1 KITIMAT VALLEY INSTITUTE TF: P: F: Alexander Avenue, Kitimat, BC V8C 1A2 November 4 th, 2016 Dear Sir/Madam, Each of you is receiving this letter as you have been approached by Sherrie Little or I in the past to participate in a Labour Market study. As previously discussed with you, Kitimat Valley Institute is now in the application stage for the Labour Market Partnership and you are cordially invited to participate in a Steering Committee (SC) to explore human resource supply and demand with identification of trends and emerging issues in the Southern Skeena region (Kitimat, Terrace, Hazelton, Smithers). We would also like to identify skills gaps, training requirements and barriers to hiring and retaining appropriate human resources and finally develop a human resource strategy to address the labour market issues. Here are the main objectives we would like to achieve with this project: Understand the current gaps and factors influencing recruitment, attraction efforts and labour market participation Align worker skills and knowledge with the employer demands Strengthen participation of Aboriginal people, new Canadians, older workers and students in the labour market Inform and influence secondary and post-secondary training programs to best align with the local labour market needs. The primary function of the SC will be to represent stakeholders that will not directly sit on the committee. The SC will be involved in every phases of the project, it will monitor and review the project status, as well as provide oversight of the project deliverable rollout. SC members will not directly be responsible for managing project activities, but will provide support and guidance for those who do (KVI). Thus, the roles and responsibilities of the SC members will be to: Develop an operating charter to formalize its roles and responsibilities; Develop and maintain a set of project vision and goals; Monitoring and review of the project at regular SC meetings; Controlling project scope as emergent issues force changes to be considered, ensuring that scope aligns with the agreed requirements of the project sponsor and key stakeholder groups. The project manager will be responsible for informing the SC what the requested scope will cost and how long it will take to deliver and then manages project resources to deliver that scope within time and budget constraints; Resolve obstacles. Both the SC and project manager will be responsible for resolving obstacles as they arise; Formal acceptance of project deliverables; Approve budget, ensuring that effort, expenditures and changes are appropriate to stakeholder expectations. The SC will be responsible for managing and resolving threats to the project`s success and operational issues brought to them by the project manager; Obtain support and agreement from stakeholders. The SC will be responsible for obtaining the support and cooperation of all stakeholders by both formal and informal means; Communicate to the stakeholders. The SC takes responsibility for communicating status and needs to all stakeholder agencies. Following an initial face-to-face meeting, the SC will either communicate through conference calls or inperson meetings. Please see attached tentative timeline of the project (contingent on project approval from the government). To confirm your interest in being a member of the SC, a sample letter of partnership will be sent to you with further instructions within the next few days. 4 Involve subject matter experts for input on actions and strategic plan. October 2017 November 2017 January 2017 A final report compiling the assessment and action plans will be completed Discussion between SC and the province on major themes of the strategic plan (or between chair of SC, KVI and the province) Report presented to the province. Any changes requested will be made and approval from the province will be received prior to distribution and usage of the report Copies of the report will be produced and distributed SC conference call meeting if required The report will be presented to community meetings and strategy will be available on websites. Meetings will be held in participating communities and will involve project manager and respective steering committee member of the community. 5 Your logo and contact info Date Dear Sir/Madam, This letter is to acknowledge our collaboration to the Labour Market Partnership project by Kitimat Valley Institute entitled: A Labour Market Strategy for the Kitimat, Terrace and lower Stikine towns I am the (your position) of (name of organization) and am writing in support of this project. Our mission is to ( ). As such, we are well positioned to contribute to the project. Kitimat Valley Institute has worked in advancing education and training by providing skills and employment training programs to Non Aboriginal and Aboriginal Peoples in the Kitimat/Terrace region. They deliver workforce training courses and programs to address upskilling requirements to assist workers in finding employment as well as providing recruitment services to assist employers with their manpower needs. Because of their knowledge in labour and training needs and their experience in connecting people to work, our organization is pleased to embark on this project. The objectives of the project that have been proposed for this labour market strategy are linked to the following ideas, that are particularly relevant to the mandate of our organization (you can pick one or more): (Understand the current gaps and factors influencing recruitment, attraction efforts and labour market participation; align worker skills and knowledge with the employer demands; strengthen participation of Aboriginal people, new Canadians, older workers and students in the labour market; inform and influence secondary and post secondary training programs to best align with the local labour market needs). It is clear from recent changes in the labour market characteristics in the region that there is a need for a detailed labour market study in order to develop strategies aimed at increasing the availability of skilled labour. There needs to be an evaluation of current and projected supply of our workforce in order to determine if there are sufficient workers to meet the needs of the employers and assess if those workers have the right qualifications. To support this project, we are pleased to confirm that our organization will provide in kind contributions of a value totaling (amount in dollars) over the year of the project for our participation in the Steering Committee. As a member of the Steering Committee, I will work collaboratively to guide, challenge and provide insights on the Labour Market Strategy group during meetings. This will also include provision of a meeting space if necessary. In addition, my capacity as a (manager, mayor, knowledge user ), I will enable the dissemination of the resultant strategy to a wide range of (decision maker, employers, ) audiences. To fulfill this commitment, I will bring the project manager to discuss the findings with (senior management, board, end users..). We will also plan how to best disseminate the results to the broader community and facilitate ongoing dialogue within the broader (education system, industry ) to ensure dissemination of the findings to decision makers responsible for the delivery of training services.
