2 Our Client (OS) is the National Mapping Authority of Great Britain; it creates, maintains, distributes and serves definitive and authoritative geospatial and cartographic data, products and services, both in the national interest and to a global customer base. OS has an ambitious growth strategy and in it generated record revenues of 155m with an operating profit of over 24m. OS transitioned to a wholly owned Government Company in 2015 which has enabled the business to develop its commercial strategy. In accordance with its public task, OS provides the UK Government with geographic information that is used to provide essential public services. Under the Public Sector Mapping Agreement and One Scotland Mapping Agreement, every arm of government can access OS s geospatial data. This data is used to deliver value and services to citizens across the country. OS products are served to business throughout Britain. Last year, over 25,000 business customers accessed its products: there are approximately 400 relationships with commercial partners and the business fulfils on average 140,000 custom data orders a year. While OS produced 1.7m paper maps in , it has increasingly prioritised the development of innovative digital products: in the last year, its mobile application, OS Maps, saw a 94% increase in downloads. In 2017, the company launched a new operating model comprising three market facing units (MFUs) supported by engineering, operations, data and corporate functions. The MFUs are: OSGB, with 4700 public sector organisations as customers served through an agreed public task plus a network of commercial partners; Consumer, a 10m business supporting citizens through paper maps and digital products; and Ventures, the commercial MFU serving Energy and Infrastructure sectors in GB and offering professional and managed services globally. OS s growth strategy focuses on ensuring that Great Britain remains a global showcase for geographical information, while developing the next generation of dynamic geospatial data and services. Founded 227 years ago, it is a mature organisation undergoing a significant transformation operationally, commercially and culturally as it pursues its objectives of growing revenues more widely and building a world leading digital economy of the future. In 2016/17 the Government undertook a detailed General Review of OS to examine its role and value to the UK and how that value can be optimised for the future. An independent economic study was commissioned that concluded that, conservatively, OS could be expected to contribute some 6 billion in value to the UK economy in the next ten years, even before account is taken of the benefits which OS data might bring to developing markets such as autonomous vehicles. This is an exciting time to have the opportunity to lead a business of great significance within the UK; we have a heritage of over 227 years but also a real chance to be the key underpinning layer in the 5th industrial revolution. There are many opportunities here to be grasped. Location data is the hidden architecture driving business, building stronger communities, supporting governments and keeping the nation safe OS is proud to be shaping Britain s place as world leading geospatial nation. OS is looking for a new chief executive officer to lead the continuing transformation and profitable growth of the business in the UK and internationally. Through developing a high-performance leadership team and culture you will be ensuring the long-term future of the organisation by developing a sustainable commercial business and embedding the importance of OS data across public services. OS operates in a rapidly evolving market where the demand for, and use of, geospatial data is being fundamentally impacted by technological change. Kieran Murphy The Role The chief executive of will be responsible for leading the development of new capabilities and more efficient processes, to allow OS to bring new value-add products and services to market. This will cover both government and commercial customers, in the UK and internationally, who are being served in new ways by emerging technologies in an increasingly competitive marketplace. This will be a Ministerial appointment by the Secretary of State for Business, Energy and the Industrial Strategy. Key responsibilities include: Deliver leadership of a first-class management team and develop strong working relationships with the chair, and the full board in order to deliver enhanced performance across the business and drive the strategic direction of. Drive the profitable growth and development of the business, successfully delivering sustainable financial performance against the strategy and objectives. This will involve rapidly understanding the dynamics of the business, where it has come from, present strategy and stakeholder expectations. Quickly earn the confidence of the Government shareholder (UKGI) and other public sector bodies, including the Geospatial Commission, as a disciplined operator and as an effective strategist to ensure that OS delivers against the substantial public policy goals for which it has responsibility. 4 Set and communicate a strategy and vision for the business which anticipates future market trends and customer needs, thereby ensuring OS continues to evolve new and existing products and value-added services to fulfil market demand and ensure the long-term sustainability of the business. The CEO must ensure that OS maintains the excellence of OS s unrivalled data while upgrading means of collection and dissemination in an increasingly digital world. Communicate internally and externally with all stakeholders the strategic vision for, and performance of, the business, ensuring a clear sense of purpose and a focus on achievement. Act as an ambassador for OS across the public sector, with commercial clients and on the global stage. The chief executive must support the government s data agenda, particularly the more widespread use of geospatial data and BEIS Industrial Strategy. The chief executive will be trusted to ensure the propriety of public funds and will act as OS s Accounting Officer, with the specific responsibilities being defined in Managing Public Money. Take responsibility at the executive level for building and leading a diverse culture which combines civic-minded, public sector values with those of an ambitious and innovative commercial enterprise. As chair of the executive committee, lead a strong, motivated, and effective team capable of meeting the challenges associated with delivering the strategy. Develop the structures, processes and culture appropriate to a diverse, high performance, modern company assisting the evolution of a culture of decisiveness, clarity, delivery and high integrity. Demonstrate leadership in adherence to high standards of integrity and ethical behaviour. Candidate Profile Previous Experience Candidates must come from a significant leadership role with a successful track record leading a commercial organisation of comparable scale and complexity to OS. Experience in a management role in a national and international business focused on services where product innovation, high standards of operational performance and developing new commercial opportunities are critical competitive differentiators. Proven business builder with a track record of systematically leading strategic transformation, creating top line growth and delivering operational improvement. Knowledge of B2B or B2C markets and organisations where technology, data and digital change is creating new commercial opportunities and transforming business models. Clear evidence of leading strategic investments in new business opportunities, technology, R&D and operational expansion, including international opportunities, in the pursuit of sustainable, profitable future growth. 5 Some experience of operating in the public sector context would be helpful, either of developing commercial services while under public ownership or delivering cost-effective services to public sector and commercial customers. Proven track record of creating systems, procedures and ultimately a culture which encourages collaboration and forms the basis for open and high performing executive and management teams.
