1 POSITION DESCRIPTION Team Leader Information 1 POSITION DETAILS Position Title: Reports to: Department: Location: Team Leader Information Manager / s Traralgon Date: November 2018 Document Reference: COR/18/ PURPOSE OF POSITION The Team Leader Information plays a key strategic and leadership role in achieving alignment with the ISO by establishing an integrated management system across all classes of infrastructure assets. The role will ensure effective development, integration, governance and use of Gippsland Water s asset information and associated processes. This role will enable optimal decisions relating to life cycle asset management of Gippsland Water s assets are being made by implementation of Policy, Strategy and Framework and strategic projects assigned to the team. 3 ABOUT GIPPSLAND WATER The incumbent will be expected to adhere to all Gippsland Water policies and procedures, and in doing so, demonstrate our organisational values. 2 About us Gippsland Water is the second largest regional urban water corporation by revenue in Victoria, comprising a diverse, complex and geographically dispersed asset base spread across a 5000 km 2 region which is serviced through an asset base of in excess of $1 billion. We exist to deliver reliable, high-quality water, wastewater and waste recovery services to ensure the economy and liveability of the central Gippsland region. Our service area is diverse in area and needs, from the fast growing region in the west, to the transitioning challenges of the Latrobe Valley to providing water and wastewater services to Victoria s largest industrial water users. There has been significant change throughout the Gippsland region, in particular, the closure of major businesses. While this changing landscape presents many challenges to Gippsland Water, it also highlights the importance of the role Gippsland Water plays in the region, and the role we play in the region s transition. 3 5 KEY ACCOUNTABILITIES The Team Leader Information is accountable for ensuring the effective operation, maintenance, upgrade and use of the Information System (AMIS) and Geographic Information System (GIS) for and by all departments of Gippsland Water. The Team Leader Information will lead the AMIS and the GIS teams to ensure the right data of the right quality at the right time is available to meet Gippsland Water s needs for performance reporting and asset management decision-making. The incumbent will lead the implementation of improvements to asset management processes and plans to ensure business groups achieve appropriate periodic progression towards an optimal asset management practice. Therefore, embed whole of life management practices for assets at all stages in their life cycle from planning through to renewal and as an outcome delivering accurate, timely and cost effective provision of asset maintenance and renewal. 6 KEY RESPONSIBILITIES Promote the understanding of the principles of whole of life asset management and the necessary integration of practices and processes between business groups to achieve delivery of these principles Achieve full integration of the various strategies, plans, programs and systems required to be developed by legislative and policy obligations while delivering business improvements defined in GW s Strategic Plan prescribed for Ensure maintenance and adoption of strategic asset management plan (SAMP), all asset class plans, asset management system plans, water and wastewater asset management plans in relation to asset information and achieve engagement and appropriate input of all stakeholders in the process of their development to embed ownership and acceptance of the outcomes of the plans Through the comprehensive development of asset class plans contribute to the processes for appropriately assess the condition and performance of assets, economic lives of various assets and associated risk and risk ranking and define ongoing data required for planning, operational, maintenance and renewal decision making purpose Define asset rehabilitation and replacement programs for all classes of assets by efficient use of asset information system. Lead the review, selection and development of various asset management decision support tools and specifications for the determination of asset condition/performance deterioration, failure and renewal forecasting and life cycle costing Review and analyse processes within the various asset management functions of planning, design, construction, operations, maintenance and renewal, utilising such assessment tools as WSAA s benchmarking or existing outputs in order to identify deficiencies and manage or facilitate the improvement of such processes Page 3 of 7

4 Provide expert advice and support including the development and delivery of AM training programs, inductions and user manuals and general support to the Manager Assist in the specification, implementation, improvement and integration of information systems that include the AMIS, GIS, CIBS, Finance Register, SCADA, Water Quality database, Energy database, TRIM, O&M Mobile solution, Hydraulic Models, Data warehouse from AM perspective Manage various aspects of implementation of the AM Strategy. This is to include acting as a point of reference for business groups and the close consultation with Planning, Delivery, Operations and IT workgroups and other external stakeholders Assist in the process to develop an asset management system in compliance with, and where necessary, certified to the International Standard, ISO a specification of the requirements of good asset management practices Supervise and provide day to day leadership to the AMIS Coordinator, GIS Coordinator and consultants working with AM while working closely and in collaboration with Gippsland Water leadership team and Team Leader Engineering in delivering values to customer. Ensure all works are effectively scoped and appropriate strategies (incorporating time, cost, risk and human resource considerations) are developed which will ensure the delivery of high quality Strategic outcomes to deliver Gippsland Water s strategic objectives. 7 KEY CHALLENGES Initially, the Team Leader Information will be challenged with familiarising themselves with a new and complex asset management system and information system, but also with the context of relevant policies and procedures to this important role with Gippsland Water. In an ongoing manner, the Team Leader Information will be challenged with maintaining a currency of information regarding industry best practice and legislative requirements related to asset management processes, corporate asset registers, valuation and depreciation of assets, asset life and condition information for cost effective decision making and IPS and ArcMap GIS. The Team Leader Information will be expected to develop and maintain effective relationships with all Gippsland Waters staff and maintenance providers regarding on going data capture and improvement initiatives as well as effectively engage with staff to promote cultural change in relation to the collection, updating and management of all asset data in the AMIS and GIS into the future and effective utilisation of asset data for appropriate renewal/upgrade planning. 8 JUDGEMENT & REASONING Whilst the Team Leader Information will be able to refer to a number of existing GW policies and procedures to guide in decision making, a considerable degree of technical interpretation and identification of viable options, drawn from experience will be required regularly. 