1 Consultancy Announcement Title of Consultant : Consultancy for Final Evaluation _ My Justice Timeframe : 15 days (February 2019) BACKGROUND As a part of My Justice programme implemented by the British Council with the support of the European Union (EU), ActionAid Myanmar works as a partner to implement a project entitled My Justice: Strengthening Women s Access to Justice in Yangon and Mon. This project is targeting to the women and girls living in 9 wards and 6 villages in Hlaingthaya Township in Yangon Region and 4 villages in each Thanbyuzayat, Chaung Zone, Ye Township in Mon State, starting from February in 2017 to January The goal of the project is to identify and respond to long-term justice needs of women located in diverse rural and urban setting to address issues of physical and sexual violence. The project has three main objectives to accomplish: 1) Women and girls are empowered to act on cases of VAWG and are supported to claim their rights through community led support systems. 2) Quality legal aid services that are holistic and client-centric are provided to survivors through a well-establish referral system 3) Evidence based advocacy is utilised to influence national policy and law reform process Output The specific intended outputs of the project to achieve the above objectives are: Output 1: 50 women in Hlaingthayar Township and 12 women inthanbyuzayat, Chaung Zone, Ye Township will be trained as paralegals to support women who have experienced violence to access justice Output 2: 42 Male role models trained in gender awareness and VAWG, and able to conduct male peer awareness Output 3: 80 service provider representatives across the target townships will be trained in referral systems and legal aid service provision and improving access to justice for women survivors of violence

2 Output 4: Case tracking of the experience of justice seekers collected and analysed to identify justice gaps at the personal and institutional level Scope of the work Time frame: 15 days (February 2019) Geographical Coverage: 4 Townships: Hlaingthayar Township in Yangon, Thanbyuzayat, Chaung Zone and Ye Townships in Mon State Target groups to be covered: women and girls who are vulnerable to violence including key stakeholders in the area implemented by the ActionAid Myanmar. Beneficiaries: women and girls who are vulnerable to violence, key legal aid service providers and justice centers, Department of Health and Sports (DOHS), Department for Social Welfare (DSW), General Administrative Department (GAD), Mon Women s Organization (MWO), Karen Women s Organization(KWO). Methodology The consultant is expected to propose an initial proposal during inception report development in consultation with ActionAid staff. The following methodology is recommended to guide the procedure: 1. Desk review on relevant project documents (especially project proposal, agreement with donors, and baseline report from the Safe Space project). Safe Space project recently conducted baseline survey in similar wards and villages in Hlaingthayar Township so that the consultant can refer some relevant data to save time and budget. 2. Key informant interviews with survivor of violence, key legal aid service providers, authorities related with DOHS, DSW, GAD, MWO and KWO according to questionnaires prepared. 3. Focus group discussions with women and girls in villages in Hlaingthayar, Thanbyuzayat, Chaung Zone, Ye Townships (at least 1 FGD session in each Township). The consultant will finalise the required documents for semi structured interviews and lead questions with the assigned persons in the women rights team. The suggested sampling is 10% of the beneficiaries.

3 Evaluation Questions Using the DAC OECD Criteria 1, evaluation questions will be developed by the consultant with support from AAM and finalized in agreement between consultant and AAM. Innovation 1. Key Deliverables a) An inception report, a detailed methodology based on the TOR, initial meeting and desk review, with detail timeframe, list of stakeholders to be interviewed, proposed sampling methodology, protocols for data collection and analysis, and ethical procedures to be followed. an outline of suggested methodologies or key knowledge gaps not covered by the ToR b) Clear version of data collected including transcriptions from interviews and focus group discussions. c) Draft and final report summarizing, analysing and comparing the data collected Clear report not exceeding 30 pages excluding annexes. an executive summary, brief project background, analytical findings (explaining the results and not just describing them); Recommendations are specific and actionable, and include strategies for future programming The conclusions with a deeper level of analysis than that of the findings. Annexes will include (i) Terms of Reference, (ii) Itinerary for field visit, (iii) List of documents reviewed, persons interviewed/involved in Focus Group Discussions, and (iv) Data collection tools and raw data file (If the consultant used some analytical software) d) Final report will be submitted at first week of September in line with the agreed reporting template.

4 Timeframe Deliverables Suggested timeframe 1 Desk review, finalising data collection tools 2 Field visit for FGD and conducting interviews in target areas 3 Draft report (language of report: English) 4 Feedback from different stakeholders including British Council and ActionAid Myanmar 5 Final Evaluation Report (language of report: English) 15 days of work before 17 February 2019 (To be negotiated) Total deliverables PERSON SPECIFICATION University degree in social science, research methodology, public policy, gander or relevant fields (Master of Evaluation is preferable) Expertise in gender and human-rights based approaches and resilience Experience in collecting and analysing qualitative data In-depth knowledge of gender equality and women s empowerment A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used. Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts Regional/Country experience and knowledge: in-depth knowledge of Myanmar is required. Language proficiency: fluency in English and is mandatory; good command of local language is desirable.
