5 Help us to shape Lancashire s future Lancashire is a place we re very proud of, and we re proud of our county council too. Like most large organisations, though, there are some things we need to excel at in order to effect long-term improvements. Our new Executive Director of Growth, Environment, Transport & Community Services will take up an important seat around the strategic leadership team table and will be instrumental in the delivery of a range of ambitious and major projects across our economic development, highways, transport, environment and community services. It s an exciting time for Lancashire and this new role requires an exceptional candidate who can manage a broad and varied portfolio. Reporting to the Chief Executive and Director of Resources (s151) this will oversee the delivery of a range of high profile and ground-breaking programmes that will change the landscape of our county and improve the lives of millions of our residents and visitors. A crucial part of the role will be to provide strategic leadership, working with a range of external partners and stakeholders to enable economic development and jobs growth that will unlock our county s economic potential. You will lead the way in making long-term changes that ensure that our services are fit for our growing population as we work to improve our county s environment and infrastructure. You will also be the strategic lead for our most universal services and whether that be our roads, libraries, museums or registration services, they play a huge part in the daily lives of Lancashire residents and are important for the council s reputation. This is a challenging role and we re looking for someone with substantial experience, a detailed knowledge of how to deliver high calibre services, and the leadership qualities to match. Supported closely by our Chief Executive and Director of Resources (s151), senior leadership team, council leader and cabinet, the successful candidate will be empowered to secure the required improvements for the long term. 7 Welcome from the Leader Firstly, thank you for taking an interest in this opportunity. Appointing a new Executive Director of Growth, Environment, Transport & Community Services will be a big decision for us and I appreciate that it will also be a big decision for you to choose to apply. Before you do, I am keen to explain a little more about what you can expect to find here. Lancashire is the fourth largest local authority in England and it spans twelve districts that cover a huge geographic area and a wide range of communities both urban and rural. As a county council our remit is substantial, varied and complex - but our purpose is simple we exist to serve the people of Lancashire by working as efficiently and effectively as possible to prioritise the services they need and want. This is a crucial time for Lancashire County Council, and we must create a more financially stable council that will future-proof our improvements to critical services. This role will oversee the delivery of several of the priorities of my administration including a number of ambitious programmes and projects that will benefit the people of Lancashire for decades to come. We are operating in difficult circumstances, as can be seen across the country, the demand on services continues to rise at the same time as we face an unprecedented financial challenge. We are getting back to basics, and that means we must concentrate on making real improvements by implementing ways of working that are within our financial means, but that do not have an adverse impact on the quality of our service delivery. And that doesn t mean we can t be ambitious - Lancashire s potential is immense. Whether it s reopening much needed libraries, attracting even more economic investment or filling potholes properly, we believe that there s a lot we can achieve just by working differently. The Executive Director of Growth, Environment, Transport & Community Services role is a critical next step for us to ensure we have the long term leadership this challenge demands. 8 Political composition of the county council Our corporate governance structure consists of a leader, a cabinet and an overview and scrutiny function. The full council, which sets the budget and council tax levels and approves the council s policy framework, consists of 84 county councillors. Full council appoints the leader, who then appoints cabinet members. The cabinet, chaired by the leader of the county council, implements policy and runs county services. Individual cabinet members have been given specific areas of responsibility, but all decisions are taken collectively by cabinet. The current political composition of seats on the council is: Conservative 42 Labour 30 Independent 5 Liberal Democrat 4 Vacant seats 2 UKIP 1 The next county council elections will be held in May District and parish councils The Lancashire County Council administrative area has 12 district councils and over 200 parish and town councils. The districts are: Burnley Borough Council Chorley Borough Council Fylde Borough Council Hyndburn Borough Council Lancaster City Council Pendle Borough Council Preston City Council Ribble Valley Borough Council Rossendale Borough Council South Ribble Borough Council West Lancashire Borough Council Wyre Borough Council The County of Lancashire also includes two unitary authorities i.e. Blackpool and Blackburn with Darwen. 8

