Context: The purpose of the Institute for Innovation (i 3 ) is to provide dedicated resources, expertise and support for clinical teams to design and implement improved, innovative best models of care that ensure Waitemata DHB is a leader (national and international) in health outcomes and patient experience through: Fostering discovery and dissemination of best practice and innovation Designing measurement systems and using data to guide improvement Applying sector integrated design thinking approaches and techniques to help create a culture of innovation and improvement Coordinating and delivering training programmes, including healthcare leadership and quality improvement training, designed to foster a culture of innovation and improvement Collaborating with clinical teams throughout the full range of project lifecycle from inception to implementation, organisational learning and beyond Purpose of the role: Lead, direct, oversee and manage all aspects of operations of the i 3 Waitemata District Health Board Manager of the Institute for Innovation Page 2

3 Responsible for ensuring the i 3 has the best working environment and processes, and developing and mentoring effective, motivated teams Working with the i 3 s senior leadership team, contribute to the development and implementation of the i 3 s strategic planning goals and objectives, tracking operational budgets, and managing the smooth operation of the i 3 s programmes Identify innovative approaches and trends, and develop strategies to ensure that Waitemata DHB is a global leader in healthcare and provides excellent outcomes and patient experience Identify and develop strategic alliances and partnerships with external organisations to support innovation and optimal digital experience Role model and apply co-design approaches and techniques to create a culture of creativity and innovation Foster a culture of creativity and innovation by providing education, coaching and guidance in digital design and user experience KEY TASKS EXPECTED OUTCOMES Partnership with the Institute Director and i 3 senior leadership team Manages the day-day business and operations of the i 3 to ensure that the i 3 operates effectively, maintains an environment of continuous improvement and innovation Designs strategies with the i 3 s leadership team and implements plans to improve all aspects of operations, including the digital and digital user experience strategies Contributes to the strategic aims of the i 3 and deploys these in i 3 work programmes Ensures i 3 work programmes are planned and meet agreed KPIs Manages overall performance of the i 3 ensuring that systems and processes support effective performance and that performance is monitored and action plans developed as required to ensure KPIs are met Identifies skills gaps in the i 3, develops appropriate workforce development plans and recruitment programmes Analyses operations to enhance and effectiveness and develops and coordinates reports on the i 3 s performance Leadership and Team Management Provides operational oversight and leadership support function to i 3 teams Develops, mentors and maintains effective, motivated and productive staff and teams Ensures communication is ongoing and effective Waitemata District Health Board Manager of the Institute for Innovation Page 3

4 KEY TASKS EXPECTED OUTCOMES between i 3 staff and teams, and between the i 3 and DHB staff and external parties Conducts staff meetings to establish and foster an environment of open communication and continuous improvement Responsible for the performance management of direct reports, and i 3 teams with operational oversight in partnership with direct reports; and for succession planning, to ensure the effective and efficient operation of the i 3 Performance management systems within the i 3, including performance management of direct reports, are maintained Oversees the i 3 s schedule of events including workshops, seminars, events with expert visitors, and strategic partners, and ensures the effective coordination and running of the events Oversees effective operations of partnerships and programmes with i 3 partners and external parties, including strategic, academic and industry partners Oversees i 3 facility layout and adjusts as appropriate Leads by example; living and demonstrating the Waitemata DHB s values. Ability to have open, honest and respectful discussions. Manages teams of motivated and well trained staff focused on providing the best possible health outcomes and experience Performance planning and coaching of staff and appraisals completed at least annually according to Waitemata DHB policy and in conjunction with the relevant direct report Resource Management Leads the budget process in partnership with the i 3 Director, ensuring participation and ownership by key stakeholders Facilitates and engages with i 3 staff in budget and business plan development for the i 3 Contributes to the preparation of budgets to fulfill the i 3 s operating objectives Achieve agreed i 3 financial and activity targets, and KPIs are met within agreed budget Monitors and analyses the operational, financial and performance results to ensure all i 3 services meet agreed performance and financial Waitemata District Health Board Manager of the Institute for Innovation Page 4

5 KEY TASKS EXPECTED OUTCOMES parameters Ensures there is an equipment/capital replacement plan in place and submit bids for capital funding as appropriate Risk Management Within a framework of effective and prudent controls, ensures key risks are reported, assessed and managed; implementing mitigation strategies as appropriate Continuous Improvement and Innovation Ensures and demonstrates a serious commitment to continuous improvement Maximises the effectiveness of i 3 work by promoting evidence based practice, responsive patient-centred care, excellent health outcomes and patient experience Champions continuous improvement, health leadership and innovation Provide expert advice within the i 3 in regards to digital design and experience Foster a strong culture of innovation within the i 3 and across the organisation with managers and clinical leaders actively participating in projects including digital experience Role model and applies co-design approaches and techniques to create a culture of creativity and innovation Work closely with staff and end users to ensure technologies and innovations are embedded into practice and sustained Participate and provide leadership in quality improvement and change management programmes related to digital user experience Develop creative, innovative ways to continually enhance digital user experience Statutory Requirements Ensure the i 3 meets all statutory, regulatory and contractual obligations and complies with all Waitemata DHB policies and procedures including financial reporting, occupational health and safety and human resource policies I 3 staff operate within appropriate authorisations and delegations according to Waitemata DHB policy I 3 staff comply with all guidelines and all other relevant standards as objective measures of service delivery Promotion of the i 3 and its work Develops strategies and implementation plans to Waitemata District Health Board Manager of the Institute for Innovation Page 5

8 PERSON SPECIFICATION POSITION TITLE: Qualification Experience Minimum Bachelor s degree in operational management or another business related field Tertiary qualification in digital technologies Relevant professional management qualifications 5 or more years professional experience in healthcare, operations management, innovation design An established understanding of health services redesign and service delivery Demonstrated leadership experience in change management and process implementation Demonstrated excellence in operational management and development Preferred Post graduate qualification in the primary profession or Masters level qualifications in a healthrelated field Previous experience as a professional leader in the health sector Research active in health sector in related field Proven track record of innovative digital design and development Delivery of co-designing and creating digital user experience Experience in HTML and JavaScript coding Experience engaging stakeholders in strategic initiatives or strategies Waitemata District Health Board Manager of the Institute for Innovation Page 8
