6 Our Experience with the accreditation scheme - retrospect DNV GL holds several accreditations under EU-ETS, SWEDAK, UKAS, RvA etc DNV GL has been in the EU ETS market as verifier since the beginning (1. phase) and a market leader in CDM/JI verification/validation Broad experience from standard ISO auditing, e.g. ISO & 50001, and verification services for instance ISO 14064, GHG Protocol (WBCSD/WRI) and climate footprint verification (products etc) DNV GL Norway has a long history as a certification partner for land and offshore industry in Norway Skilled and experienced ISO and CDM/JI auditor in the organization both from industry and authorities 8

7 Our Experience with the accreditation scheme Comprehensive regulations But from a verification perspective it is an advantageous to have clear regulations A lot of good reading in the guidance material 9

8 Operator requirements Things to bear in mind: The regulator doesn t always get it correct! Verifier need to address errors and incomplete MP The operator doesn t always know what they are doing! Good cooperation with regulator, Miljødirektoratet, during a very challenging period 10

9 Accreditation process Advantage in cooperation with other units in DNV GL already accredited; tools, procedures, training etc Single contact at NA. Easy to address questions, follow up after audit/witness etc A bit long application and approval process but did not slow down our marked approach and capacity building Office audit and witness audit was managed well and gave good learning points. Use of professional specialist from Sweden was a good experience 11

10 Verification Process DNV GL has developed a comprehensive workbook to facilitate and help the auditor through the whole verification process making sure all steps are well taken care off 12

12 Competence, qualification and knowledge sharing Personnel qualification often starts with: Already GHG auditor / verifier (e.g. CDM) or/and ISO auditor Then mandatory classroom training, on the job training, acting lead (under observation). Also need to document skills related to each industry sector through a comprehensive checklist and peer evaluation Peer review Different roles need to be managed because of integrity and to keep a robust organization not depending on individuals Auditor / Lead auditor Technical sector specialist Technical reviewer Competence evaluator 14

14 Main issues raised during 1. verification year Difficult process because of late MP, contracts late, operators was not observant to details, requirements and the need of a accurate verification process Operators accounting systems not robust. Difficult to have a good and transparent audit trail MP not including all sources Operators don t understand the requirements of including all The final emission verification report, in Excel, experience a bit bureaucratic (a lot of repetitions, difficult to separate what information need to address where, some information seems not necessary because already part of MP Altinn issues Emission factors Calculations (decimal issues) Management of report versions 16

15 Some concerns Season based activity and need for long term planning Auditors needs to fresh up skills before season starts Very technical kind of work not all auditors are fitted for the work need to like numbers and work with a high degree of accuracy level If possible it will be beneficial to perform regular ISO audits with ETS verifications not all customer/operators see the added value Operators don t have this high up on the agenda and priorities other task and don t recognize need of good planning Investment and operating expenses is relatively high vs revenue. Accreditation costs - The market is small, contract volume low. Need to look in to possibilities of joint accreditation audits with other schemes Qualification, training of resources Technical review Potential cost related to account opening in the ETS registry 17
