1 Job Description and Person Specification Job Title: Accountable to: Reporting to: Salary: Premises Manager Principal Principal 24, pro rata Job Purpose: To oversee the UTC Plymouth site in relation to Maintenance, Security, Cleaning and Health & Safety; responsible for management of the Facilities Management and Cleaning Contractors as well as any other temporary staff assigned to support the role: Main Duties & Responsibilities: Administration Completing all forms, orders and documentation as required Obtaining estimates for repairs and maintenance in line with UTC s Finance Policy Producing additional documentation as required and in line with UTC s Finance Policy tender documents, specifications etc. In consultation with Senior Leadership, maintain policy documents CCTV, Health & Safety, Security, Fire Policy, Critical Incident Policy, Accessibility Policy Health & Safety Being one of the sites focal points for reference on health, safety and welfare matters and give advice and indicate sources of advice Regularly inspect the site and report findings to line manager Ensuring that the UTC complies with RIDDOR Ensuring that contractors comply with Health & Safety requirements Administration of Asbestos Register Support the Implementation of fire procedures, muster points and Fire Evacuation procedures Undertaking Risk Assessments for the site Advising line manager on training needs for the Premises staff Electrical Safety Testing (PAT Testing) Arranging tests for fire alarms on a weekly basis and ensure alarms can be heard by all students and staff Arranging tests for emergency lighting Oversee regular Health & Safety and Fire Officer inspections across UTC sites

2 Security Implementation of the security policy and procedures within the UTC Ensuring correct alarm procedures, locking and unlocking procedures are undertaken Ensuring that all serious incident of trespass, assault and burglary are reported to the relevant authorities Undertaking security risk assessments Liaising with alarm companies and security contractors Overseeing maintenance contracts for Burglar Alarm System Arranging appropriate Call Out system for Out of Hours Emergency Making contact details available for call out in the event of an emergency Issuing new keys to UTC staff upon request, and maintaining Register of Keys Accessibility With the Line Manager, review the UTC accessibility policy Arranging an annual risk assessment of the premises and working practices to be undertaken, recorded, added to and reviewed as necessary with consideration given to accessibility Ensuring that the appropriate emergency procedures and up to date evacuation information is in place throughout the UTC with practical consideration given to all accessibility issues Coordinating the implementation of the Governors accessibility policy Being the focal point for reference on all issues in relation to accessibility and give advice, or indicate sources of advice Liaising with the Vice Principal with regard to accessibility for pupils Dealing with any issues raised by Occupational Health with regard to accessibility involving members of staff Ensuring that there is adequate access for out of hours use of the UTC when authorised. Staffing Immediate management of the FM, ground, cleaning contract staff as well as the lead point of contact for all outside contractors Line management of the Caretaker while undertaking that role. Compiling risk assessments for all work undertaken by sites and buildings staff Ensuring adequate staffing levels through weekly rota taking into account absence through sickness and holiday College Site Maintenance of buildings on the UTC site

3 Maintenance of grounds on the UTC site Planning and implementing improvement works Liaising with outside organisations regarding new buildings Compiling risk assessments for UTC grounds & buildings Compile and implement a 3 year maintenance/improvement plan with regards to Sites & Buildings Cleaning Through the cleaning contractor oversee the effective cleaning of the UTC Site To be responsible for the Risk Assessments with regards to cleaning processes and COSHH UTC Vehicles To ensure all UTC vehicles are regularly cleaned, serviced and maintained, and to ensure that vehicles are available as required The post holder may need to drive the school minibus and interact with students appropriately. Furniture Purchasing new furniture Maintenance and repair of existing. Allocation and provision of furniture across the UTC Lay out furniture at the request of staff at the UTC (Exams etc.) Out Of Hours Use Of Facilities Liaison with Principal to ensure appropriate staffing levels for out of hours use of the UTC Facilities Ensuring that areas are locked and unlocked for access at appropriate times Site Contracts With Line Manager, compile all tendering documentation for procurement of all Site Contracts, referring to the Finance Policy as appropriate, to ensure that Best Value can be demonstrated and compliance with Finance Regulations Electrical Appliances To ensure all electrical appliances are maintained, tested and kept in good repair and to arrange disposal of any obsolete appliances with reference to the Inventory Procedures. Insurance Claims: Liaising with the Principal concerning insurance claims Getting estimates for repairs/ replacements Investigating and compiling documentation for legal claims against the UTC

4 Meeting with outside organisations with reference to claims Utilities To be responsible for monitoring the consumption of utilities ensuring most efficient and responsible usage Budgets Liaise with the Principal with regards to all spending within the Sites & Buildings Budget Miscellaneous Ensuring that areas are correctly set out for UTC examinations and events Standard Duties To actively promote the equalities and diversity agenda in the workplace and in service delivery. To be familiar with customer care, data protection and health and safety policies and raise awareness amongst staff and student. To improve own practice through training, discussion with colleagues and performance management. To keep abreast of current technical and maintenance developments and provide advice on the best product for a given task. To attend and participate in meetings within the UTC as required. To work flexibly and undertake other duties of an equivalent nature that may be required by the Principal and Vice Principal Key Skills Ability to work effectively with personnel from different teams with the UTC influencing skills, able to set customer expectations and verbally deliver difficult messages Act as team player with outstanding customer handling and inter-personal skills. Ability to cope under pressure, change and adapt quickly to a new and developing type of service delivery. The ability to work proactively with good planning and organisation skills. Excellent verbal and written communication skills, able to adapt style to their audience Excellent time management and punctuality, flexible and adaptable in a fast moving situation A flexible approach to out of hours working, able to carry out ad hoc work outside of main role. Meeting any priorities in place Ensuring all information is correct and up to date Flexible to cope with urgent requests without losing sight of other goals Person Specification: Premises Manager (E Essential, D Desirable) Attributes Essential Desirable How identified Knowledge, Skills and Experience Experience of maintenance work and the use of associated tools and equipment for a range of maintenance tasks some of which maybe complex in their nature. Knowledge and understanding of the Health and Safety at Work including COSHH regulations and other current legislation relating to site and vehicle safety Budget monitoring experience Experience of excellent record keeping, organisational and administrative skills Excellent communication skills, both written and oral A minimum of three years experience in a facilities management type environment A working knowledge of the College environment Experience of site maintenance / improvement at an operational level Evidenced through letter of application, Application Form and interview
