1 Position Announcement Safety/Risk Coordinator PUD #1 is seeking a Safety/Risk Coordinator. This position is responsible for the coordination of all aspects of safety, risk management and emergency preparation for the District, and will report to the General Manager. The position will develop effective safety programs, injury prevention initiatives, coordinate and perform safety training, conduct safety and risk investigations, and assure compliance with Federal, State and District regulations, policies and procedures. The position is key to providing safety leadership and accountability throughout the organization. Duties will include: evaluating and drafting procedures and policies; making recommendations on initiatives and best practices; developing department goals and objectives; promoting/facilitating best work practices; conducting safety/risk audits at work sites and facilities; acting as primary risk contact; overseeing accident investigations; reviewing contractor work plans, annual reporting, L&I claims, and managing the drug testing, hearing conservation, and ergonomics programs. In addition, incumbent will: update the ERP, PSM, and RMP for the Water Treatment Plant; coordinate with local agencies; coordinate drills; and other related safety, risk and emergency response tasks. Qualifications and Requirements: Broad safety knowledge and 3-5 years experience in safety/risk management or coordination is required. BA in Health and Safety, Industrial Hygiene, or a related field is preferred. Equivalent combination of education & experience may substitute. Priority consideration given to candi- dates who possess a CSP certification. Preferred candidate will be experienced in the area of construction and detecting unsafe working conditions with equipment, trenching, confined space, and other. Excellent communication skills & ability to write reports and recommendations. Experience in industrial safety, facility and worksite inspections. Knowledge of applicable safety regulations including DOSH, WACs and OSHA. Ability to train, influence and motivate others, and exemplary customer service. 2 JOB TITLE: Safety/Risk Coordinator DATE REVISED: April 2018 REPORTS TO: General Manager FLSA: Full Time, Exempt POSITION PURPOSE Reporting to the General Manager, the Safety/Risk Coordinator is responsible for the coordination of all aspects of safety, risk management and emergency preparation for the District. This includes injury prevention initiatives, coordinating and/or performing safety and emergency preparedness training, safety/risk investigations, developing effective safety programs, and assuring compliance with Federal, State and District regulations, policies and procedures. Position will provide safety leadership and accountability throughout the organization. No. JOB RESPONSIBILITIES 1 Safety Program Administration Evaluate, audit and draft District safety procedures and policies; update policies and manuals to reflect federal/state requirements and best industry practices. Determine gaps in safety programs; make recommendations to GM and management team on policies, initiatives and best practices; facilitate practices that support business strategies. Develop safety department goals & objectives. Act as facilitator for safety committee and departmental safety meetings; provide coaching and assistance where needed. Effectively promote and encourage safe work practices and continuous improvement throughout the District at all levels. Work collaboratively with management team to identify continuous improvement initiatives, reduce safety risks, raise safety awareness, and improve overall safety. Visit job sites to conduct safety audits on projects, equipment and materials; evaluate safety protocols followed on District projects; act as facilitator to ensure deficiencies are corrected. Interview employees and observe actions and practices to determine the effectiveness of District safety programs. Review and modify work practices to ensure compliance with federal and state laws, and District policies and procedures. 2 Risk Management Act as primary risk contact; coordinate with liability insurer on claims processing and insurance issues. Oversee injury and incident inquiries, investigations and evaluations; analyze accident reports and injury cases and develop recommendations for procedural changes. Review contractor safety plans before work begins; provide recommendations; ensure staff are aware of obligations. Manage drug testing program and CDL program. Make recommendations to management on appropriate actions following accidents, incidents, or safety violations. Act as District liaison to the Department of L&I; monitor WC program; process and oversee claims processes. In cooperation with HR, make recommendations on return-towork programs and modified work arrangements. Responsible for OSHA annual reporting. Maintain and revise Accident Prevention Plan (APP) and other safety/risk plans to ensure compliance and best practices. Oversee Ergonomics and Hearing Conservation programs. 3 Emergency Management & Response Responsible for updating the Emergency Response Plan (ERP), Process Safety Manual (PSM), and the Risk Management Plan (RMP) for the Water Treatment Plant; act as point person for outsourcing professional services when necessary. Act as contact with Skagit County and other agencies for coordinating reverse 911 system alerts and cooperative response. Coordinate with local emergency response agencies; educate them on District facilities and hazards. Act as coordinator for exercises and drills (tabletop, etc.), outsourcing with contractors/consultants when appropriate. 4 Training and Administrative Tasks Identify training and development needs for staff; plan and/or conduct training sessions for employees in the areas of safety and risk; track and maintain employee training records and schedule refresher classes as necessary. Conduct new employee safety orientations; develop and improve new employee safety training as necessary. Work with management and staff to provide technical advice, coaching, guidance, and mentoring to employees. Develop Safety Department budget requests and manage annual safety budget. Oversee staff, consultants, and/or contractors engaged to assist with the safety program. Maintain all safety and risk files and records. 4 Education and Experience: Broad safety field knowledge and three to five (3-5) years experience in safety and risk management or coordination is required. Bachelor s degree in Health and Safety, Industrial Hygiene, or a related field is preferred. Any equivalent combination of education and experience that provides the applicant with the knowledge, skills and abilities to perform the job may be substituted for some requirements. Priority consideration will be given to candidates who possess a Certified Safety Professional (CSP) certification; additional consideration given for the following: Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), Certified Utility Safety Professional (CUSP), or Certified Utility Safety Administrator (CUSA). Preferred candidate will have experience in the area of construction and detecting unsafe working conditions with regard to equipment, trenching, confined space, and other field activities. Priority consideration will be given to applicants who can effectively demonstrate a wide breadth of knowledge in various safety specific areas. Other Knowledge, Skills & Abilities: Excellent written and verbal communication skills. Ability to write effective correspondence, reports and recommendations, effectively tailoring for different audiences as appropriate. Experience in industrial safety is preferred, as well as experience in facility safety and worksite inspections. Knowledge of all applicable safety regulations, including DOSH, WACs, OSHA, etc. First Aid/CPR certification. Excellent analytical and organizational skills. Proven track record and ability to motivate others in pursuit of organizational goals. Proficiency in Microsoft Office, including Word, Power Point and Excel. Ability to train, influence, and effectively engage and motivate individuals in training and presentations by utilizing effective public speaking techniques. Ability to provide exemplary internal customer service, including dealing effectively with elected officials and staff, both in person and over the telephone. Ability to work independently without regular supervision and to practice effective task prioritization. Skill in establishing and maintaining cooperative and effective working relationships with co-workers, vendors and the public. Valid WA State Driver License and a clean driving record. Level of Decision Making and Job Complexity: The incumbent will be responsible for working under the general supervision of the General Manager, and is responsible for establishing and maintaining a high level of integrity and trust in the safety and risk function. The position requires a high degree of independent judgment, discretion and decision-making, and the ability to deal effectively with a wide variety of complex situations. The Safety/Risk Coordinator will be an integral part of the District team, and the position requires in-depth knowledge of all aspects of the safety and risk function. The incumbent will be required to understand and assist the various business units to integrate effective safety and risk policies and programs within the District.

5 Number and Titles of Persons Supervised: Position does not supervise other personnel but does provide coordination for safety, risk and emergency preparedness-related issues to District employees. Safety Requirements: The District promotes an environment where employees think safe, work safe, and live safe. The incumbent is required to maintain a working knowledge and comply with all District safety procedures and specific safety requirements of this position in accordance with applicable provisions of DOSH, OSHA and other applicable provisions. The Safety/Risk Coordinator will be expected to set an exemplary example of safe work practices and adherence to all applicable safety provisions at the District.
