1 TERMS OF REFERENCE PROJECT DIRECTOR BACKGROUND The JURIST Project is seeking applications from suitably qualified applicants for the position of Project Director. This position is based in Port of Spain, Trinidad, but as it is a regional project the Project Director can expect to travel extensively throughout the region. The Project provides furnished accommodation, medical and dental insurance, and a competitive executive salary. The appointment of the Project Director is contingent upon approval of a Project extension to ABOUT THE PROJECT JURIST is a Canadian $23.7 million project with a contribution of $19.4 million from the Government of Canada. The Project's overarching goal is to establish a judicial system that is more responsive to the needs of women, men, youth and the poor in the CARICOM region. Further details can be found online at The JURIST Project is seeking an extension from 2019 to 2023 from the donor agency, Global Affairs Canada. The Project is working with judiciaries in the region to support their respective efforts to improve court governance and administration, including the introduction of technology to expedite the management of cases from filing to disposition. Resolving cases fairly, efficiently, and in a timely manner will improve public confidence in the justice system, foster gender equality throughout the courts, reduce backlogs and delays, and make the region more attractive to foreign and domestic investment. 2 LOCATION CARIBBEAN COURT OF JUSTICE (CCJ) PORT-OF-SPAIN, TRINIDAD AND TOBAGO REPORTS TO SUPERVISES CONTRACT DURATION CO-CHAIRS OF THE PROJECT STEERING COMMITTEE PROJECT MANAGEMENT UNIT (PMU) THREE (3) YEARS WITH POSSIBILITY OF EXTENSION. *THE APPOINTMENT OF A PROJECT DIRECTOR IS CONTINGENT UPON APPROVAL OF A PROJECT EXTENSION. 1.0 POSITION OBJECTIVE: To direct the overall planning, management and execution of the Judicial Reform and Institutional Strengthening (JURIST) Project. The principal interaction of the position will be with: the President of the Caribbean Court of Justice (CCJ), who provides strategic direction and guidance to the Project; Chief Justices of the CARICOM region; and the Project Team Leader of Global Affairs Canada (GAC), as donor. 2.0 KEY RESPONSIBILITIES OF THE PROJECT DIRECTOR: The assignment will include: Leading the Project team Guiding the development and execution of Project plans, budgets, and activities to ensure timely delivery of initiatives Ensuring priorities and corresponding budgets and timeframes are presented in annual work plans, and annual and semi-annual reports Ensuring collaboration and consultations with Chief Justices and key stakeholders in the justice system to identify priorities and develop initiatives and strategies for implementation 2

3 Managing key stakeholder relationships including those with the CCJ, the donor agency and participating judiciaries to ensure timely approvals, communication and implementation of plans Overseeing and managing the Project budget and its component parts to avoid overruns and/or escalations while ensuring efficient use and allocation of resources Managing the identification, mitigation and elimination of risks in the Project consistent with the approved project work plans Ensuring consistent, timely reporting of outputs to key stakeholders Negotiating and managing Memoranda of Understanding (MOUs), Project Charters, and contracts with consultants, partners and other organizations and individuals for the execution of specific Project tasks Providing strategic and operational direction to the Project Committees Ensuring the accountability of counterpart contributions and resources Facilitating regular Project Committee meetings to review Project progress 3.0 REQUIREMENTS: The following requirements must be demonstrated: Qualifications A Master s Degree in Business Administration or a related, relevant field of study. Training in Law; OR equivalent experience is an asset. Experience Extensive experience (at least 10 years) in leading a team, and managing human resources, procurement and finances Executive level experience in coordinating multi stakeholder negotiations or initiatives, preferably in areas involving regional integration, cooperation, or judicial reform Experience in providing professional advice and analysis to senior management on strategic directions and critical issues Experience in leading and managing projects and Results Based Management techniques and reporting requirements, including managing donor funding is an asset 3

4 Experience in international development assistance projects Specific experience with judiciaries is an asset Knowledge Knowledge of Court Administration and Adjudication Knowledge of the region and its regional organisations (including, but not limited to: CARICOM, OECS, CARIFORUM) Knowledge of Project Management Abilities Ability to direct projects, while ensuring a consistently high level of quality in activities and outputs Ability to work collaboratively with multi-disciplinary teams and stakeholder groups, nationally and regionally Ability to work with tight deadlines Ability to motivate staff and partners in undertaking and sustaining long-term initiatives Ability to identify problems and issues and propose solutions to address them Ability to effectively communicate, orally and in writing, in English Skills Adaptability to change Strategic thinking Intercultural communications 4.0 APPLICATIONS: Applicants should submit: a detailed Curriculum Vitae; and the accompanying Application Form.