5 The Team Leader Information will need to be capable of developing strong and effective partnerships with internal key staff and external stakeholders to improve their understanding of high quality asset management and assist in the organisation to prioritised deliverables. The Team Leader Information will be required to understand and utilise Information Communication & Technology Policies and policies, strategies and guidelines to support the development and additional integration of the system and develop processes and procedures to capture relevant information for complex decision-making in planning capital rehabilitation and/or replacement work and improved operation and maintenance priorities. With support from the Manager, the Team Leader Information will need to ensure that risk management principles are adopted in all decision-making processes and are expected to maintain currency of information regarding industry best practice and legislative requirements related to asset management and depreciation, in efforts to ensure that they are a reliable and up to date reference within the business for all relevant asset management system enquiries. 9 INTERPERSONAL SKILLS/COMMUNICATIONS The Team Leader Information requires well developed interpersonal and communication skills to successfully perform the various responsibilities of their role. To achieve the objectives of the role, the Team Leader Information will be required to obtain the cooperation of both internal and external customers, as well as possess the ability to relay technical information to a range of audiences as working towards fully embedded an integrated approach to asset management within the business and ensure whole of life asset management principles are fully understood and incorporated into asset management decision making by all business groups The Team Leader Information will lead the AM user group and play an effective role in AMIS and GIS user groups and any other assigned working group related to asset management and to build effective partnerships with key internal stakeholders to develop enablement mechanisms for cultural change in relation to asset management and ensure the AM provides ongoing identification and management of risks through relevant operating procedures so as to provide for the sustainable management of assets The Team Leader Information will have the ability to develop effective working relationships with external special interest groups relating to the AM, and facilitate training and user group meetings with an ability to coordinate quality outcomes contributing to the ongoing development of our processes, systems and asset information. This position will play a key facilitating role between all departments, to aid in the ongoing review of reporting requirements, as well as AMS policies and procedures. External Communications The Team Leader Information will work with external consultants and contractors on technical aspects of assets and delivering planning and design phase of projects, as well as external regulators when refining Gippsland Waters reporting needs on an ongoing basis. 6 The Team Leader Information is also expected to represent Gippsland Water at different professional forums and to peers in other water authorities or similar asset based industries to exchange information to improve processes. Internal Communications The Team Leader Information will play a key role in promoting AM culture within Gippsland Water by integration of processes, systems and meta-data to support the lifecycle management of assets. The Team Leader Information will be working closely with operation and maintenance staffs in identifying data capture needs and establishing processes for cost effective asset and risk management and provide improvement programs to maintain Level of Service commitments. This person will also work closely with finance team to ensure appropriate asset register is maintained for valuation purpose. They will also be expected to provide technical advice and support to the Manager in relation to the review and development of all AM related policies and procedures work closely with Planning, Delivery and operation and maintenance teams to deliver renewal and assigned CAPEX programmes. The Team Leader Information may also, on occasion, be required to report to the Executive Leadership Team on the progress of projects, data reporting and departmental asset management needs. The Team Leader Information in conjunction with the AMIS Coordinator and the GIS Coordinator will develop and deliver all training associated with the use and evolving policy and procedural developments associated with the AMS. 10 KNOWLEDGE, SKILLS & EXPERIENCE ESSENTIAL & DESIRED FORMAL QUALIFICATION Essential: An appropriate tertiary qualification in engineering or Information technology Desirable: An appropriate post graduate qualification in engineering or demonstrated equivalent experience in with significant experience in water, sewer, treatment plant and pump station with similar asset centric utility or local government organisations. ESSENTIAL & DESIRED SKILLS/EXPERIENCE Essential: A background in lifecycle asset management of water and sewer assets or equivalent assets Strong background in developing Framework, Policy, Strategy, and Plans aligning with Desirable: Experience working in the utility industry in a senior asset management role Demonstrated project and program management skills Lateral thinking ability Page 6 of 7

7 ISO and Department of Treasury and Finance (DTF) Accountability Framework Experience in system integration including, for example, AMIS, GIS, finance, billing and external contractors' systems Experience in the preparation and delivery of reports and presentation skill to wide audience Experience in asset condition assessment and risk ranking and applying mitigation measures Good knowledge with Information System, GIS and hydraulic and hydrological modelling tools, asset condition assessment techniques A broad understanding of financial rules relating to the management and valuation of assets The ability to engage with a wide range of stakeholders and understand the needs of both technical and non-technical system users Ability to leading a team Highly developed oral and written communication and presentation skills and the ability to engage and build relationships with both technical and nontechnical stakeholders Broad experience in water industry assets and how water and sewer system operation, financial and customer LOS management Risk management experience Highly developed analytical skills 11 SELECTION CRITERIA Demonstrated experience managing and leading a diverse team to deliver successful business outcomes. Demonstrated experience in a technical field relating to the management of infrastructure assets, comprehensive asset risk management through ongoing planning, operational, maintenance and renewal decision making. Knowledge of asset management information systems and associated works management and reporting, focusing particularly on data analysis, review, quality, integrity and system integration. Demonstrated experience in the development of asset management plans, asset class plans, condition manuals and working knowledge for use of Information Systems for civil, electrical and mechanical assets. Demonstrated experience in leading a change initiative whilst managing organisational wide stakeholders. Page 7 of 7
