3 1 CTM Release notes This document describes the version of CTM. None of the current features or changes in this release have any impact on the pre-existing functionality if not mentioned explicitly in this release notes, any training may thus be done postrelease, if desired. 1.1 ESPD (European Single Procurement Document) The European Single Procurement Document (ESPD) is a self-declaration form to be used by in public procurements above the EU-threshold value. For more information about ESPD from the EU commission, go to ESPD within CTM is compliant with the v1.0.2 version of the data model and full support for the 4- point model (i.e. allowing import and export ESPD response from third-party systems). The authority can create the ESPD request directly within CTM and select which criteria to be part of the tender. The ESPD is implemented in all languages that is supported by CTM (English, Danish, Norwegian, Swedish, Dutch, German, Polish, Lithuanian and French). Links and more information from ecertis about each criteria is available. ESPD is delivered as a separate module within CTM, contact your local CTM distributor for more information Create/manage ESPD request In the top section of the tender checklist, there is a link to create/manage the ESPD request for each tender. As the authority, you can now select which criteria to include or exclude of the tender. The mandatory criteria cannot be de-selected. Each section can be minimized and expanded using the arrows to the right. Page 3 of 16

4 The ecertis information about each criteria is available from the More information link. When the ESPD is completed, it has to be finalized in order for the suppliers to be able download and export it. The ESPD is created once inside the tender and is independent of lots. Additional created steps (e.g. Restricted procedure) inside the tender re-uses the same ESPD throughout all the steps. Page 4 of 16

5 If you make changes to your ESPD after publication or inviting suppliers, you need to notify the suppliers of the change to allow them export the new revision of your ESPD request Supplier response The ESPD response is part of the tender response and can be exported to the standard format of data model v The workflow for suppliers are Export the ESPD request (i.e. save the request as an xml-file) Creating the response by using any third-party provider, either the EU commission service ( or any other procurement application supporting the v1.0.2 data model. Save/download the response at the local computer Import the response into CTM Page 5 of 16

6 The supplier can upload more than one ESPD response per tender, for example one for each subcontractor that is part of the tender. CTM validates the uploaded ESPD response for the v1.0.2 data model of ESPD. Changes to the ESPD responses requires a re-submission of the tender response Review ESPD response as authority After deadline and once the tender box has been opened the authority can see the ESPD-responses in each supplier tender response page. 7 In the version of CTM, the authority can download the ESPD response as xml, to view the response use the EU commission service ( or any other third party provider. In coming versions of CTM a full online viewer and comparison will be integrated within the solution. 1.2 Tender evaluation tool The online evaluation tool in CTM has been updated with additional functionalities to provide more evaluation options and increase the ease-of-use. As the authority, the tool is used for easy evaluation of the suppliers responses and automatic scoring and ranking Value added full support The Value Added evaluation method, introduced in the new evaluation tool in a previous release, is now fully supported. New functionalities within version of CTM are the evaluation report, integrated team evaluation and support for the value added deduction of the Bill of Quantities (BoQ) total Value added evaluation report In the reporting section of the tender it is now possible to generate an Excel report of the evaluation. The report has the same look and feel as the Weighting and Scoring report. It is also possible to generate the report including the evaluator s name or without it. The report contains everything from the evaluation, including the value added sum and the comparison bid Team evaluation + value added model Team evaluation is now also supported when using the Value Added evaluation model. It uses the same setup as when setting up team evaluation for Weighting and Scoring. Team evaluation allows a team of assigned evaluators to evaluate the supplier responses. Parts of the supplier responses can be assigned to different evaluators. Once the evaluators have completed the evaluation the final consensus score can be set. Starting off using team evaluation, you need to configure in the evaluation process setup, Team or Single evaluation. In Team evaluation only assigned evaluators can evaluate the tender. No user will override another user s score. Page 7 of 16

8 Then you choose the Value Added evaluation model: You also have the option of showing the value added values to suppliers. Assigning evaluators is done in the evaluation tree, the parts that can be assigned evaluators are highlighted as hyperlinks in tree view. Page 8 of 16

