2 Foreword from James Hall, Director of IT Operations NSS Thank you for your interest in the role of Programme Manager (PM) for NSS. I wanted to add a personal message to the information contained in this pack to emphasise the importance of this role in my senior management team. This is a unique opportunity to join the leadership team of NSS at a crucial time as we move forward with a significant programme to replace a national system including the go-live and transition to Business As Usual (BAU) for the CHI and Child Health Systems (CHS). We need you to bring significant experience in leading and delivering the technical work streams of large-scale technology delivery during a period of transition and a new Target Operating Model for service delivery with our three commercial partners. This interim role for a period of 24 months is to provide our executive team, stakeholders, partners and our ICT staff with sustained strategic level leadership. You can expect to work closely with me, key stakeholders from Scottish Government, local government and NHS boards to drive forward our business and technology objectives. We are looking for an enthusiastic, inclusive individual. I need someone who combines good judgement, strong business awareness and strategic technical delivery with the experience and ability to lead, motivate and develop multi-disciplinary teams. You need to be able to work across boundaries, collaboratively, and be clear, concise and direct with those who do not possess the same level of technical expertise. You will have a track record of successful delivery experience in, or significant understanding of national, certainly multi-site technology platforms which interface with numerous national applications, be resilient and have recent and extensive experience of complex multi-million pound IT programmes. You will be experienced in the strategic management of suppliers and finding a way through commercial difficulties that can arise in outsourced service delivery models. You will welcome scrutiny processes, and be comfortable in taking on the responsibility of assuring others. 3 The Opportunity National Services Scotland (NSS), part of NHS Scotland, is responsible for providing a range of services to enable the 14 NHS Boards to deliver clinical and none clinical services to the people across Scotland. NSS also supports, facilitates and implements developments to improve the health and wellbeing of the population. Delivery of resilient, secure, effective and person centred care to the people of Scotland is the absolute priority for NSS. NSS is seeking to recruit a Programme Manager for a period of 24 months. This is a unique opportunity to join the top leadership team of NSS IT SBU at a crucial time as we move forward with the replacement of a national technology platform with our preferred commercial delivery partners. The Role The Programme Manager will have a crucial hands on role in overseeing the development, implementation into our datacentre and roll out across the 14 NHS Boards of the applications and IT infrastructure needed to support the CHI and Child Health Systems (CHS). In doing so, the candidate will also ensure that we maximise current and emerging digital technologies to aid the delivery of a positive citizen experience and efficient operations. You will bring or develop a keen understanding of the current and future landscape for digital public services. You will be expected to provide strong strategic leadership and senior-level advocacy for NSS. Main Duties The main responsibilities of the role are: Lead the delivery of significant programmes including technology and digital services for CHI / CHS, ensuring that the internal capacity and capability of the internal ICT function is cost effective and optimised to support the target operating with our external delivery partners. Understanding and developing the strong internal and commercial supplier relationships required to ensure successful deployment of the CHI / CHS applications. Providing advice to the key stakeholders including Scottish Government, NHS Boards, NHS our Executive Team and the Programme Boards, on Progress, IT/Digital issues highlighting potential risks and financial control to drive performance and service improvement. Owning and managing the responsibility for the governance of services. Leading and managing the IT Governance and Change process to ensure the required approval and testing of new systems and services prior to live deployment. Manage IT/Digital Risks in accordance with the organisational risk appetite and ensure measures are in place to remove or mitigate. Person Specification Your application (contained to two sides of A4 only) will need to demonstrate how you meet the competencies, skills and experience set out below. Key Criteria Essential

4 Major technology programme delivery experience with a successful track record of implementation and benefits realisation. Ability to develop excellent relationships with a wide range of senior stakeholders and technical experts. Supplier management skills ability to negotiate, influence, and manage the supply chain. Significant IT operational management experience, including designing and deploying target operating models using ITIL based disciplines. Ability to operate and communicate up to and including Board level Ability to build strong confidence in senior stakeholders Strong people and organisational change management skills A clear and consistent track record of success in delivering complex, high-profile technology services, which are user focused Understanding of the evolving technical landscape and wider digital trends in the industry and how they may impact public facing services. Proven ability to manage and communicate strategic risks arising from technical activities and the digital transformation agenda. Proven track record of working successfully with vendors and suppliers at the highest levels and of building effective multi-disciplinary delivery teams. Desirable National systems implementation including multiple 3 plus, suppliers in a Health setting would be advantageous. Familiar with NHS Services in Scotland An understanding of system integration, architectural interoperability and governance. Awareness of or previous experience in public sector procurement processes and frameworks. Remuneration and Location A competitive salary package is available to a candidate who can meet the requirements set out in this information pack and who can commit to the full 24 month engagement from the date of taking up post. This is a full time interim appointment predominantly located in Edinburgh, however applicants will be expected to travel to Glasgow and other NHS locations in Scotland as the role dictates.

This means that at all stages of the recruitment process you will be assessed against the competencies we consider necessary to do the job. This approach starts from the application stage so it is important that you complete your application as fully, but concisely, as possible to demonstrate how you meet the requirements of the post.
