2 the organisation From 1 July 2015, the Federal Government has made further commitments towards achieving an organised primary healthcare system through the establishment of 31 new primary health networks across Australia, including six in Victoria. On 1 July 2015, (GPHN) commenced operations. The key objectives of GPHN are to; Increase the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes. Improve coordination of care to ensure patients receive the right care, in the right place, at the right time. GPHN will focus on support to GeNeral Practice, HealtH PlaNNiNG, HealtH system integration and commissioning services in line with national and local health priorities. National health priorities have been confirmed as mental health, Aboriginal and Torres Strait Islander health, population health, health workforce, ehealth and aged care. Local health priorities identified through a Gippsland-wide needs assessment are Aboriginal and Torres Strait Islander health, access to primary care services, ageing, children and families, chronic disease, mental health and young people. Many Primary Health Networks across Australia service larger geographical areas by encompassing multiple Medicare Local regions. Due to its diversity and unique health needs, the boundary of Gippsland remains unchanged, as such GPHN will cover the same boundaries as Gippsland Medicare Local once did. The GPHN region covers the six Gippsland Local Government Areas of South Gippsland, Bass Coast, Baw Baw, Latrobe City, Wellington and East Gippsland Shires. GPHN offices are located in Wonthaggi, Moe and Bairnsdale. 3 the position Position: Reports to: Location: Employment term: Manager Corporate Services Chief Executive Officer Based at Moe GPHN office with frequent travel to work sites across Gippsland and to Melbourne as required 3 year fixed term contract (subject to funding) Role overview The Manager Corporate Services is a part of the executive team and manages a multidisciplinary team that comprises the following teams and program areas: Communications, partnerships and engagement Organisational development, human resources risk, occupational health and safety Finance and accounting Information and communications technology As part of the leadership team and directly reporting to the CEO, the Manager Corporate Services actively participates in and contributes to business strategic and operational planning, culture development, change management, and continuous improvement in policies, systems, programs and processes. This position will directly interact with local community, key stakeholders and other senior managers to successfully meet contractual obligations and to build the capacity of the primary health sector to deliver excellent health outcomes in the community. Key results and performance Lead and manage a multidisciplinary team: Develop and maintain a positive organisational and team culture Monitor, review and report on budget performance and relevant contractual obligations for all programs within the Corporate Services portfolio Ensure that employees have clear roles and responsibilities and are supported in their duties, through clear direction and communication, team meetings and appropriate support to carry out their responsibilities Monitor team performance and effectiveness, undertake staff appraisals and provide coaching, support and developmental feedback regularly to staff in line with organisational policy and procedure Keep the CEO informed of strategic and operational risks, challenges, opportunities and key issues

4 Ensure delivery of Corporate Services portfolio responsibilities: Ensure processes are in place to effectively monitor, review and report on the delivery of all activities funded within the Annual Plan Ensure that services are operating efficiently and effectively, are achieving contractual obligations within time and budget, and are helping to improve organisational performance Stakeholder engagement and communication: Oversee the implementation of key communication and engagement initiatives in line with the Business Plan including but not limited to the stakeholder engagement framework and stakeholder-mapping project Ensure external communication enquiries are responded to in line with organisational policies and procedures Oversee the optimisation and refinement of the GML stakeholder database Ensure integration of effort across GML with regard to communication, education and promotion effort in line with the Comprehensive Needs Assessment Organisational development: Lead and manage organisational change and improvement strategies and key organisational development initiatives Manage human resource administrative functions and ensure best- practice compliance with regard to recruitment and selection, performance management, training and development Management: Implement, monitor and review strategies, plans and polices in each of the Corporate Services areas Provide strategic and considered advice to the CEO Make presentations to the Board of Directors or other audiences as required Attend Board meetings and prepare reports to the Board under the direction of the CEO Manage specific projects, and engage in other relevant duties, as required

5 the person Selection criteria To be considered for this role, candidates must have: CPA accreditation including relevant tertiary qualification/s Extensive relevant leadership and management experience in community focused organisations in health, community and/or government sectors Significant experience in working with, advising and/or supporting Boards Excellent interpersonal and communication skills that demonstrate effectiveness in building relationships at all levels and a high level of political awareness High level of financial literacy and budgeting skills Proven ability to design, develop and implement successful and supportive change management processes Demonstrated achievement in building organisational culture and developing employee capability High level client and stakeholder management skills (internal and external) Demonstrated capability to prepare and present correspondence, reports and submissions of a complex and substantive nature Understanding and awareness of the primary health service system and contemporary health policy issues in primary care General requirements Candidates are also required to: provide a current Victorian National Police Check certificate provide evidence of your professional qualifications hold a current Victorian Driver s License provide a current Working with Children s check Organisational requirements Occupational Health & Safety: Ensure that work and services are provided in a safe manner at all times by regularly reviewing practices and environment, being familiar with OH&S legislation and by participating in OH&S training or drills where required. Continuous Quality Improvement: Identify continuous quality improvement opportunities; participate in the development of quality procedures and processes and contribute to internal and external continuous improvement activities as required.

6 Performance Management Framework: Actively participate in supervision and an annual performance plan, which determines key responsibilities, strategies and performance indicators, which are in line with the organisations Strategic and Business Plans.
