certifications, Demo Dispo Conversion requests, and procurement and energy performance contracts), and draft statistical or narrative reports. You provide technical assistance to assigned housing authorities by responding to questions, and identifying technical assistance needs and developing assigned portions of tailored packages to address those needs. You utilize available computer equipment and data systems to maintain current PHA data, tracking PHA performance trends and compliance issues, and generating appropriate work products. You review Risk Analysis assessments with key staff to assure a performance oriented approach to the correction of PHA problems. You develop technical advice and guidance of policies and procedures on Public Housing Programs for Housing Authorities and affected members of the general public. You serve as a member of other teams to develop appropriate solutions (which often will be extended area-wide) to complex issues and problems identified by either remote monitoring or contact with field office staff. You assist staff to initiate, convene and chair meetings, workshops, seminars and conferences. If you are in Facilities Management, the following will also apply: You conduct targeted performance assessments of specific housing authorities or targeted compliance assessments of specific PHAs and assist senior staff in monitoring the compliance of all PHAs in the facilities management area. You assist senior staff with reviewing and submitting requisitions, change orders, contracts, utility allowances, relevant portions of the budget, and other facility management requirements for approval. 9 Education/Experience You should have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service; and/or you may have a bachelor s degree from an accredited college or university preferably with a focus in public administration, law, or other related subject. You have a general understanding of Public and Assisted Housing Programs, as well as the factors that influence conduct of the business, financial or industry area assigned. Knowledge of HUD rules and regulations. 11 Public Housing Revitalization Specialist GS-7 As a GS-7 Public Housing Revitalization Specialist, you work in the Office of Public Housing either in Headquarters or a Field Office. The Office of Public Housing is responsible for the overall implementation, management, monitoring and oversight of the Public Housing programs at the national and local levels. Similar to GS-5, your position is considered entry-level and you serve as a trainee. In this position, you receive a variety of selected assignments and usually work under the guidance of a higher-level staff member. The work normally involves the performance of standard Public Housing functions that compose a segment of a broader project assignment. If you are in Facilities Management, you support the day-to-day operations of the Field Office, provide general assistance, and perform work assignments that involve understanding policies and procedures related to the facilities management aspects of PIH programs. Major Duties and Responsibilities You participate with staff specialists to assess and monitor PHA performance and/or compliance and perform site visits, observe negotiations, gather data, and provide general assistance to higher-level team members, as required. You develop reports, coordinate findings with higher-level staff members, and prepare recommendations for correction of observed deficiencies. You utilize various available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products. If you are in Facilities Management, the following will also apply: You participate on teams conducting targeted performance assessments of specific housing authorities. With supervisory guidance, you use the Diagnosis, Problem Resolution, and Follow-up phases to review facilities management areas such as: all technical engineering matters related to maintenance activities, modernization programs, and applicable Section 8 activities (Housing Quality Standards). You assist teams in conducting targeted compliance assessments of specific PHAs. Using Diagnosis, Problem, and Follow-up phases, you perform in-depth reviews of such areas as: 24 FR 85-36, Lead- Based Paint Poisoning Act, and Section 504. You monitor compliance of all PHAs in the facilities management area and work with others in identifying and developing strategies for dealing with the proper bidding, award procedures, and compliance with wage rates. 14 Public Housing Revitalization Specialist GS-9 As a GS-9 Public Housing Revitalization Specialist, you support the day-to-day operations of field office(s) with technical assistance and advice and perform work assignments, which may involve the interpretation of policies and procedures relating to PIH programs. You serve as an internal consultant within the field office and to the Program Centers or Management Centers on technical problems involving PIH activities and projects and must handle a wide variety of matters within the scope of the Office's responsibilities. If you are in Facilities Management, you perform duties specific to facilities management. Major Duties and Responsibilities You provide performance oversight, compliance assurance, and technical assistance for Public Housing Agencies under the jurisdiction of the HUB Office and or Program Center and participate in on-site reviews, audits and surveys of PHA operations to determine compliance with contractual and regulatory obligations and or to evaluate PHA management performance via PHMAP SEMAP or a revised management assessment instrument. You assess (on a continual basis) the performance of the PHAs in meeting public and assisted housing goals, using available information for both the Low Rent Public Housing and Section 8 programs. You assist the team in developing and carrying out recommendations when the housing authority management and local leaders are unable to improve performance and living conditions. You take action to either correct compliance violations by developing tailored training packages, information dissemination, etc., or recommending that potentially severe compliance issues be referred to the Inspector General. You provide technical assistance to staff in Program Offices and to housing authorities by responding to questions, identifying technical assistance needs, and developing tailored packages to address those needs using strategies such as peer assistance and local networking. You provide technical assistance and offer advice to Program Center staff, Management Center staff, or PHAs regarding the overall management and operations of HUD programs and coordinate activities with all Program Center, Management Center and Headquarters staff as is deemed necessary. You also assist higher-level staff in responding to questions and issues raised by staff in Program Centers, Management Centers, residents of housing authorities, applicants, and outside parties. You utilize various available computer equipment and data systems to maintain current PHA data, track PHA performance trends and compliance issues, and generate appropriate work products. You analyze PHMAP SEMAP or a revised management assessment instrument scores data, results of the physical inspections, audit findings and results of a customer service survey to identify trends, and develop strategies and unique plans to address extremely complex problems and issues. You identify performance trends, which indicate a particular problem area and develop strategies for responding to these trends. You also work with other Public Housing Revitalization Specialists to identify trends and develop strategies for dealing with these broad trends. You monitor the implementation and compliance with relevant PHA policies and procedures. You review progress of Near Troubled PHAs or PHAs with Improvement plans to ensure that targets are being met and review Risk Analysis assessments with pertinent staff to assure a performance-oriented approach to the correction of PHA problems. You assist in the identification, collection, and dissemination of "Best Practices" and prepare analytical papers on programs assessing effectiveness and suggesting new policies and policy changes having local and or national impact. 11 PHRS Career Path Guide

15 If you are in Facilities Management, the following will also apply: You monitor the performance of the PHAs in the facilities management area for both Low Rent Public Housing and Section 8 programs by reviewing building plans and specifications, contract and other proposals, requisitions, change orders, and implementation schedules. You participate on teams conducting targeted performance assessments of specific housing authorities. With supervisory guidance, you use the Diagnosis, Problem Resolution, and Follow-up phases to review facilities management areas such as: General engineering matters related to maintenance activities, modernization programs (CIAP and Comp Grant) and applicable Section 8 activities (Housing Quality Standards). You assist teams in conducting targeted compliance assessments of specific PHAs. Experience You should have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Knowledge, Skills, and Abilities Knowledge of Public and Assisted Housing Programs. You maintain current knowledge of Public and Assisted Housing Programs, as well as the factors that influence conduct of the business, financial or industry area assigned. 18 Public Housing Revitalization Specialist GS-11 As a GS-11 Public Housing Revitalization Specialist, you support the day-to-day operations of field office(s) with technical assistance and advice and perform work assignments, which may involve the interpretation of policies and procedures relating to PIH programs. You serve as an internal consultant within the field office and to the Program Centers or Management Centers on technical problems involving PIH activities and projects and must handle a wide variety of matters within the scope of the Office's responsibilities.
