Job Purpose and Organizational Context The UNDP Junior Professional Officer (JPO) Programme: The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system. During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP s programs within UNDP s headquarters, regional or country offices. Job Purpose: In response to the Syria crisis and its impact on Turkey, UNDP implements an integrated Syria Crisis Response and Resilience Programme (SCRRP) in Turkey. The programme objective is to mitigate both the immediate and longer term impact of the large influx of refugees on Turkey, at national as well as local levels through an inter-sectoral approach. In doing so, the programme aims to strengthen resilience by enabling individuals, communities, national and local authorities to be better able to cope with and recover from the impact of the crisis. The JPO will work for the Syria Crisis Response and Resilience Programme of the Country Office and contribute to the overall objectives of the programme through conducting/facilitating a range of activities as a team member and as an individual. Particularly, the JPO is expected to spend a significant amount of time in the following activities, inter alia: 1

2 - coordinating meetings with partners (Japan, EU, US, Kuwait and others), government institutions, academia and NGOs in assigned programme areas, - providing support for conducting assessments, - providing substantive inputs to project formulation and development, - developing capacity building and empowerment activities for partners and beneficiaries in relevant projects The JPO will also contribute to contingency planning processes of UNDP and UN Disaster Management Team through facilitating, updating and following-up of the processes. Reporting structure and partners With reporting to the Programme Manager for Syria Crisis Response, the JPO will work to support UNDP s Syria Crisis Response and Resilience Programme in Turkey. III. Supervision Name of Supervisor: Title of Supervisor: Ozan Cakmak Programme Manager for Syria Crisis Response Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisor Participation in Unit/Team/Office/Programme meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations In this section list the primary responsibilities of the position. Tip: Focus on what the job entails now how to do the job. Include percentages for each duty.) 1) Work in close cooperation with UNDP Turkey staff and under the supervision of the Programme Manager, the JPO will be responsible for supporting the formulation and management of projects particularly in the areas of social 2

3 inclusion and women s economic rights in the context of Syria Crisis Response and Resilience Programme. In particular, s/he will: (30%) Develop project documents including detailed results framework, plan of activities and budget for UNDP s work on Syria crisis and resilience response based on research and consultations with relevant stakeholders, in line with the priorities of the country office. Support capacity building activities for civil society organizations and individual beneficiaries Provide necessary technical support for activities aiming at improving employability of Syrian women and Turkish host communities in South East Anatolia region Facilitate civil society engagement in the national/local policy dialogues in the scope of Syria crisis and resilience response. Prepare for meetings with NGOs, local companies and public institutions for the challenges identified by Syrian women and host communities; Monitor the implementation of activities in the areas of social inclusion and women s economic empowerment, per yearly implementation plan. Monitoring includes: technical support to partners to develop proposals and implement activities; review of partners periodic reports; timely identification of needed changes and risks, etc. 2) Identify opportunities for follow-up to work and lead the start of new activities, per developed projects on social inclusion for host communities and Syrians. (20%) 3) Support fundraising efforts for project development particularly on social inclusion and women s economic rights, including through research and identification of potential funding sources, drafting funding proposals for donor consideration and drafting donor reports. Lead the continued identification and diversification of UNDP s programme partners (government, civil society, international organizations) in the areas of social inclusion and women s economic empowerment, and facilitate partnership building between civil society organizations and government partners (25%) 4) Draft progress reports, fact sheets and various materials on programme status as well as input to UNDP annual report, website, newsletter and other documentation, as needed. (15%) 5) Participate in relevant UN, government, donor and CSO meetings on behalf of UNDP and ensure coordination and collaboration between UNDP and other UN agencies operating the country in the areas of social inclusion in the context of Syria crisis response. (10%) IV. Recruitment Qualifications Education: Master s Degree or equivalent Advanced Degree in a related field of expertise Experience: List out: 1. A minimum of two years of paid working experience in a relevant field 2. On-the-ground work experience in Turkey related to Syria Crisis Response, such as resilience response, local development, empowerment and social inclusion. 3. Experience in project development and management, and overseeing the success of project funding 4. Good knowledge and experience of external and donor relations Language Requirements: Professional level of English Other desirable education, languages and work experience: Knowledge of Turkish language is an asset Describe any additional qualifications: Work experience in gender mainstreaming and civic empowerment; Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Word, Excel, Power Point) Demonstrated initiative and sound judgment, dedication to the UN principles and ability to work Familiarity with socio-economic context of Turkey and middle east countries is an asset Experience working at UNDP or a UN agency desirable VI. Background Information Information on the receiving office: (Provide basic information on the office: number of international/national staff in the whole office and in the unit where the JPO will be working, etc. Give a short background of the programme/projects the JPO will be working on: history, recent and upcoming developments.) As of 2017, there are around four international and fifty national staff. Under the guidance and direct supervision of the Syria Programme Manager, the JPO will work for the Syria Crisis Response and Resilience Programme of the Country Office and contribute to the overall objectives of the programme through conducting/facilitating a range of activities as a team member and as an individual. The objective of UNDP Turkey s support in response to the refugee crisis is to strengthen the resilience of refugees, host community members, local municipalities and relevant national institutions to cope with and recover from the impact of the large influx of Syrian refugees. The key aspect of UNDP s resilience response strategy is to invest in existing national and local systems to ensure they can adequately serve both host and refugee communities. In this regard, UNDP implements an integrated Syria Crisis Response and Resilience Programme (SCRRP) in Turkey. The programme objective is to mitigate both the immediate and longer term impact of the large influx of refugees on Turkey, at national as well as local levels through an inter-sectoral approach. Specifically, the programme focuses on three major areas: 1. Livelihoods, Employment and Local Economic Development: a) Improving livelihoods opportunities through addressing issues on both the labor market supply and demand side; and b) strengthening the capacities of local service providers and relevant stakeholders in the areas of employment and economic development; 2. Basic Needs and Essential Services: Support to municipalities for efficient and quality urban waste management for affected communities as well as municipal services; 3. Social Cohesion, Empowerment and Protection: a) Support to enhance social cohesion amongst refugees and members of host communities; b) social and economic empowerment of women and other vulnerable groups; c) protection of Syrian refugees with supporting access to legal aid and justice, including refugees affected by sexual and gender based violence (SGBV); JPO will be working on Social Cohesion, Empowerment and Protection areas.
