1 Role Title Programme Manager Education Role Information Role Type Pay Band Location Duration Reports to: Programmes, E&S 6 / G Kuala Lumpur, Malaysia Two-year fixed Senior Programme term, Manager Education renewable based on mutual agreement Role purpose The Programme Manager will lead on the implementation of a sector programme in Malaysia, managing project resources and overseeing activities to ensure that project objectives are delivered on time, on budget and to the highest level of quality to ensure impact. S/he will support the Senior Programme Manager to deliver a successful, coherent programme portfolio by ensuring that programme knowledge and data is gathered, recorded and shared effectively. Geopolitical/SBU/Function overview: British Council in Malaysia The British Council has had a presence in Malaysia since 1948 (when the first office was established in Kuala Lumpur, though since this predates Independence, strictly speaking it was before current day Malaysia was formed) so celebrates its 70th anniversary next year. The operation includes 3 physical premises across the country based in Kuala Lumpur (the largest centre), Damansara and Penang. While the programme in Malaysia has a wide cultural relations offer, ranging across Higher Education, Science, Society and the Arts, the largest part of the operation is its English language teaching. 2 studying with us at any one time. We also have a large examinations operation facilitating the taking of UK examinations. Our customers engage with us face-to-face, online, through and via the phone, and as a result we have a large Sales and Customer Management team to ensure an efficient level of service. Through our work in Education we help connect thousands of Malaysian students with education opportunities in the UK. Malaysia is amongst the top 5 sending countries with around 18,000 Malaysian students currently studying in the UK. We also support links in higher education and scientific research, the latter particularly through the Newton-Ungku Omar Fund, while our Society work focuses on supporting the landscape for successful social enterprises. British Council Malaysia operates as one of 6 countries in the South East Asia cluster of the East Asia region. Main opportunities/challenges for this role: Taking responsibility for the implementation of effective, innovative sector projects which support cultural relations according to agreed plans and schedules; Responsible for internal and external reporting, documenting evidence of quality and achievement; Maintaining updated, detailed financial plans and reports of multiple project activity streams and ensuring value-for-money standards are upheld; Ensuring successful team dynamics between programme colleagues based in British Council offices and in field locations; Maintaining excellent, accurate communications in all forms. Main Accountabilities: 1. Project, programme and contract management plan and manage programmes, projects and client/partner contracts (40%) Plan and manage project, programme and contract delivery plans according to the Centre of Excellence project management standards; Ensure all projects, programmes and contracts meet British Council and client and/or partner expectations with respect to time, cost and quality Be responsible for the implementation of projects at all stages of the project life cycle to ensure delivery of project outputs and targets and manage changes according to aims, goals and objectives within agreed time frame and budget; Ensure all projects, programmes and contracts adhere to British Council s global policies e.g. British Council s anti-fraud and corruption, security and that these policies are embedded across activities; Develop, negotiate and manage pre-contract agreements, contracts and Service Level Agreements with individuals, departments and organisations in line with procurement standards; Undertake business risk and issue identification (technical and financial) and analyse specific initiatives to inform risk management strategies; Lead on the monitoring and evaluation of projects and programmes ensuring learning and impact assessments are being incorporated into continuous improvement, business development and external communications. 2 [Insert job title] [Insert date prepared] The British Council

Financial planning management and reporting (20%) Ensure sound financial planning working closely with finance teams to ensure British Council and client financial year plans are up to date; Ensure accurate and timely monthly (re)forecasting is in place, by running regular reports in the SAP system on actuals, monitoring outstanding purchase orders, reviewing commitments, analysing and commenting on reasons for variances to plan and recommending corrective actions; Monitoring monthly finances, including correct expenditure, ensuring the P2P process is being followed and correcting any mis-postings or journals needed. Lead on British Council, partner or client reporting (including, with Finance Manager, financial reporting) and ensure reports are delivered on time, to budget and to a high standard; Compliance to BC financial policies and procedures. 3. Resource management (10%) Line management of programme staff, managing performance, ensuring actions are in line with competencies and duties in their job descriptions and support them in planning their professional development. Monitor resourcing against programme streams and work with the portfolio lead to ensure resources are sufficient, at the right level and support mobility to where resource may be required. 4. Business development (10%) Support the identification of business opportunities and the identification and maintenance of relationships with Government and Civil Society partners. Support the scoping and analysis of co-created programme concepts for UK- Malaysia mutual benefit Input and/or lead on the development of programme-based planning concept notes and business cases for all grant funded activity ensuring experience on delivery and operational models is accurately represented ; Input on the preparation of project/bidding proposals for contractual work, ensuring delivery options are sound and feasible in the operating environment.; Contribute to knowledge management to support the development and delivery of new work; Work with regional partnerships team to develop coherent offers. 5. Professional networking and relationship management (10%) Develop diverse professional networks which support the country, region and SBU and develop new approaches and partnerships which increase the impact of British Council programmes and develop opportunity for collaboration; Represent the British Council externally and internally. 6.
