1 WORLD VISION SOLOMON ISLANDS POSITION DESCRIPTION KEY POSITION INFORMATION Job Title Reports To Health Technical Facilitator Project Coordinator Department/Group Operations Department Location Weathercoast Area Program Office WORK CONTEXT / BACKGROUND: World Vision Pacific Timor Leste (PTL) is a child focus Christian humanitarian organization that is newly established in It grows from the World Vision Pacific Development Group (comprising Papua New Guinea, Solomon Islands and Vanuatu) established in World Vision PTL programmes aim to improve the well-being of the poor especially children through sustainable development, humanitarian emergency affairs (HEA) and advocacy. WVPTL has a unique multi-country structure where country programs in Papua New Guinea, Solomon Islands, Vanuatu and Timor Leste come under the umbrella of one National Office (NO) based in Brisbane and fully funded by grants. This approach has enabled the four (4) country programme to benefit from shared leadership, management and other support services of a single NO. 2 PURPOSE OF POSITION: The position provides technical support to the WeatherCoast Addressing Health and Hygiene project, funded by ICDF (Taiwan). The AHH Project Health Technical Facilitator will be expected to oversee the delivery of outputs 1.1, 1.2, 1.3 and 1.4 of the AHH project design. In addition, the Health Technical Facilitator will coordinate with the Provincial MHMS (Health Promotion Department), the local health clinics, and the WVSI Health Sector lead, to provide technical trainings in the communities, as well as to support and advise the project staff to ensure this project is implemented according to the best health approaches and according to the project design. The Health Technical Facilitator will report to the Project Coordinator, and together plan the implementation of the health and hygiene components of the project according to the agreed work plan and with the support of the Community Facilitators. Two volunteers from ICDF will also support the delivery of the project outcome and outputs, and the Health Technical Facilitator will work alongside these advisors to implement the agreed activities in the 12 project communities. This role is part of the WV Solomon Islands Weathercoast Area Program staffing, and as such will be expected to be involved in devotions and office management activities led by the Area Program Manager. ROLE DIMENSION / DESCRIPTION Development of Training Materials for Health Champions and Community Health Workers Organize the training of Health Champions and Community Health Workers Support the Community Health Workers in organizing their trainings in the 12 communities End Results Expected - Coordinate with the WVSI Health Sector Lead, and develop the training materials that will be used to train the health champions and community health workers. Coordinate with MHMS to ensure the materials contain good practice programming approaches for health and hygiene, and approved for use in the communities. - Organize a 2-day training with the support of Provincial MHMS (Health Promotion Department) and local health clinics, and provide training in 3 wards. The beneficiaries of the training are the health champions and community health workers. - A component of the training will be focused on not only building knowledge and awareness, but also building capacity for the Community Health Workers to return to their respective communities and provide a similar training to as many community members as possible. - Support the Community Health Workers in organizing and presenting the training for the entire community - Ensure there are sufficient training and IEC materials to use during the community trainings to build knowledge and awareness in the 12 communities. - Work with the project Community Development Facilitators to provide the communities with food and logistical support to carry out the trainings. 3 IEC Materials Drama Groups Information Gathering, Reporting Planning and - Work with the WVSI Health Sector Lead to coordinate on the 3 main messages to convey, and there is representation of these in the IEC materials (additional to the 3 main messages is also permitted). - Review the IEC with the Community Health Workers, and coordinate with them on the best locations to display in the communities. - Supervise the drama consultant to ensure the youth are engaged from the target communities, and input into the drama presentation to ensure that appropriate hygiene messages are conveyed. - Support the drama consultant in organizing the presentations in the target communities, providing food and logistical support to complete these on special occasions (whenever possible) in the 12 communities. - Work with the target communities to establish at least three model drama group ensuring they are functional in three wards within the project targeted communities. - For the trainings and drama, ensure there is proper documentation of participants for each activity, and noting the number of beneficiaries reached (disaggregated by age and sex). - Input into the Project Coordinators Monthly Project Update report and provide the data in relation to activity achievement, and participants using the Activity Log Book (ALB) on timely manner - Work with the Project Coordinator to develop the monthly work plans, and budget needed to accomplish the noted outputs/activities. 10% 20% 10% No. Direct Report: 0 Positions Supervised: 0 Other Reporting Relationships Financial Authority Annual Total Budget Decision Making Authority Indirect reporting line to the relevant Area Programme Manager. Health - A technical degree in health Knowledge Skills & - Strong command of report writing in English - Strong skills in networking, including with government at various levels - Preferred - Direct experience of health programming via working on project implementation - Strong knowledge in computer applications including word processing - Preferred and spreadsheets. - Must be a team builder committed to the transfer of knowledge - Good health and hygiene training and facilitation skills - Ability and willingness to learn and apply new knowledge and skills - Willing to travel and stay in Weathercoast project communities (up to 70% of time). - Ability to work with a reasonably level of comfort in harsh living conditions for short periods of time. Experience - 3 years relevant work experience, working on community development projects in the field - Experience working with health programming including hands on implementation of project activities.
