2 2 3 Apprenticeship training in general The apprenticeship training is vocational upper secondary education (organized in cooperation with working places and educational establishments) and it is based on a temporary contract of employment between the employer and the employee. Many of the provisions in the Contract of Employment Act (320/1970) are applied to apprenticeship training. For example, regulations concerning working hours, annual holidays, occupational safety and other measures protecting the employee are applied to the apprenticeship contract. Apprenticeship training leads to the same vocational qualifications, further vocational qualifications and specialist vocational qualifications as the education which is arranged in educational establishments. In Finland, entrepreneurs can also attend to apprenticeship training and the contract is based on the training agreement (not on collective agreement) between the entrepreneur and the Apprenticeship Training Centre. The terms of apprenticeship training are the same when the apprenticeship training contract is made for an individual person, but the entrepreneur working in the same field works as an instructor in the workplace during the apprenticeship training. In the apprenticeship training the weekly working time should be at least 25 hours. It is not possible to make an apprenticeship contract if the employee is for example on a maternity leave, leave of absence, in a military/non-military service, off duty or the weekly working hours won t be covered. The length of the apprenticeship training varies from four months to three years, depending on the type and objectives of the education and also the student s earlier education and work experience. Target Group Apprenticeship training is open to anyone who at the time of the signing of the contract has reached the age of 15. An apprenticeship contract can be made for a person who already works for an employer, or to a new employee. If an unemployed jobseeker would like to have an apprenticeship contract, she/he must first find a job by herself/ himself. The employee who attends apprenticeship training can have either a vocational qualification, educate her/himself to a new career or just widen her/his competencies. The employer can use the apprenticeship training for recruitment and then of course educate the staff further. Before the apprenticeship training it s important to discuss/consider: What are the training objectives and the objectives of an employee and employer? What are the possibilities for both of them to commit to the training process? How diverse the tasks in the workplace are compared to the objectives of the training?

3 4 5 Learning through work Apprenticeship training primarily consists of on-the-job training and the apprentices spend approximately 70 % of their training time at the workplace by doing diverse practical work tasks which closely relate to their studies. So the workplace must be able to guarantee appropriate and versatile apprenticeship training. The employer will nominate a tutor/instructor who will tutor and evaluate the learning of the apprentices at the workplace. The apprentices and the tutor will make a personal on-the-job learning plan which will become more accurate when the apprenticeship training/studies have started. Theoretical training Theoretical training is provided in vocational institutions and it complies with the core curriculum approved by the National Board of Education. In practice, theoretical training is but part of the training will be carried out by remote study and independent/self-study. The Apprenticeship Training Centre will register the apprentice to the educational establishment and pay the costs of theoretical training (in vocational institution/educational establishment). The apprentice will pay all training materials, the examination fee and the possible suitability test. The apprenticeship contract The apprenticeship contract is a fixed term employment contract drawn up in writing between the apprentice and the employer and it will be signed before the theoretical training takes place. The apprenticeship contract will be signed by the apprentice, the employer, the tutor and the Training Coordinator. Also if possible, the representative of an educational establishment can be invited to the occasion. The Apprenticeship Training Centre confirms the contract by signing it and is responsible for the management of the apprenticeship training and for the supervision of the apprenticeship contract.

4 6 7 Financial support for an apprentice during the apprenticeship training During the apprenticeship contract the employer pays the apprentice wages on the basis of the collective labour agreement in force in the field concerned. However, the employer is not obliged to pay wages for the time spent in theoretical training, unless otherwise agreed. In case the employer doesn t pay wages during the theoretical training the apprentice is entitled to: a daily allowance (15 /day) to compensate the loss of income a family allowance (17 /day) if the apprentice has children under 18 years an accommodation remuneration (8 /day) a travel expense allowance (one two-way ticket / course period using public transportation if the distance from home to the educational establishment is over 10 km). All allowances are tax free. Financial support for an employer during the apprenticeship training The training compensation The Apprenticeship Training Centre pays the employer training compensation and it is agreed individually at the same time when the apprenticeship contract is approved. Due to this, the amounts of training compensation may vary by regions even within the same sector of education (5 150 /month/student). When determining the amount of compensation, the sector of education and the student s experience and level of education are taken into consideration. The training compensation is taxable income. Support for employment costs When hiring an unemployed jobseeker, employers may be eligible for support in meeting employment costs. A pay subsidy is primarily intended for enhancing the employment of young people less than 25 years of age, and the disabled and the unemployed who are under the threat of long-term unemployment, or exclusion from the labour market. The amount of this subsidy is about 550 /month and will be granted by the local Employment and Economic Development Office. How to proceed if you are interested in the apprenticeship training and the suitable job has been found? 1. Discuss a possibility of apprenticeship training with your future or present employer. 2. The Training Coordinator of the Apprenticeship Training Centre will contact you and your employer when the background information form has been received. The Training Coordinator also gives you information on the education and its requirements and informs you on the schedule of the studies. 5. When all the preliminary details concerning the future studies have been agreed, the Training Coordinator schedules a meeting with the apprentice and the employer in order to sign the apprenticeship training contract.
