1 Element 4: Training and Certification Training and certification are vital components of our OHS management system. Training is an ongoing educational activity and certification is a documented level of training for specific tasks. Training ABCXX Trucking Company follows six basic steps for safety training: 1. Analyze job safety requirements. 2. Plan safety training based on analysis. 3. Train all employees. 4. Evaluate competency. 5. Train again when necessary. 6. Document safety training and evaluation. Safety orientation A comprehensive safety orientation is required by law. Our safety orientation tells employees that our company is committed to protecting their health & safety and that they are expected to be equally dedicated. Safety orientation builds awareness of hazards and requires employees to commit to follow safe work procedures. Our company owner or senior supervisor ensures that all required topics are discussed with the worker and verifies necessary certifications (such as a valid driver s license and current forklift operator ticket) before permitting the employee to start work. Both the worker and person providing the orientation sign the completed orientation form. Safety orientation legal requirements ABCXX Trucking Company complies with the Occupational Health and Safety Regulations (OHSR) requiring that a young or new worker must receive a health & safety orientation and workplace-specific training before the young or new worker begins work. Similarly, our company also complies with the Canada Labour Code Part II that requires employers to provide the information, instruction, and training necessary for every employee s health & safety at work, and to make every employee aware of all known or foreseeable health or safety hazards in the area where the employee works. Under OHSR, our safety orientation is provided to any worker who is: new to the workplace returning to a workplace where hazards have changed during worker s absence affected by a change in the hazards of a workplace relocated to a new workplace with different hazards from previous workplace Our safety orientation includes: general OHS requirements (such as company safety policies, employees rights, and injury reporting procedures) job specific requirements (such as site job task hazards and safe work procedures) Occupational Health & Safety Management for Small Employers Page 23

3 Safety orientation learning and remembering Because a new employee may struggle to remember all the information received during orientation, ABCXX Trucking Company provides a copy of this manual during the orientation and we tell all employees where to access additional OHS information. Safety orientation topics and discussion During orientation, the supervisor or trainer providing the orientation discusses each topic as needed. Orientation Topic General Requirements Personal Protective Equipment (PPE) Discussion Points When and how to use required PPE Where to obtain PPE Limitation of protection Inspection, maintenance and storage Emergency Response Plan (ERP) How to contact first aid attendants Locations of emergency equipment (such as first aid kits, fire extinguishers, spill kits) How to use emergency equipment Evacuation procedures Job Specific Requirements Mobile Equipment (Forklift) Speed limits and locations of travel lanes Load limits and procedures for safe operation Equipment inspection and maintenance How to report deficiencies Use of eye contact between operator and others in the area Lockout/Tag Out (for vehicles and mobile equipment) Define lockout When to lockout Types of lockout Review procedures for specific equipment Certification Competency means having the ability, skill, proficiency, or expertise to perform tasks in a safe, reliable, and reproducible manner. Certification is a tested and documented level of education or training required for specific tasks. Certification legal requirements Some employees are required by law to have certification. Lift truck operators and first aid attendants, for example, must be certified for their tasks. Drivers must have licences and abstracts. (This company uses the Record of Road Test to assess all aspects of driving performance.) Drivers and other workers may also require dangerous goods certificates or WHMIS training. Our company ensures that all required certifications are maintained to comply with legislation and we keep track of all employee required certifications. 4 Job Specific Training and Certification All employees will be trained and instructed on safe work procedures relevant to their assigned duties and responsibilities. Owner operators will be trained, evaluated, and monitored the same as regular company workers. All workers and owner operators will be provided with job specific training on the potential hazards and risks associated with their work activities and the required safe work practices and procedures to be followed. Job specific training enables new workers to understand the operating standards of the company. When there are changes in business processes and operations, refresher training will be provided. Our company will provide or ensures that employees have obtained the necessary certification required by legislation before permitting employees to operate equipment and before assigning employees to job tasks where certification is required. Employees are responsible for: 1. Carrying with them the required proof of certifications (such as drivers licenses, first aid tickets, forklift tickets, and similar certificates) 2. Keeping track of the re-certification dates of their tickets and they must alert their supervisor/company owner to arrange refresher training. 5 Evaluation ABCXX Trucking regularly evaluates all workers to ensure that they are competent and know safe performance standards for their assigned tasks. Our evaluation program includes the following: Conduct worker competence evaluation (interview, observe, document) at least once a year for each employee. Ensure competence assessment form is signed by worker being assessed and the assessor (company owner or supervisor). Re-assess any worker who has been involved in an incident. Track all employee evaluations. Our company uses the Record of Road Test for evaluating driver s skills and the Worker Competence Assessment checklist for all employees. Worker Competence Assessment Checklist Evaluating worker competence ensures that employees have the necessary knowledge, skills, and ability to follow safe work procedures in carrying out their assigned tasks. All workers will be assessed at least annually. Worker competence assessments are also used to verify training effectiveness. Workers may be re-assessed if involved in an accident or incident. Documentation review to verify worker certification 2. Interviews to confirm worker knowledge 3.
