1 JOB DESCRIPTION OPERATIONS MANAGER (RESIDENTIAL SERVICES) Place of Work: Hours of Work: Responsible to: Family Care Associates Business Centre 39 hours per week - flexible working hours are essential Group Operations Director and the Family Care Board Salary Point and scale: Dependent on Experience & Qualifications INTRODUCTION The Family Care Group operates children s homes in the North West and West Midlands. At the time of writing these are each rated as Good or Outstanding and the post holder will be required to maintain or improve this level of quality. JOB PURPOSE 1. To provide effective leadership and management of the company s residential services for children and young people. To ensure a high standard of consistent care and service in accordance with legislation, central government guidance, regulations and standards, and the policies and procedures of the company. 2. To oversee the management of placements within the Residential provision, maintaining occupancy in line with agreed plans. 3. To ensure all services achieve regulatory results which reflect the excellent quality of the provision. 4. Ensure all homes are led and manged in line with Ofsted, Quality Care Standards and all relevant policies and procedures 5. The residential operations manager will take the lead in the preparation and coordination of tender submissions in response to Local Authority commissioning, and will liaise with and meet Local Authority Commissioners in forums which they convene for this and other purposes, to develop and enhance constructive working relationships. 6. To support the RI and/or directors with strategic direction, business growth, and excellent leadership, which reflects the organisations aspirational plans. 7. To establish and maintain effective working relationships with Local Authorities and other key agencies to achieve best outcomes for young people, promote the business interests of the business and maximise opportunities to provide additional services to placing authorities 1

To keep the Group Operations Director, and/or Responsible Individual appraised of the progress, challenges and successes of the residential services through a reporting mechanism that will require a formal Board report and on occasions attendance at Board meetings on a monthly basis. 9. The post holder will line manage each of the Registered Managers who are responsible for the day to day operation of these homes, and will coordinate the activities of all of the children s homes by providing formal supervision, and through chairing Registered Managers Meetings on a monthly basis. 10. Lead and manage the peripatetic workers within Family Care, ensuring they are utilised across the services. 11. Ensure the highest standards of care are achieved according to OFSTED and company objectives through overseeing robust quality assurance practices across all homes MAIN DUTIES AND RESPONSIBILITIES 1. Develop and establish provision for care, accommodation and support through working with existing partners and building links with other partners and agencies as appropriate. 2. Ensure the effective management of resource allocation within the context of placement matching, and placement stability, and to support corporate parenting. 3. Oversee the efficient and cost-effective use of physical resources, e.g. vehicles, resources to support activities. 4. Ensure the portfolio of properties used by the group are fit for purpose, safe, and conforming to regulations. 5. To ensure systems are being implemented to monitor care plans and placement plans, activities and community involvement, and provide oversight of individual care planning for all young people supported by the company. 6. Conduct home inspections and spot checks (guidelines detailed in Ofsted standards) and provide feedback to Registered Managers based on performance and outcomes 7. To ensure Clearcare is embraced and used by all services, and ensure any problems are communicated through HQ to Clearcare. 8. Be responsible for reporting on group wide performance, specifically relating to how each service is delivering against its Statement of Purpose and function. 9. To ensure all homes are run in accordance with statute and the company s policies, guidelines and instructions. 10. Ensuring through the monitoring of Regulation 44 and Regulation 45 visits, and reviews. That timely targeted plans are in place to address issues, and celebrate success. 11. Ensure consistency of Regulation 44 inspections via continuous monitoring of standards 2

3 12. Ensure the children's Homes are fully prepared and ready for regular Ofsted inspections. Providing regular reports to the Directors about strengths and weakness of each service. 13. Working with the Home Manager and RI to ensure the highest standards of care are achieved according to OFSTED and company objectives 14. Responsible for budget management and overall performance of the Homes 15. To provide regular formal and informal supervision and management of managers, encouraging professional development, completing and identifying training and staff development needs to ensure objectives are met. 16. To ensure peripatetic staff members receive regular supervision and appraisals. 17. Support the process of establishing and maintaining a stable, competent and motivated staff team in all off our homes. This will include completing management investigations and disciplinary hearings as and when required 18. To provide yearly appraisals of the managers. 19. To provide effective leadership, management support and guidance to all the management team in the group. 20. Work closely with the Managers and the RI to maintain high levels of occupancy within the homes whilst also maintaining high quality standards 21. Manage and prioritise resources in the Children s Homes, including approval of rotas and hours used; authorisation of overtime, provision of relief and agency cover and other establishment costs. Ensure all services are using Rota Cloud or similar. 22. Ensure young people in the Children s Homes are effectively safeguarded. 23. Promote a high standard of professional practice through personal example; encouraging appropriate professional training & development by managing a comprehensive programme of Performance Management and formulating specific Learning and Development Plans for each Registered Manager. 24. Develop and maintain effective stakeholder relationships that add value to our services and promote the organisation 25. Ensure through development of internal QA processes that administration systems are current and appropriate, that recorded information is accurate, and that timely data is provided by Registered Managers. 26. Promote and maintain a healthy and safe environment for all residential staff. 27. Appoint/assist in appointing staff, ensuring the proper application of the recruitment and selection procedures and manage and oversee the Induction, Discipline, Capability and Grievance procedures. 28. To investigate any required complaints and ensure they are responded to 29. Lead on projects and initiatives associated with the functions of both their own area of service delivery and others as required. 30. To provide Management cover as and when required and complete all other duties reasonably agreed 31. To ensure that each establishment is maintained to a high standard in line with Health and Safety requirements so that staff and young people can live and work in safe and comfortable environment. 32. To participate in meetings and training events as required by line managers and Directors. 33. To deliver against specified areas of responsibilities highlighted in the organisational development plan. 3

4 34. To support the growth of the company as stipulated in the company s Strategic Development plan. 35. To contribute to the out of hours on-call support service provided to all employees, clients and customers of Family Care and its affiliate companies. 36. Any other duties as may be required. 37. To liaise with colleagues in our fostering, education and therapeutic services to ensure effective and child centred practice is promoted across all areas of Family Care. 38. To understand, and promote Family Cares Practice Model. 39. To declare any other work (paid or voluntary) or activity that may lead to a conflict of interest. SIGNED :. It is in the nature of the work of the company that tasks and responsibilities are in many circumstances unpredictable and varied. All staff are therefore expected to work in a flexible way when the occasion arises and deploy tasks which are not specifically covered in their job description but which will be within their level of responsibility. These additional duties will normally be to cover unforeseen circumstances or changes in work and they will normally be compatible with the regular type of work. If the additional responsibility or task becomes a regular or frequent part of the staff member s job, it will be included in the job description in consultation with the member of staff. 5 FACTOR ESSENTIAL DESIRABLE METHOD AND ASSESSMENT EXPERIENCE A minimum of five years management in a children s residential setting. (Registered Manager level or above) Experience of managing Safeguarding concerns at a managerial level ABILITIES/ KNOWLEDGE RELEVANT TO THE POST and taking the lead responsibility for safeguarding practice and compliance in children s homes Considerable experience and success in the preparation for and driving through of Ofsted Inspection processes Multi-site management experience Knowledge of human growth and child development Ability to deal with challenging behaviour and or willingness to learn how to do so. An understanding of the effects that adverse social circumstances can have on children s development. communication skills Experience of supervising staff Ability to provide Marketing skills Interview and References Interview and References 5
