1 SOUTH EAST COAST AMBULANCE SERVICE NHS TRUST ROLE BRIEF Directorate: Job Title: Indicative AfC Banding: Contract: Responsible To: Level of Accountability: Corporate Leadership: Workforce Development Head of HR Strategy Band 8C The post is offered either full-time, on a job share basis or on part-time hours by agreement Executive Director of Workforce Development The post holder will work autonomously to agreed objectives in accordance with the Trust s IPDR process. He/she will be responsible for strategic and operational management and for producing the business plan and strategy development for his/her designated areas of activity. He/she is required to interpret corporate and national policies within their broad scope of practice. As a member of the senior management team, you are required to support Executive Directors in the delivery of the Trust s vision and corporate strategy and to be a fully active participant of the Business Implementation Group (BIG). You are expected to provide outstanding professional leadership and personal impact across the organisation to enable the Trust to achieve the best possible standards of healthcare, in delivering the Trust s Integrated Business Plan, including and beyond Foundation Trust status. The challenges of the South East Coast area require highly effective leaders with the capability and determination to resolve difficult issues and who have the flexibility, understanding and political acumen to deliver the desired results. The ability to inspire and motivate colleagues to perform well is Core Areas of Leadership and Governance Responsibility: To provide a major contribution to the overall success of the Trust through the development and delivery of its corporate vision, strategic plans and key performance and financial targets.

Demonstrate business acumen in the evolving role of SECAmb and the changing environment leading up to and following attainment of Foundation Trust status. To build and deliver cultural change to develop an organisation which is fit for purpose, creating a climate of open and honest communication within the context of partnership working. To develop the effectiveness and capability of the Trust through strong personal leadership and management skills. To develop and maintain strong collaborative working relationships both internally and externally with all partners and stakeholders. To take active responsibility for own personal development in agreement with the accountable Director and in line with the NHS Leadership Qualities Framework. Base: Job Purpose: Key Duties: Banstead, Lewes or Coxheath (flexibility is required and the post holder may be required to work out of any Trust site or other location to meet the business needs of the organisation). To Provide strategic HR leadership and direction for the organisation, advising the executive team and board on people management practice and directly manage the organisation s workforce planning activity. To work closely with the Head of HR Service Delivery to develop and implement an HR strategy which supports the goals, values and business plan of the Trust and takes account of national policy and local priorities. To ensure that the Trust has an HR Strategy and supporting plans which address the current and future workforce requirements of the organisation and take account of national, SHA and local health economy workforce policy and issues.

3 To ensure that all areas of the Trust have robust workforce plans that address skill, capacity, productivity and workforce supply. To develop workforce planning skills and processes within the organisation. To lead on the promotion of new ways of working, new roles and role redesign within the Trust and the health economy. To ensure that the Trust has reliable and timely workforce information available to the right people for planning and monitoring purposes. Work with the Head of HR Service Delivery to ensure the provision of high quality and efficient HR advice and services to the Trust. To lead the development of effective employee relations to foster a climate of co-operation and participation with staff and their representative organisations. To lead on consultation and negotiation with local trades unions and professional organisations on pay, policies and conditions of service. To develop and implement strategy to promote employment diversity and equality and ensure that it is embedded into the foundations of the Trust. To ensure that the Trust meets legislative requirements with regard to employment equality and human rights and to proactively develop policy, practice and a culture which supports a diverse workforce reflective of the communities served. To attend and provide HR advice at advanced stages of Disciplinary, Grievance, capability and Sickness earings, including appeals against Dismissal. To be a member of the Executive Team and to provide professional HR advice to the Executive. To attend Trust Board and other Board Committee meetings as required in a professional advisory capacity. Actively participate in the Workforce Development Committee as a Member of the group. Chair the Joint Partnership forum.

4 Attend and/or Chair the workforce planning group. Attend and/or Chair the HR Working Group. Attend national HR conferences and events as required. Deputise for the Executive Director of Workforce Development when required at national, regional and local level. Work closely with the Head of HR Service Delivery to ensure vertical integration of the HR function with the Trust s corporate objectives. Key Knowledge, Skills and Experience: Undertake any other work commensurate with the grade of the post. Chartered Member of the Institute of Personnel & Development (MCIPD) Fully CIPD Qualified (Post Graduate Diploma or equivalent) Educated to Masters degree or equivalent professional experience Excellent communication, persuasion and influencing skills A background in leading Employee Relations in a complex healthcare setting Experience of acting as the professional HR Lead at board level Experience of working in a unionised environment Detailed knowledge of NHS Agenda for Change terms and conditions Detailed knowledge of workforce planning and development gained in the healthcare economy. Proven track record in developing HR strategy Commercial focused, with a talent for maximizing human capital Health and Safety: The post holder will take due care at work, reporting any accidents or untoward occurrences. The Trust operates a No Smoking Policy. Staff are only allowed to smoke in designated smoking areas. Review Principal terms and conditions of Service Special Conditions: This job description reflects the principle duties of the post as identified at date of issue. It may be subject to amendment in the light of the changing needs of the service, and will be reviewed periodically in discussion with the post holder. Hours of duty are 37.5 per week, though the post holder is expected to work additional hours as required to fulfill the duties of the post. Annual leave allowance is between days, subject to service The duties and responsibilities described in this role brief may be subject to amendment in the light of the changing needs of the Trust. The post holder may be required to carry out additional tasks as required to meet business priorities.
