1 Job Description Job Title: Location: Hours: Grade: Service: Reports to: Operational Manager (Lincolnshire) Lincoln/Boston/Grantham or other site within the county to be agreed 37 hours per week Family Action Grade 4 (upper) Services and Innovation Deputy Director of Services and Innovation, Central Function: To have operational management responsibility for the development and delivery of services in Lincolnshire. To lead, manage and organise a Behaviour Outreach Support Service with a multi-disciplinary ethos and have line management responsibilities for the Deputy BOSS Manager. To ensure the Behaviour Outreach Support Service provides a comprehensive and integrated service for schools to access targeted support for managing challenging pupil behaviour for pupils at risk of permanent exclusion. To ensure that all aspects of contract delivery, staff management, performance and financial management, safeguarding and health and safety compliance are adhered to To ensure schools are supported to develop their capacity to manage challenging behaviour and identify opportunities to intervene before issues become engrained. Principal Accountabilities: 1. To have overall responsibility for the delivery of the Behaviour Outreach Support Service and management of the strategic relationships with schools, partners and commissioners to ensure effective delivery of the service to all schools across the county. 2. To develop and lead a countywide service instilling a solution focused culture of restorative practice to support and sustain positive outcomes for pupils and schools. 3. To manage, support and supervise the BOSS management team in order to ensure that the services provided to schools are efficient, effective, offer high quality and work to measureable outcomes. 4. To manage, support and supervise the Business Support officer to ensure that the central co-ordination and point of access to the service is delivered effectively. 5. To develop and maintain effective relationships with Restorative Solutions CIC to ensure seamless delivery to schools across all aspects of the contract, including management and performance monitoring of the Restorative Practice Pilot Programme and subsequent related activities. 6. To develop and maintain effective relationships with Schools to encourage the inclusion of pupils with behavioural difficulties in a mainstream setting by advocating and advising on the use of positive behaviour

2 management techniques and through direct access to Targeted Outreach and Intensive Intervention Support where required. 7. To develop and maintain strategic relationships with key partners and providers of other related services to ensure appropriate referrals and clear and managed transfer of support for young people between services in accordance with the Lincolnshire Ladder of Behavioural Intervention. 8. To have overall responsibility for the financial management of all Lincolnshire services and to ensure that resources are used effectively by setting and managing the annual service budget and by closely monitoring income and expenditure on a regular basis. 9. To work with management colleagues to make sure that all aspects of the services meet their performance targets, and comply with the relevant contract monitoring and reporting arrangements. 10. To lead, with support from the Family Action Training and Consultancy Team, on the development of specialist guidance and support for schools and a programme of INSET, targeted and bespoke training activities for schools to support continuous learning and improvement in schools and relevant partner agencies. 11. To ensure that all aspects of the services are fully compliant with Family Action s Safeguarding Children and Vulnerable Adults, Risk Management and Health and Safety policies, procedures and practice standards 12. To oversee the safe recruitment of new members of staff, and to make sure that all members of staff have coherent job descriptions, are properly inducted, receive regular supervision, are subject to an annual performance appraisal and have up-to-date development plans. 13. To support managers to recognise and address poor performance, to undertake investigations, and chair disciplinary and grievance hearings when required. 14. To be a passionate advocate for service user participation and involvement: schools, children, young people and their parents and carers, and to work with management colleagues to increase the opportunities for service users to influence and shape the way services are designed, developed and delivered. 15. To ensure that managers set and implement clear plans and ensure that support to schools is targeted based on SMART targets and objectives. 16. To identify gaps and shortfalls in performance and, by working collaboratively with internal and external stakeholders, develop practical solutions to address them. 17. To promote a positive public image of Family Action and the Lincolnshire services to increase public and professional awareness of Family Action s work and support the Deputy Director in securing new and recommissioned contracts 18. To develop good working relationships with funders, commissioners and other key stakeholders in the locality and to contribute to local strategic forums and local strategic initiatives, as appropriate. 19. 4 Person Specification 1. Educated to degree level or above in education, social work, health, or equivalent, and evidence of a commitment to continuing learning and professional development. Hold an appropriate professional education qualification, e.g. Education Psychology, SENCO, Behaviour Management or extensive experience in the field of managing challenging behaviour. 2. A deep understanding of current research on child development, the adolescent brain, attachment and a range of special needs that impact on self-regulation. 3. A sound understanding of nurture principles and how these can contribute to the growth of caring schools. 4. Significant experience of working in or with schools supporting the management of challenging behaviour and practical and theoretical understanding of evidence-based interventions. 5. Experience of managing services and teams providing support for children, young people and families preferably within or in partnership with an education setting. 6. Ability to develop effective working relationships with schools, partners, stakeholders, commissioners and staff to ensure delivery of a comprehensive service which will address the needs of individual children and young people in accordance with local practices and processes for managing behaviour in schools. 7. Experience of providing professional advice and guidance to other professionals, including at a strategic and management level, to influence the future direction of services in schools and within the county. 8. Experience of working collaboratively with schools to assess, advise and guide on training needs and options as part of the schools internal staff development programme. 9. Experience of developing and implementing new services to meet unmet needs. 10. Experience of monitoring, evaluating and reviewing service performance and outcomes and the ability to collate and analyse information and to produce detailed reports and action plans based on that information. 11. Up-to-date knowledge and experience of managing services compliance with children s safeguarding legislation, procedures, practice and minimum standards 12. Successful experience of multi agency working to deliver services, including work with commissioners, schools, partners and stakeholders and specialist educational provisions to support the development of services, referral pathways and integrated working through relevant networks and forums 13. To contribute, as a member of the Central Regional Management Team and other strategic forums as required, to the overall development of Family Action s strategy, policies, procedures and plans for its services with the ability to travel as required by the post and willingness to work flexibly, including occasional evenings and weekends as needed. 14. A record of writing proposals and reports, winning tenders, acquiring additional funding and setting up new projects 15. Excellent communication and presentation skills and confidence and competence in the use of IT including Excel and Outlook and Power point

5 16. Experience of setting, managing and monitoring budgets and taking lead responsibility for premises and resources management 17. A creative and enthusiastic approach to leading services and teams with a solution-focussed approach to respond to a rapidly changing culture and environment, including substantial experience of change management, recruitment, supervision and managing staff performance, grievance and disciplinary processes 18.
