1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT LBNR UN Youth Volunteer in Water/Irrigation Engineering The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. This position is based in Chekka with field work in Mount Lebanon governorate. National UN Youth Volunteers are expected to be culturally sensitive and adjust to the prevailing culture and traditions. 2 Following the displacement of many refugees to the Lebanese territory, there is an obvious pressure on the basic sectors such as water. The need for development becomes a daily necessity while existing structures are not equipped and do not have the capacity to provide those services. This includes the upgrade of irrigation infrastructure; an area where significant needs have been identified that would reduce high water losses from already overexploited groundwater resources. This is a very critical issue in many regions of Lebanon due to massive losses of water as a result of very old uncovered canals. The UNDP, through support to the Support to Host Communities in the WASH sector Project is upgrading irrigation canals to reduce the wastage of water and ensure a larger supply of water to the farmers and therefore ultimately increase water available for irrigation resulting in improved livelihoods and increase of yields and land use in agriculture. The project is funded by the Government of Germany (KfW), in partnership with the Ministry of Energy and Water and the local municipalities. Accordingly, the Energy and Environment Programme is seeking for 3 Junior Water/Irrigation Engineers who will be responsible to support the Project Engineers in undertaking site supervision and monitoring of works and laborers on the ground. S/he will also be responsible to assist in coordination with the local actors, Water Establishment site staff and other actors working in the region. Sustainable Development Goals 11. Sustainable Cities and Communities Task description Under the direct supervision of the Project Engineer, the UN Youth Volunteer will undertake the following tasks: Assist in the monitoring and implementation of civil works on site and report back daily to the Project Engineer; Assist in coordinating the work on site and in reporting activities; Support in the identification of beneficiaries and new sites upon the request of the Project Engineer; Assist in the coordination of tasks with other partners and national counterparts; Supervise and follow up on daily labour tasks and security measures on site; Keep records of daily labour attendance on the site and prepare reports for labour and working days. Prepare bi-weekly reports of the work progress. Perform other duties and responsibilities as necessary or as assigned by the Project Engineer. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals 19 Dec 2018 Page 2 of 6

3 and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs Reports of the monitoring phases drafted; Reports on labour and working days tracking drafted; Site supervision reports of all work progress drafted; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Bachelor degree or equivalent Education - Additional Comments Engineering and/or any related fields in civil engineering, agriculture, irrigation and mechanical. Learning and development are a central part of the UN Youth Volunteer s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer s skills and competences, improve the quality of the assignment and keep the volunteer s motivation high. Learning elements for the UN Youth Volunteer include the development of: Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer s assignment. The host agency will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training 19 Dec 2018 Page 3 of 6

4 courses and workshops offered to its personnel. Required experience Experience Remark 12 months Minimum of 1 year of junior experience. Experience in related field is a plus Demonstrated interest and/or experience (up to 2 years) in water/ irrigation engineering; Motivated to contribute towards peace and development and to serve others; Good interpersonal, networking and communication skills; Willingness to contribute and work as part of a team; Flexible and open to learning and new experiences; Respect for diversity and adaptability to other cultures, environments and living conditions; Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; Computer skills (i.e. Word, Excel, PowerPoint, AutoCAD, social media, and others). Between 18 and 29 years old, Lebanese national, or legally resident in Lebanon with the status of refugee or stateless. 5 Condition of Service Click here to view Conditions of Service Conditions of Service: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included ) and final repatriation (if applicable). Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; 19 Dec 2018 Page 5 of 6

6 - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
