The secretariat is not doing the direct implementation of the DEVCOsupported project in, rather it provid guidance and tools for the project staff. Context The vast majority of support given to the vian Red Cross (PRC) and Bolivian Red Cross (BRC) has focused on risk management for potential integrity cris, which has entailed particular attention to financial management and decision-making structur in each National Society (NS). For the ian Red Cross (ERC), this has focused on organizational development (OD) related to the organizational capacity asssment certification (OCAC) procs. # Dcribe key internal or external chang in the operating context that have an impact on the implementation of the activiti event/change The Earthquake Emergency Appeal Operation 2-month report (MDREC02) was issued in June. Reflecting emerging humanitarian needs in the recovery and reconstruction phas, a revised appeal will be issued in Q3. During the two quarters, the country cluster support team (CCST) has provided guidance and orientation for two emergency appeal operations: Earthquake operation (MDREC02) and Floods (MDRPE02). Dcribe the impact on operating context The CCST continu to provide the support servic, as well as political guidance, for this operation. The actions have been combined with actions proposed in the country plan. Through the two emergency operations, the IFRC has coordinated with State and non-state institutions and humanitarian actors in both countri. The IFRC maintains regular coordination with the International Committee of the Red Cross (ICRC) in all three countri as part of its joint support to the BRC, ERC and PRC. As this SFI has a focus on internal management and compliance with IFRC standards, the regular actions have continued during the first half of 207. Rponsible Rponsible Page of 6

BRC has received support for a project to mitigate climate change. This code is no longer active. The initial expenditur in Q have been reallocated. As the programmatic launch of the project is in Q3-Q4, there are no challeng at this point. The remaining 0% might be insufficient to fully implement the project. With scarce funding in the subregion, this code is being used for necsary in Q3- It is foreen that reallocations will be the actions to support the NSs, which entail coaching, Movement coordination, guidance in cas of integrity challeng, among others. With Movement components (Spanish RC, Swiss RC, ICRC), a common path for support to the BRC was created in February. A February extraordinary assembly decided to implement a internal audit commission, withdrawing trust in the pridency and governing board. The BRC requt aid from the Compliance and Mediation Commission (CMC). In March, the BRC prident conducted a mission to ARO for a meeting with the regional director and other NS pridents to share information regarding the internal audit. In April, a consultant was hired for the financial evaluation of the central headquarters and a plan for financial equilibrium. This report and the internal audit were completed in May. A second extraordinary assembly was held in June, attended by the OD Senior Officer. This assembly decided to strengthen the board in line with the statut, reduce national headquarters staff and create a work plan to rpond to the audit and finance commission's report. In June, OD senior officer conducted two missions to support the national OD plan and follow up with OCAC actions (planned branch organizational capacity asssment- BOCA) and late in the month to observe the assembly meeting in which governance board members removed the ERC executive director, requting CCST support for the hiring procs of his succsor. Tripartite (PRC-ICRC-IFRC) meetings are held at least once a month and often up to three tim monthly (January, March and April) to support the governance board and management board. Negotiation was required for the rignation of the PRC executive director in February. The hiring procs was completed in April, with his ratification in the PRC assembly in later April. A consultant was hired to coach the new executive director in April. The HRCCST participated in the national council in March, which convened the national assembly, approved the 206 financial report and 207 budget, changed an article in the statut regarding public registry of the, and hire a new executive director. Additional coaching was provided to the technical teams, governance board (particularly prident) and management board throughout Q-Q2 regarding the emergency appeal operation (MDRPE02). The CCST facilitated relations with Italian RC to fund a rource mobilization plan with the BRC. The IFRC is supporting OD actions, which will eventually contribute to the expansion and enriching the ERC's ability to mobilize funds. Although this has not been implemented, the CCST is working with the PRC to tablish transparent financial procedur that comply with IFRC standards and PRC statut, with a particular emphasis on banking procedur.
