1 Production Supervisor POSITION DESCRIPTION Unit/Branch, Directorate: Location: Direct reports: Intelligence Wellington Production Analysts Salary range: I $90,366 - $135,548 Purpose of position: The Production Supervisor is responsible for the effective management and operation of a team of Production Analysts who analyse and translate foreign communications intercept, and produce reports in accordance with intelligence requirements and the priorities of the New Zealand Government. Production supervisors regularly represent the GCSB to domestic and international partners and customers. Our mission at the GCSB is to protect and enhance New Zealand s security and wellbeing. Our values are Respect, Commitment, Integrity and Courage The Intelligence Directorate contributes to the national security of New Zealand by gathering and analysing intelligence about the capabilities, intentions and activities of foreign persons and foreign organisations in support of the Government of New Zealand s requirements. In addition, the Intelligence Directorate cooperates with the NZDF, the NZSIS and the NZ Police in support of their functions, and under their authority.

2 Key accountabilities Team Leadership Work with the Unit Manager to effectively lead, develop and manage employees and positively influence their progress towards successful results Effectively manage workloads to ensure they are equitable and appropriate to individual skill sets and levels Ensure team members understand the technical requirements of the work, and are given the tools and training to carry out the work Ensure good conduct and discipline is maintained at all times and any minor issues are dealt with promptly. More serious issues are escalated to the Unit Manager and/or People Capability as appropriate Demonstrate the stated values of the organisation in all aspects of their representation of the team/bureau Support individual team members to achieve objectives, identify personal development opportunities, recognise areas of improvement and establish solution based outcomes Deliverables/Outcomes Each team member understands clearly what is required of them and receives regular constructive feedback on progress. Each team member understands their contribution to Bureau outputs Performance reviews are completed thoroughly and forwarded to People Capability within the specified timeframes Employees have a training and development plan that is carried out in conjunction with People Capability Employees understand and demonstrate Bureau values in their day to day work Employee issues (including nonperformance issues) are successfully addressed in a timely manner Leave liability is kept at a reasonable level Staff are fully informed on relevant information and organisation policies and procedures are complied with Team leader skills are progressed as a result of mentoring and training New staff are comprehensively inducted so that they are productive and comfortable in their role within 3 months Team morale is maintained and a positive, cohesive team atmosphere is evident Production Manager aware of issues requiring attention Managing section output Ensure new staff are welcomed into the team and a complete and comprehensive induction takes place Ensuring that reporting does not violate New Zealand or partner compliance frameworks Guiding subordinates on priorities and ensuring that reporting is released in an appropriate timeframe Translating Bureau, Directorate and Unit goals into team objectives and ensuring that team members work toward those objectives Understands intelligence requirements for section missions Team product meets all required quality standards Team product does not violate compliance rules Product is released in time for it to be useful to intended customers Team members understand how their efforts contribute to GCSB s aims and goals and prioritise their tasks accordingly Production Manager made aware of output as appropriate

3 Customer and partner liaison Enhance GCSB s relationships and reputation with customers and partners by: Establishing and leveraging a network of contacts within New Zealand and partner intelligence communities allowing GCSB to best draw on or augment other agencies capabilities as appropriate Representing GCSB at multilateral fora Providing advice on engagement with new customers Advising customer agencies how GCSB might be able to assist in their missions Ensuring that customers understand GCSB s legal framework, and that support to customers is compliant with all relevant laws and policies Guiding and supervising the interaction between subordinates and their customers and partners Business change and planning Contributing to improving business process within Production particularly by: - Identifying opportunities for improvement and proposing change as appropriate - Implementing change within section as directed by Production Manager - Contributing to planning processes at various levels within Production and Outreach - Identifying opportunities to enable better analytics in terms of training, tools or equipment Health and safety (for team): Inform, train and equip staff to carry out their work safely Ensure prompt and accurate reporting and investigation of all workplace incidents and injuries Assess all hazards promptly and ensure they are managed GCSB s reputation and relationships with customers and partners are demonstrably enhanced GCSB s reputation at meetings and conferences both in New Zealand and overseas is enhanced Opportunities for closer cooperation with partners and customers are identified, as well as potential problems in those relationships, and Production Manager alerted as required Subordinates are confident in dealing with their partners and customers Interaction between team members and partners and customers is productive and positive Section output is aligned to customer requirements and priorities Impediments to maximum efficiency are identified and recommendations/changes made as appropriate Constructive contributions to planning processes are made Production Manager is made aware of opportunities for and risks to section mission A safe and healthy workplace for all people using our sites as a place of work All requirements in the NZIC Health and Safety policy and procedures are met

4 Position delegation Financial delegation: None Key stakeholders Internal: External: Production Supervisor Other Intelligence Production staff Compliance Adviser Customer Relations staff ICTS staff Counterparts in collaborating agencies New Zealand-based customers as directed Person Specification Experience: Knowledge and Skills: Experience leading a team of analysts Supervisory or management experience is desirable Excellent written communication skills, and an ability to communicate effectively to different audiences An appreciation of current international political, economic, and security affairs, and a broad understanding of New Zealand's role and interests in the world community An ability to plan ahead in relation to an activity or goal, identify potential issues and offer solutions Familiarity with key Customer and NZIC organisations Self-motivation, excellent judgement, excellent interpersonal skills and high levels of integrity Qualifications and Courses: A tertiary qualification incorporating foreign language study and/or international political affairs or equivalent experience Specific Job Requirements: Ability to obtain and maintain a TSS security clearance