10 Job Description - Executive Director of Growth, Environment, Transport & Community Services Job title: Executive Director of Growth, Environment, Transport & Community Services Grade/salary: Executive Director - 121, ,798 Location of work: County Hall, Preston Directly responsible to: Chief Executive & Director of Resources (s151) Purpose Reporting to the Chief Executive and working with Senior Leadership Team colleagues and the elected Leader, Deputy Leader and Cabinet Members, and in partnership with other private and public sector agencies, lead and direct the strategic objectives of Growth, Environment, Transport and Community Services to improve the performance of the Lancashire economy and services to residents. Align the strategy with wider council objectives and optimise resources to ensure effective delivery within a shifting political and economic context. This is underpinned by the Council s Core Purpose to enable the people of Lancashire to: Live a healthy life. Live in a decent home in a good environment. Have employment that provides an income that allows full participation in society. 10 Accountabilities/Responsibilities Advise elected Members and the Senior Leadership Team on appropriate strategies and policies required to deliver the job purpose. Contribute to a strong, cohesive and collegiate Senior Leadership Team, role model the organisation s values and lead the delivery of a number of strategic, cross cutting initiatives that reach beyond the functional and operational remit of the role. Deliver strategic, decisive, influential leadership and direction to ensure the combined efforts of internal resources and external partners and stakeholders are effectively co-ordinated to promote, regenerate, enhance and sustain economic development and jobs growth across Lancashire. Underpinned by an efficient and cost effective environment and planning service that promotes business, supports growth and unlocks the economic potential of the County in a sustainable way. Secure the efficient and cost effective delivery of a range of critical infrastructure and service provision including highways and transportation networks, household waste disposal services, libraries, registration and archive services that meet the needs of Lancashire residents and businesses and discharges all statutory requirements. Deliver inspiring leadership to create a culture of accountability that challenges the status quo and promotes a relentless approach to implementing solutions. Build a high performing senior team who gain leadership credibility by modelling the behaviours and performance standards expected of others and ensure they develop and maintain a motivated, performance focused workforce that is trained, professional, effective and committed to achieving successful outcomes and targeted objectives.

11 Promote and support a learning culture which considers emerging practice, research and latest thinking to continually improve and innovate across all service areas. Develop corporate strategy, strategic business plans and delivery metrics whilst contributing to overall organisational strategy as part of the Senior Leadership Team. Ensure services are delivered and measured against internal and external objectives, performance targets and standards in order to improve the performance of the Lancashire economy and services to residents whilst driving out cost. Initiate, develop and influence external relationships with key stakeholders and partners on a local, regional and national level in line with the organisational strategy and direction. Educated to degree level in a subject related to the role or equivalent experience. (Essential). 2. Management or professional qualification. (Essential). Essential Experience (all is expected to be at a senior management level) 3. Successful leadership, management and motivation of people and financial resources to deliver service objectives across large and complex multi-disciplinary delivery teams. 4. Experience of successful service transformation that delivers improved outcomes at reduced cost, with evidence of innovative and transformational thinking and the achievement of more affordable models of service delivery. 5. Extensive experience of partnership and collaborative working to deliver continuous service improvement designed around the needs of the user. 6. Developing strategic solutions and outcomes to meet statutory requirements, regulations, improved service standards and in response to existing and emerging priorities. 7. Experience of operating within, and managing, an area of significant risk, exercising considerable judgement and authority whilst mitigating against the risk. 8. Experience of operating sensitively in a political environment, developing relationships with all members gaining respect, trust and confidence. Essential Knowledge and Skills 9. 13 Terms of employment and employee benefits The conditions of service are those prescribed by the National Joint Council for Local Government Services and by the county council. The appointment is subject to the receipt of satisfactory references and medical clearance. Salary The salary scale is 121,274, increasing in four annual increments to a maximum of 131,798. You will be eligible to take part in the council s car lease scheme for senior officers or if you choose not to we will provide you with an annual cash amount of 5,300 as an alternative. Pension If you are not already a member of the Local Government Pension Scheme, you will be brought into the scheme when you take up your position. Annual leave You will be entitled to 25 days annual leave, plus 10 statutory and extra statutory days. Your leave entitlement will increase to 31 days after 5 years continuous local government service. Relocation expenses A relocation package is also available. 13
