1 Application Systems Specialist Primary Location Belgium-Brussels NATO Body NATO STANDARDIZATION OFFICE Schedule Full-time Salary (Pay Basis) 3,797.29Euro (EUR) Monthly Grade B.4 Description DIVISION: NATO STANDARDIZATION OFFICE Standardization Support Branch Business Applications Section TITLE: Application Systems Specialist GRADE: B-4 Please note that the competition for this post will take place in Brussels and is provisionally scheduled for end February Post Context. The overall support of the NATO Standardization Office (NSO) is centralised under the Head Standardization Support Branch. The Business Applications Section (BAS) is under the responsibility of the Section Head BAS who serves as the principal advisor on Information Technology to the Director, NSO. Within BAS, the Application Systems Specialist is responsible for the NSO applications, the NSO web sites and the NSO databases. 2. Principal Duties. Providing support and maintenance to ensure availability and full functionality for NSO applications and web sites: 1/6

2 o Acting as the main web site manager, being responsible for the operation and maintenance of the NSO web sites ( intranet and internet web sites); o Being the main point of contact for any technical issue related to the NSO applications and web sites form internal and external users; o Maintaining the NSO web structure in accordance with the NSO Information Policy; o Transferring data form the high side to the low side systems and vice-versa if required, in order to synchronise the Standardization on both environments; o Developing, testing and maintaining the NSO sites web pages and related databases; o In the absence of the Section Head, being responsible for the security of the web sites including: Daily review of the web servers and reverse proxy logs; Interpretation of malicious attacks against the sites. o Maintaining the reverse proxy used by NSO. Acting as the Office s database specialist to generate reports and maintain, as appropriate in coordination with the NATO HQ database team, the Standardization related databases in both high and low side environments; Collaborating with contractors to report application issues and deploy and test new software packages/modules (integration testing); Advising NSO personnel and other staff within NATO HQ on the use of the Standardization applications; Replacing the Section Head when absent; 3. Essential Qualifications. Professional/Experience. Three years recent experience in web sites and database development as well as in maintaining, testing and deploying web based applications using: o ASP.Net MVC, ASP.Net Web API, Entity Framework o C# o JavaScript, CSS3, HTML5 o Microsoft SQL Server 2012, T-SQL o IIS 8 2/6

3 Good knowledge in JavaScript frameworks and single-page applications (SPA); Good knowledge and experience in Microsoft and open source scripting tools, JSON, XML, REST WEB Services,.NET Framework related technologies; Good knowledge and experience in Microsoft SQL Server Integration Services (SSIS) and Reporting Services (SSRS); Good knowledge in legacy web sites maintenance using classic ASP/VBScript technology and programming language; Good knowledge of current Microsoft Windows Server operating systems, Microsoft WEB tools, database solutions, as well as Office software and diagnostic tools; Knowledge and hands-on experience about Internet Development security threats and related solutions and countermeasures; Knowledge in mobile application development; Good knowledge of the Open Source software and tools such as Apache, including reverse proxy and security related modules; Experience with Configuration Management procedures; Knowledge of TCP/IP network suite protocols; Adaptability and experience of working in an international environment comprising both military and civilian elements. Education/Training. The incumbent must have vocational training and higher technical level or equivalent in information engineering/electronics or equivalent combination of qualifications and experience including: Web and database development; Training in Internet Security; Training in network operating systems and Server tools. Languages. A very good command of spoken and written English is required as the working language in the NSO is English. Candidates will be required to pass a one-hour multiple choice computer-based test in English at the required level as well as to demonstrate their abilities in the written test and interview. 4. Desirable Qualifications. Professional/Experience. Previous experience working in the NATO environment and knowledge of NATO computer security rules and procedures; The ability to produce elegant, modern, responsive user interfaces with a strong understanding of UI/UX design principles and practices; 3/6

4 The ability to develop MS Window applications in a client server environment. Education/Training. The incumbent should have experience or have attended formal courses such as MS Networking, Essentials, advances training in MS Office applications, HTML related technologies and tools and web graphics design, web applications security (OWASP). Languages. A working knowledge of spoken and written French. 5. Personal Attributes. An analytical mind and an organised approach to work; Be able to work well with others; A sense of responsibility and be able to organise the work under minimal supervision; The ability to adapt and keep abreast of new software and hardware developments. Professional Contacts. The incumbent maintains regular contacts within and outside of NSO on all levels, including contractors and NCIA. The Applications System Specialist has to advise staff personnel of all ranks and grades form the NATO Standardization communities. 7. Contribution to the Objectives. The Application Systems Specialist is responsible for the NSO applications and as such, is essential to the proper functioning of the organisation which relies highly on core business applications to develop standards and make standardization documents available to NATO and NATO partners. 8. Remarks. o Security Clearance NATO SECRET (if not currently held, the incumbent must be eligible for this level of clearance). 4/6

5 o Work Environment Normal office environment. 9. Contract. In accordance with the NATO Civilian Personnel Regulations (NCPRs), the successful candidate will receive a definite duration contract of three years, which may be renewed. If the successful applicant is seconded from the national administration of one of NATO s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years. Serving staff will be offered a contract in accordance with the NCPRs. 10. Recruitment Process.