9 The users which are listed as evaluators are those that has been assigned the evaluator role in the assign team. An evaluator can have any security role in the tender, which will impact how much additional information (except his assigned sections) he will see in the tender and supplier responses. All assigned tender evaluations are listed under My evaluations from the landing page. The evaluator can through the evaluations page directly access the supplier responses and the sections assigned. 10 Once he is completed with the evaluation, the evaluator should finalize the evaluation task. When all evaluators completed their evaluation, the consensus and final score can be set and the evaluation finalized. Page 10 of 16

11 Value added from BoQ tool The Value Added evaluation method now also supports the Bill of Quantities (BoQ) total. The total sum of the value added values is deducted from the BoQ total, generating a comparison bid. This comparison bid is used to rank the suppliers in the tool. With the addition of the BoQ total, the Value Added method now supports both the BoQ and the Compliant Quote as the pricing for the comparison bid Autoscores are shown when setting weights or preparing Inside the evaluation tool, the auto-scores are now always visible next to the answer alternatives. This will help the authority in comparing and giving insight in the applied auto-scores. Page 11 of 16

12 The auto-scores inside the evaluation tool are visible for the authority with both the Weighting and Scoring and the Value Added evaluation method Unfinalise evaluation Unfinalising the evaluation all scores that was set as during the consensus process are now removed and have to be reset. 1.3 New version of TED schemas v2.0.9 S02 The EU commission has created a new version of the TED publication schemas (v2.0.9 S02), which included new NUTS codes. The new version is mandatory upgrade required by the EU commission. As an authority, you will not need to take any additional effort, CTM has been adjusted to automatically support both current versions without end users knowing. The change applies to all TED-related publication sites, i.e. Doffin, TenderNed and CVP IS. Udbud.dk, which also uses NUTS-codes as geography, is updated to comply with the new NUTS tree. 1.4 TED publications and one-day delay Publications to TED are not made publically available until 9AM in the morning, even if we as esender receives the status Published for a notice the day before at around 3-4 PM. In CTM there is now implemented support to handle the one-day delay of the notice being available on TED site. The relevant dates and time stamps within CTM is updated accordingly. 1.5 CVP IS national system (Lithuania) The Lithuanian national system is now using CTM publication forms and notices search portal. 1.6 Smaller changes $recipient_total_score as message templates variable It has been possible to use variables in the award, non-award and tender overview message templates. In previous releases, evaluation variables have been introduced to help the authority in Page 12 of 16

13 sending the evaluation results to the awarded and non-awarded suppliers either individually or grouped. In this version of CTM TM, the award, non-award and tender overview message templates have received an additional variable for showing the recipient total score. The recipient total score combines the total score for both the requirements and bids per package. To include this in the message templates, use the $recipient_total_score variable. When sending it in the awarded, non-awarded and overview message template it will fill the total score of the recipient per package. For more information on the available variables at the message templates, see the online help texts at each individual message template CTM company id (unit id) The internal company id for suppliers and authorities (called unit id) is now visible by for each supplier when searching suppliers. When contacting CTM support this can in most times be a good number to have at hand to uniquely identify the company. In the company profile your own CTM id is visible. Page 13 of 16

14 1.6.3 Filter in DPS qualification There is now a filter to show all suppliers in the DPS qualification page for the supplier qualification. Page 14 of 16

15 1.6.4 Estimated value in tender from planned procurement module Having the planned procurement module and tender management module, then the estimated value is pre-populated in the tender from the planned procurement and then from the tender to the TED, Dofffin, TenderNed and CVP IS publication notice. The change now made is that if the estimated value is hidden when creating the tender, then there is no pre-population from the planned procurement to the tender module and later the publication notices Minutes of opening / licitation letter The minutes of opening (Danish licitation letter) is now moved up to section 2 of the tender checklist instead of being below the award message. 1.7 Known bugs corrected and support cases updated Support case No Description Delete of copied tender including tender condition is now corrected Supplier search for organization number using a dash character is now working See section about TED publications and one-day delay Issue with publishing award to Contracts Finder when referencing previous publication notice is now corrected Print button on opening and tender protocol are now corrected Errors when generating evaluation report for tenders with dash in name is now corrected Errors with qualification questions corrected: Page 15 of 16
